I've got a couple comments here. Not really much. 10:23 10 minutes, 23 seconds Again, remind everybody that this group here is doing a technical evaluation. 10:28 10 minutes, 28 seconds We're not looking at who owns the property, what it's close to. We're looking at will this property work for a waste water frequently 10:35 10 minutes, 35 seconds sites here that we know will work. So our goal is to try to get it down to three, four, five sites. It's said the council members council these sites can 10:44 10 minutes, 44 seconds work and then we'll go from there. So remember this, that is our charge is to technically evaluate site to say we think these are suitable for our plant. 10:51 10 minutes, 51 seconds the other factors beyond this committee the city council certainly to consider when they get there. So just keep that in mind that's our charge is very much technical in nature that said Steve on 11:00 11 minutes on the from last meeting anything to review from last meeting we did have several sites mentioned added to the list since then they're on the list tonight talked about cracker we talked about the cracker barrel the issue Mr. 11:09 11 minutes, 9 seconds Thompson gave to us. Maybe a couple more. They're on this tonight. So, they'll be on there tonight for review as well. Um again, 11:18 11 minutes, 18 seconds anything that we want to add on last time. We'll get rid of this thing and move forward. If council meet at 6:00, we need to be done here basically at 5:30. I guess anybody got any comments to start off on the matrix? 11:39 11 minutes, 39 seconds I had a chance to go back resolution and the matrix and it does seem like um 11:46 11 minutes, 46 seconds we're following the resolution for the most part like we talked about whenever we narrow it down we'll want to look at 11:53 11 minutes, 53 seconds that one topic about site cost and and um impacts when it comes to economic 12:00 12 minutes like that. The one thing that would help me though is maybe if we could put some definitions to these topics. As as I 12:09 12 minutes, 9 seconds looked at them and and made my initial thoughts just on what they mean, 12:16 12 minutes, 16 seconds I felt like my thoughts might be different than others. So, if there was a way to put some definitions with these, it'd be much appreciated. And for 12:25 12 minutes, 25 seconds Steve or Joe jumps in a little bit, I know what I talked to Steve about the same thing, Caleb is that hey, even just tonight his comments are not hope 12:32 12 minutes, 32 seconds they're directed more toward somewhat direct more towards this matrix so we as a committee can understand at least in design for factors why these things are 12:39 12 minutes, 39 seconds important to to the actual world where plant might go. So I think it's very important for all of us and you guys are here as well too is why we're coming to these these determinations I guess for 12:48 12 minutes, 48 seconds lack of a better word. But Joe, do anything coming on the matrix since we since our last meeting? Um, I think I mentioned last meeting we talked about 12:56 12 minutes, 56 seconds that last one that said service efficiency. I think there might have been some confusion over that and I'd like to propose that we replace that 13:04 13 minutes, 4 seconds with something has to do with how far the site is from the forest main. 13:10 13 minutes, 10 seconds Well, basically slight distance from the forest main and I believe that's on some of the information as far as that information is on one of the sheets that we last week too. 13:21 13 minutes, 21 seconds course name proximity save the comment. 13:25 13 minutes, 25 seconds Yeah, I was going to say that uh you know we have revised uh you know last meeting we talked about that that was to 13:32 13 minutes, 32 seconds the closest corner uh those distances have been revised to reflect what's in this site um evaluation information packet that you've been handed tonight. 13:42 13 minutes, 42 seconds Uh, and so those dist distances match up to what you'll see in here for ideal, you know, potential layouts of a 13:51 13 minutes, 51 seconds treatment facility, what it would take to get to that. So, those those distances um have been updated. Also, if you'll look in that book, uh the first 14:00 14 minutes sheet there uh that you'll see as I was putting together this information that we'll go over um later 14:08 14 minutes, 8 seconds in this meeting, I put my interpretation of what those criteria were. Now, I'm a non- voting member, so my interpretation 14:16 14 minutes, 16 seconds doesn't mean a whole lot, but as I was putting this together for this information for you all to help you all make these decisions as you