The purpose of this committee is to independently review, evaluate and rank all viable sites for 3:51 3 minutes, 51 seconds new paper plan. We're not making any final decision. This committee goes on evaluate make recommendations and city council makes a final decision. Also, we are again we're advisory capacity only. 4:02 4 minutes, 2 seconds We have no authority to spend any money. 4:04 4 minutes, 4 seconds We can't spend any money. We can't acquire product. We can't negotiate profit anybody. We're just to evaluate these sites that have been identified by 4:11 4 minutes, 11 seconds the consulting folks in Virginia's team here and we'll be we'll be reviewing those information. We are asked to try to find at least three viable sites and 4:20 4 minutes, 20 seconds my back here I can tell you there's more than three Bible sites. That's probably the good news for everybody to know. uh we are trying to try to invest those at least three sites maybe four or five 4:28 4 minutes, 28 seconds sites try to prioritize those in our opinion and keep in mind our opinion is number six all about here infrastructure 4:37 4 minutes, 37 seconds availability the utilities after the roads actually they're primarily impact the place we're looking at uh the cost of land certainly important we don't 4:45 4 minutes, 45 seconds know that total cost now estimated cost right now but long-term construction a long operation construction of a site there an area that we can grow some to 4:53 4 minutes, 53 seconds you know this was done back in six or seven years and here we are again. It's time to do this again as far as what's your treatment. So obviously the impact of community is certainly important. We 5:02 5 minutes, 2 seconds all understand that [laughter] table five or six were born and raised here. This is been our home for our entire life. This is people 65 and up. I 5:09 5 minutes, 9 seconds won't say any more than that. [ laughter ] But uh we care you guys know we care. 5:14 5 minutes, 14 seconds This is not something we're just doing for the heck out. We care. Uh that being said we asked to get something back the council here within 45 days of a preliminary report. basically final 5:22 5 minutes, 22 seconds decision by this committee hope within 90 days. Again, remember we only recommend keep that back in mind. So that being said, we're going to start 5:30 5 minutes, 30 seconds with our agenda here with having we also talk about scoring the matri to score these sites. What evaluate them and I think Jody Vance here is working with 5:38 5 minutes, 38 seconds our team here. He's going to present the information discuss that my hope tonight is us agree as a committee this matrix so we can have something to start with there. So 5:47 5 minutes, 47 seconds it's not final lines open for discussion by the committee. So Jody, if you'll kick us off here. 5:51 5 minutes, 51 seconds Okay. [ clears throat] Hope everybody got in your agenda and had a chance to take a look at this matrix put together. It's a it's a pretty simple 6:00 6 minutes scoring matrix. Basically the left side has the criteria that we're proposing that we use to just short list. 6:07 6 minutes, 7 seconds Basically across the top there's 15 sites numbered. They're not in any particular order. 6:14 6 minutes, 14 seconds It's just site one, site two, site three. So looking down the left side, looking at the evaluation criteria, and 6:22 6 minutes, 22 seconds these are in alphabetical order, not by importance at all. The first one I've got on there is community impact. 6:29 6 minutes, 29 seconds [ clears throat] It's business, property, or residential. 6:33 6 minutes, 33 seconds The second one is environmental impact and permitting. 6:37 6 minutes, 37 seconds A lot of these are in flood plane areas and Steve will tell us about that in a minute. 6:42 6 minutes, 42 seconds The other thing too is what's the status of existing infrastructure out there and that's not just roads but it's also utilities. 6:52 6 minutes, 52 seconds The next one is the size of the property and the reason that matters is because it's got to be big enough that it can be 7:01 7 minutes, 1 second expanded in the future because Lebanon is going to continue to grow. Not only that, but it can you got to keep that 7:08 7 minutes, 8 seconds site under operation when you do start building. So, it's got to be big enough that you could face the project. And the other thing, too, is make it big enough 7:16 7 minutes, 16 seconds so there's a a big buffer around the plant between it and the property line. 7:21 7 minutes, 21 seconds And then the last one I've got mentioned here is service efficiency. And that's proximity to growth areas. That's future 7:29 7 minutes, 29 seconds sewer that might be put in and what's the impact of trying to reach the plant from that. How does it affect new sewer expansion in our growth areas? 7:40 7 minutes, 40 seconds So right now that's only five criteria. 7:43 7 minutes, 43 seconds We've talked about 10 or 12 total. I think what what we were proposing was to 7:50 7 minutes, 50 seconds short list this list of 15 sites down to some shorter list basically off these 7:59 7 minutes, 59 seconds five criteria and then have a lot more criteria added to it where it gets a lot more technical and a lot more specific on the sites. Then we [clears throat] 8:08 8 minutes, 8 seconds think some of these would drop off pretty easy. 8:12 8 minutes, 12 seconds Um, as far as the the rating criteria, there's an importance factor column. 8:18 8 minutes, 18 seconds That's the first one that's in white on your sheet right there. And that's it's easy. It's one, two, or three. And basically what that is, and I'll just 8:27 8 minutes, 27 seconds use that. I'll pick out environmental impact. 8:31 8 minutes, 31 seconds It's how important is that to what you think is to the selection of the site for the sewer plant? And it's 8:40 8 minutes, 40 seconds basically low, medium, high. If you don't think it's very important, you put one in there. 8:45 8 minutes, 45 seconds Or if you think it's really important is a three. 8:49 8 minutes, 49 seconds And I'll I'll tell you in a second how that gets used. So whatever you put in for environmental impact, that factor will be used for all the sites that 8:58 8 minutes, 58 seconds you're rating. So they'll all be rated equally with whatever the importance factor is that you've got in there. 9:05 9 minutes, 5 seconds Then when you start going to the sites, um there's basically a score of one to five on each one for each of these 9:13 9 minutes, 13 seconds criteria . And the numbering system works if you put a one in there if it's poor and there's major concerns with this site and that criteria. 9:23 9 minutes, 23 seconds So, for instance, if you're looking at a site and existing infrastructures, roads, utilities, etc., if it's in the 9:30 9 minutes, 30 seconds boonies and there's nothing close to it, that's probably going to rate pretty low on existing infrastructure. Um, if it's 9:38 9 minutes, 38 seconds surrounded by power lines and pretty good roads, it'll probably rate a little higher on that. 9:45 9 minutes, 45 seconds Um, that's the scoring. Basically, it's poor as one. And the bigger the number is, 9:52 9 minutes, 52 seconds the the better you think that criteria fits that site. So that's one to five. 9:58 9 minutes, 58 seconds When you get that in there, and the reason I've highlighted this, this spreadsheet calculates a weighted score. 10:06 10 minutes, 6 seconds So if you put a one in there for a factor on size of the property, it's going to take that one and multiply it 10:14 10 minutes, 14 seconds by whatever you give as a raw score for that piece of property. And it'll it'll put itself in that yellow column. There's additional criteria that aren't in there because it's going to take a lot of work [clears throat] to get back up on that full list of 12:12 12 minutes, 12 seconds criteria . Also, I think too if we can take this kind of criteria and get it down to that in our mind, those top five or six 12:29 12 minutes, 29 seconds that technically work for wast deeper to try to prioritize those five. 12:34 12 minutes, 34 seconds But I like some of us been running here a long time. Those are four, five, six sites that are really not are really not very doable. But those last five or six sites think we'll get some digging there because they're you know we are 12:50 12 minutes, 50 seconds affecting neighborhoods etc. First they get some more shares in we say these are really the best four five six sites I think 12:59 12 minutes, 59 seconds may do it again [clears throat] we're going to hear from the neighbors and the property we learn more about that this is where we're just 13:06 13 minutes, 6 seconds such a technical evaluation now those other factors will come in I think at some point too but we are on tech would 13:14 13 minutes, 14 seconds it serve this site will this site serve for a claim other factors safety ideas that are sort of considered ultimately city council 13:22 13 minutes, 22 seconds should not by us. We're sered by city council. 