narrow down 14:24 14 minutes, 24 seconds this list, it was what items appeared to me on there. And so, in that service efficiency and proximity, I said, you 14:32 14 minutes, 32 seconds know , it is the proximity to the existing effluent line, you know, and the potential cost associated with running that. um you know and and you 14:41 14 minutes, 41 seconds know the potential to serve other areas you know north of or out in the county or or wherever this is. Uh we all know 14:49 14 minutes, 49 seconds that there are uh issues with county uh systems in some areas. You know I I lived in the county for a number of years. I had a septic system that 14:57 14 minutes, 57 seconds failed . So being able to provide service to county residents with failing septic systems and things like that could also be a consideration. So, uh, I know these 15:05 15 minutes, 5 seconds things are, you know, all kind of a catchall. So, that that was that was my thoughts when I went through it. 15:15 15 minutes, 15 seconds So, I guess back to that first category to follow your question, K, you know, you're saying well, when we say community impact, apprenies , business, 15:22 15 minutes, 22 seconds property , and residential, I mean, can you give anybody definition that anybody want to explain that one? 15:28 15 minutes, 28 seconds What we're thinking here? To me, that one's not that difficult, but I don't want to insult anybody's intelligence either. 15:36 15 minutes, 36 seconds I think that's a good good question right there. When I think about community impact, what what do I think about? I think about Gla Gladeville 15:44 15 minutes, 44 seconds community whenever sewer was serviced out there to the speedway, right? 15:49 15 minutes, 49 seconds And um sewer changes community impact in my opinion. Um, and is is that what 15:57 15 minutes, 57 seconds we're discussing there of what the the future would be due to an impact of the sewer going in that location or is it 16:05 16 minutes, 5 seconds based on the existing properties like referenced there? Well, I would say you're correct. 16:14 16 minutes, 14 seconds obviously further which go back to the back 1970s when the city was trying to put it down by the uh lake there near 16:21 16 minutes, 21 seconds the river and right some of folks are aware of that too and also you can't put any lower down the wershed than when where the waterershed 16:29 16 minutes, 29 seconds that entered into the raika river so that certainly allows more area to be pent to serve someday difference now in my mind is in my time around here and 16:37 16 minutes, 37 seconds living going up here is the fact that that area was a lot more you know rural back in the 70s than is today. 16:44 16 minutes, 44 seconds So there's a lot more larger tracks that are developed with large homes. So not that it couldn't happen, but truth is most of the people might benefit from the sewer down there as long as have big 16:52 16 minutes, 52 seconds tracks of land that could be redeveloped. Uh but you are correct and and that is a a question. It could serve 16:59 16 minutes, 59 seconds more couldn't serve more folks. But I think the bigger issue is we talked before that not in my back not in my 17:06 17 minutes, 6 seconds backyard comment of of again I'll say again the landfills or what plan or prison. I think that's the biggest thing it's about personally, but I do think I 17:15 17 minutes, 15 seconds think what you mentioned other tracks, you know, you know, there's a good school out there that might someday need sewer, you know, who knows? Today 17:22 17 minutes, 22 seconds they're great. I I assume sort of goes back to like an agreement, right, with the city currently services 17:30 17 minutes, 30 seconds what's in the city limits right to service urban growth boundary has an agreement 17:37 17 minutes, 37 seconds with the county to service out towards the speedway. 17:41 17 minutes, 41 seconds Is that what leadership wants us to be thinking about for that community impact? Is the goal to um create a 17:51 17 minutes, 51 seconds bigger area or is it not? And I think because the resolution came from 17:58 17 minutes, 58 seconds leadership , you know, I I really feel like the people are going to be thinking about this as a definition. I I think 18:07 18 minutes, 7 seconds both uh you know to me it is what's out there um the expense if it's if there's 18:15 18 minutes, 15 seconds houses if there's a working farm if it uh has businesses on it I mean that's an impact when it comes to cost it's also 18:24 18 minutes, 24 seconds an impact of we we talk about growth and how far uh you know when this initial uh water sewer plant was put in they wanted 18:33 18 minutes, 33 seconds