13:26 13 minutes, 26 seconds So do you feel like after we do this first listening and discussing we're going to 13:34 13 minutes, 34 seconds end up with probably a different number of sites here before we actually rank and order this evaluation. 13:42 13 minutes, 42 seconds You're getting the next part of the general. So it's good time probably I feel like we need to leave here tonight get these all of that way based on this 13:49 13 minutes, 49 seconds presentation tonight. and we eliminate some of the sites and then come back to those last fire sites and maybe the same matrix maybe add some factors to it as 13:57 13 minutes, 57 seconds we hear from from the neighbors probably too. I do think I think this site again this is a process where when we 14:05 14 minutes, 5 seconds eliminate sites those folks are going to be happy right this we all we know we all the folks for we don't nobody likes a landfield or a flood plane or a 14:14 14 minutes, 14 seconds landfield or plan or a prison none of us like we all [clears throat] we all get that c these different different criteria t these things so I hope we 14:22 14 minutes, 22 seconds could leave here tonight and come back in a week or so we are this police preliminary If I wasn't 14:30 14 minutes, 30 seconds done, eliminate several sites, get down that five or six sites and then dig deep into those sites because you're getting to where you just get serious that point 14:38 14 minutes, 38 seconds of where's the best site to recommend or rank. Again, [clears throat] our goal is folks to rank five or six sites, at least three, not just say this is the 14:46 14 minutes, 46 seconds best site, take a lead council. Idea is to give them four or five choices that will work for a wastewater plan and 14:54 14 minutes, 54 seconds factors they got to consider before they have that final decision. 15:00 15 minutes Look at everybody. I didn't receive one phone call from Will that you asked me to consider the site that we looked at the city looked at back in the early 70s 15:17 15 minutes, 17 seconds when they were down on the core property. It's core property didn't work out then. Steve, his predecessors are are long gone since then. I have no 15:25 15 minutes, 25 seconds problem with us looking at site like that as a committee. We'd have to come back that obviously next time and see the know a little bit about that site I 15:32 15 minutes, 32 seconds think but someone I've been asking about anybody anybody else mentioned in the other sites we should look at we're certainly the resolution says we can do 15:39 15 minutes, 39 seconds that we're not we're not locked at just these 15 sites so I do think it's fair we had that came up it [clears throat] 15:46 15 minutes, 46 seconds was looked at back in the 70s or so I believe there's some pros and cons of any site right but we can certainly look at that 15:55 15 minutes, 55 seconds you guys want to do that to me that's a committee decision Well, I I think that's been mentioned. I think this is a good starting point. Um when I just think [clears throat] about like cost, you know, when it comes to development 16:53 16 minutes, 53 seconds cost , I know we have serviceable area here, but thinking about infrastructure drives development. If we're going to 17:02 17 minutes, 2 seconds put it in a location, we want it to be teed up for development to be usable based on or not. 17:11 17 minutes, 11 seconds That's right. Or not. You're right. Put it in worse you grow. 17:16 17 minutes, 16 seconds But that may be in the second stage that's I want to point out to this committee's responsibility. our position. We're deal with tax part numbers. We're trying to keep the personality out of it out just that's going to have a play at some point in time. You got to run it there and you got to run it back and you got to do it for two different 18:46 18 minutes, 46 seconds pipes . So it's $4,000 a foot every time you get a foot away from 18:53 18 minutes, 53 seconds these existing force mans. So, while there is a lot of property, just I ask that you please keep that in mind when you start looking at where properties 19:01 19 minutes, 1 second are because, you know, when you come to it and it's like, oh, well, that one added $125 million to the cost because I 19:09 19 minutes, 9 seconds stuck it eight miles out of town. I mean, it'll I mean, I'll run the numbers and stuff, but it, you know, [snorts] if 19:17 19 minutes, 17 seconds if you think it's one that just from a a a pricing standpoint, you would eliminate anyways. I just don't know that, you know , if you want us to go 19:26 19 minutes, 26 seconds through the the process of of pulling that that one together is all I'm saying. You got two force man lines. Are both of them 36 inch? Doesn't really matter which one you're getting in close proximity to 20:09 20 minutes, 9 seconds because they separate when they leave the plant and come back together at Bur and Co. So actually the two existing 20:18 20 minutes, 18 seconds lines are only 30 in. The reason you would go ahead and go to a 36 is to try to be able to accommodate any future 20:24 20 minutes, 24 seconds expansion uh hydraulically uh if you went beyond the design capacity of the existing treatment plant. So depending 20:32 20 minutes, 32 seconds upon how far you go, it might push to a 42in pipe just depending upon how far it gets out. So um that's all depend those 20:40 20 minutes, 40 seconds are the things that I have to look at obviously depending upon where these sites are. So, uh, but we were basing it 20:47 20 minutes, 47 seconds on a 36 inch based on the farthest one we looked at here being 8,300 ft. Uh, and and these numbers that are on the 20:56 20 minutes, 56 seconds handout that you have that I'll go over in a minute is based on the distance. 21:02 21 minutes, 2 seconds Every property is adjacent to one of the force mains. So the distance I'm giving you is the distance from the force main 21:11 21 minutes, 11 seconds that it's not adjacent to reasonably. So we're we're that that's kind of how these sites came about is we tried to 21:18 21 minutes, 18 seconds find properties that had um enough proximity to the existing force mains that we only had to run one force main 21:25 21 minutes, 25 seconds over to that property or it was adjacent to the existing plant to where you could expand off of the existing site. Um 21:35 21 minutes, 35 seconds that's how the the site uh directly across the road came about on the list because it's small. It's only 24 acres. 21:45 21 minutes, 45 seconds Other questions please. 21:47 21 minutes, 47 seconds How much energy do these funds end up carrying? We've discussed current plants 10. We're going to 20 first phase. We want to get to 40 50 or build out. Mhm . 21:58 21 minutes, 58 seconds If you were to say today those two lines are they carrying roughly 15 20 22:05 22 minutes, 5 seconds the two lines right now the treatment plant can hydraulically pump 24 million gallons of water a day. 22:13 22 minutes, 13 seconds So right now we could build our first expansion and use those two lines and they would handle 22:21 22 minutes, 21 seconds they will handle the average flow. Now, this gets into uh well, I mean, we we can go as as far into any of this as you want. 22:33 22 minutes, 33 seconds As as we move along the force main and we end up putting a treat if if you move north and you put a treatment plant as 22:40 22 minutes, 40 seconds you go north and you cut the distance that you have to pump down, then the amount of head we have to pump against decreases and so the amount of flow that we can pump increases. 22:52 22 minutes, 52 seconds So as we move downstream on the effluent force mains, we gain capacity by simply 23:00 23 minutes changing out the pumps. Uh there is a break point in the future where [clears throat] uh you do have to increase the size of those force mains. 23:11 23 minutes, 11 seconds Um that's not right now. uh if we move somewhere downstream if we go off away 23:18 23 minutes, 18 seconds from those force mains a mile two miles then the hydraulics change and you know we have to start looking at [clears throat] you know how much pipe 23:26 23 minutes, 26 seconds has to be replaced how much additional pipe is there to be put into place that's why I was saying like you know those are the considerations that I would have to pull together if you have 23:35 23 minutes, 35 seconds other properties to to give you a true idea of what their value or their cost is compared to the ones that are on the list here. 23:47 23 minutes, 47 seconds Other questions for Steve or Jim? 23:50 23 minutes, 50 seconds Stephen, I know y'all probably already talked about this and I apologize. I wasn't on the committee at the first meeting, but uh the 23:59 23 minutes, 59 seconds sweet spot size for a piece of property. What would that what would you like to see as the design engineer? 24:07 24 minutes, 7 seconds So, the minimum that we need is 60 buildable acres. uh now that accommodates the uh first treatment uh 24:15 24 minutes, 15 seconds facility and an expanded second treatment facility and we feel like provides a minimum 100 foot buffer around the facility. Anything over 60 24:24 24 minutes, 24 seconds acres just allows for additional buffer uh and keeps it away from anyone being able to see it. 24:30 24 minutes, 30 seconds And current projections that 60 acres would suffice for have we put a timeline to how long that 24:38 24 minutes, 38 seconds should be good for? So we anticipate, you know, that we're talking, yeah, in excess of 50, 60 years at a minimum. It 24:47 24 minutes, 47 seconds just depends on obviously how quickly the city grows. 24:51 24 minutes, 51 seconds I'm still alive. But that 24:52 24 minutes, 52 seconds [ clears throat and cough] 24:54 24 minutes, 54 seconds we call Guinness [laughter] and the key word there that Steve mentioned was acres. So lots of flood 25:01 25 minutes, 1 second plane that flood plane doesn't have any other than a buffer. If it's 100 acres and it's got 30 flood plane , that might be okay. But if you got 68 and half 25:09 25 minutes, 9 seconds flood plane , it probably fall off pretty quick. I got you. All right. 25:17 25 minutes, 17 seconds One other question. And I, you know, we're all engineers here, so we got to think about this stuff to be able to put 25:23 25 minutes, 23 seconds our thoughts here. Last meeting we talked about why, you know, potentially there was a site previously looked at on 25:32 25 minutes, 32 seconds that old force man on the west side on the railroad tracks, but that site's no 25:39 25 minutes, 39 seconds longer there. If there's a site on that force man, which you know, I know it it makes that distance. Now we're upstream 25:47 25 minutes, 47 seconds of the treatment plant versus downstream. 25:51 25 minutes, 51 seconds Is that still an area we should be looking at when we think about consideration of these sites? 25:56 25 minutes, 56 seconds So that concept which was u approximately 15 years ago uh that was discussed was to put a treatment plant 26:04 26 minutes, 4 seconds out in the 109 area and that was a supplemental secondary treatment plant. 26:09 26 minutes, 9 seconds Uh and there was the talk about uh petitioning Tde for a dischar a second discharge into the Cumberland River. uh 26:17 26 minutes, 17 seconds that property is now going uh but you you couldn't reverse all the flow from Lebanon to that point. 26:26 26 minutes, 26 seconds So [clears throat] you could build if you built a second treatment plant anywhere uh to take some of the um load off the existing treatment plant and 26:34 26 minutes, 34 seconds extend its its life uh useful life then you know you still got to get back to those effluent force mains because TD's 26:44 26 minutes, 44 seconds not really providing new discharge permits for people. So so we've got to get back over to that location. So, you 26:51 26 minutes, 51 seconds know, when you look at it, the amount of capacity that you could gain, uh, you know, when we look at how much flow actually comes down that, you know, it 27:00 27 minutes it doesn't I don't believe that it solves the problem. 27:04 27 minutes, 4 seconds That leads to my next question. As we're thinking about the future, 50 years, you know, leading currently isn't doing 27:12 27 minutes, 12 seconds water reuse coming out of the sewer treatment plant. You know, it's it's discharging to the lake to my home. Um so pretty flat uh in the great scheme of 36:15 36 minutes, 15 seconds things . uh last couple of jobs that we bid where there's been a significant amount of mass grading on the job, it's about $30 a cubic yard to blast and haul 36:24 36 minutes, 24 seconds rock off of a site. So, the more mass grading you have to do, the more it drives the cost of the piece of property 36:30 36 minutes, 30 seconds up uh for building something. So, uh the first site that we have, uh as I said, you've also got a list and and I'm 36:39 36 minutes, 39 seconds just going to kind of go over what you can see here. Um the site that's site number one is 235 acres. It's a very large track. Uh it's approximately 3600 36:49 36 minutes, 49 seconds linear feet from the force effluent force main uh to that 36:55 36 minutes, 55 seconds site . And so you'd need to put in a u in order to make those connections. Oh, sorry. U none of these 40:17 40 minutes, 17 seconds sites are perfectly flat. Uh there is some elevational change on this one. Um so you'd have to take off the top of the hill there to to level it off or we 40:27 40 minutes, 27 seconds could utilize it. Um, site number three. Quick question, just so I understand. 40:34 40 minutes, 34 seconds Okay, you're saying this is a 66 acre site, but there is some of this in the flood plane . So, how many We have a minimum number of acres that can't be in a flood plane . 40:43 40 minutes, 43 seconds Yeah. So, I'm supposed to I'm glad you stopped me because I did that on the first one that So , there is 9.6% of this that's in the flood plane . You know, from a standpoint of building things, it's a lot easier to take some rock away than it is to build 42:01 42 minutes, 1 second in a flood plane . So, all right. Is there based on your experience [cough] and helping [clears throat] us that are not engineers, is there when you talk about 42:10 42 minutes, 10 seconds topography here, this says 484 feet, I guess. Uh, is there a a logical number 42:18 42 minutes, 18 seconds amount of soil you want to try to move or not move, you know, 100 feet, 50 feet, 200? I mean, do you know what I'm saying? So when we look at it, you know, we generally are trying to look at how much 42:45 42 minutes, 45 seconds of the material has to leave the site because that's where the most significant cost is. You know, I said it's $30 a cubic yard. That's to remove 42:54 42 minutes, 54 seconds it from the site. So if you're reutilizing the material on site, it's significantly less expensive. Um that I 43:04 43 minutes, 4 seconds I had asked uh because we can we can do those mass balances and stuff. I'd ask uh Jody and Jeff and them as they were 43:12 43 minutes, 12 seconds putting together the matrix to maybe save that for the short list of sites rather than me having people try to run mass balances on you know 43:20 43 minutes, 20 seconds Sure I get it a thousand acres of of property here uh off data. There are existing structures on that track. 45:44 45 minutes, 44 seconds Um, and there is none of that property within the flood plane . 45:52 45 minutes, 52 seconds So site six is a 223 acre track. Uh 4.8% of that 46:01 46 minutes, 1 second track is in the flood plane and it's approximately 3,300 ft away from the force mains and that is actually away 46:08 46 minutes, 8 seconds from both of the force mains. Uh it's on the other side. Uh 46:15 46 minutes, 15 seconds but they they kind of come together in the general vicinity of Cooh's Fairy Pike and then tie back together uh at the top of the hill. So uh you do have 46:23 46 minutes, 23 seconds to run pot from both of the lines to get to site six. 46:29 46 minutes, 29 seconds Um 4.8% 8% of that site's in the flood plane , but it's so large and there's so much of it that, you know, obviously 46:37 46 minutes, 37 seconds that's not a not an impact of significance. It's also, as uh somebody mentioned, as Camille mentioned earlier, you know, you wouldn't necessarily have 47:33 47 minutes, 33 seconds to take all of someone's property. If they were willing to sell you a section of their property, then that would 3,300 feet away from that forest man. 47:44 47 minutes, 44 seconds Yeah, you'd have to run 3,300 feet of force man to get to that front corner and then however far you had to run it inside there. So, there is a significant 47:52 47 minutes, 52 seconds amount of force man that would be required. 47:57 47 minutes, 57 seconds Um, site seven is also on that same sheet. Um but it's not but it's 18 and a half% of that one is in flood plane and 48:23 48 minutes, 23 seconds it has the longest distance uh from the force mates of any of them that we've looked at. That's the brickyard. That's a house with 11 acres 1:44:28 1 hour, 44 minutes, 28 seconds with a couple that's at least probably 70 years old [snorts] living there. And that's the camp property, which is about 1:44:34 1 hour, 44 minutes, 34 seconds 13 acres providing buffer, more buffer between this entire 1:44:41 1 hour, 44 minutes, 41 seconds area and the Pekka Drive, town houses, whatever the is there.