it further out um and now we're in a situation where you know the growth has met it and exceeded it. So I mean how 18:42 18 minutes, 42 seconds far can we get it that growth could expand if wanted to? Again we don't own the properties between there. Um those 18:50 18 minutes, 50 seconds are individually you know owned. Um who's going to purchase those? That's not up to us but there would be 18:57 18 minutes, 57 seconds opportunity I guess. So I to me community impact is all the above. It's future. it's today and it's the money 19:06 19 minutes, 6 seconds that it's going to cost the city to purchase something if it has homes or a business or you know um so to me it's 19:14 19 minutes, 14 seconds all the above but we have other council people that might want to answer that 19:23 19 minutes, 23 seconds oh you don't have a packet Jordan needs a packet you might got an extra packet laying around somewhere we got an one here 19:30 19 minutes, 30 seconds shortly on this way with the intent with that comment and we 19:38 19 minutes, 38 seconds can change it every how you want to but that's the only one that addresses impact to properties around it and I 19:47 19 minutes, 47 seconds think if you start talking about residents around it versus businesses around it and benefits that might come from them they're going to cancel each 19:55 19 minutes, 55 seconds other out because I mean it's pretty apparent that it's not a great impact on residents around there. So if you base 20:03 20 minutes, 3 seconds your score on that, it's going to be one thing, but if you start talking about benefits to businesses just in case they can come out there or they can have 20:11 20 minutes, 11 seconds sewer connections, it's just the opposite. 20:15 20 minutes, 15 seconds So it'd be tough to blend the two in there, I think. 20:24 20 minutes, 24 seconds So should the comments on this one? 20:26 20 minutes, 26 seconds I just think Jeff, I'll be honest. This is going to mean that's part of why we're doing this. We're going to have different ideas on each one of these. 20:37 20 minutes, 37 seconds That's why you rank them by importance. 20:38 20 minutes, 38 seconds That's why you rank the sites, how they fall in the category. But in the end, you're going to get a blended opinion of what everybody thinks. I think trying to 20:47 20 minutes, 47 seconds tie this down to where it means the same thing to everybody. We're gonna spend a long time getting there because you ask 10 people to write down the definition 20:55 20 minutes, 55 seconds of something, you're gonna get 10 different definitions. 20:58 20 minutes, 58 seconds So, I would say just score it how you feel it it should be and you can rank the importance of it. You can score the 21:06 21 minutes, 6 seconds sites that way and when we get done, we'll have a aggregate of how all of these fit together and we'll average them up. 21:14 21 minutes, 14 seconds I don't think trying to make it a cookie cutter. I think you're going to have to have some interpretation each one of us is on how that applies to how we feel about it and and go from there. 21:28 21 minutes, 28 seconds Good comments. Anything else? And I I would sort of add to that. That's a good comment, man. Is we're having whatever 12 30 40 people evaluating. We all I 21:37 21 minutes, 37 seconds said many times here the council resol asked for they asked for three sites, right? we may give them five sites and I 21:45 21 minutes, 45 seconds think they said a minimum three sites that we see would work for a wastewater plant and uh at that point I think it's 21:52 21 minutes, 52 seconds much more serious is trying to un understand what's best for the city I think I got to say as having worked here a long time too is both for now and the 22:00 22 minutes future so many times the government's criticized for not being planned ahead I'll leave it at that let's be sure we're thinking about a lot just the next 22:07 22 minutes, 7 seconds five or 10 years you know we get to hear all the time about don't think ahead water. Let's be sure we do that now. 22:13 22 minutes, 13 seconds Give our council some good choices and uh ultimately that's their elect to make those kind of tough decisions. But I can see us having four assist for that very 22:22 22 minutes, 22 seconds reason . Meaning if a couple of folks have a little different opinion of it, maybe we keep a couple extra in there just to be sure we vet everything that might be consideration because you're 22:31 22 minutes, 31 seconds right . We won't all have the same parameters. I don't think too but whether we end up with three or they're just obviously three. That's great. I'd love that. that I'm sure the council 22:39 22 minutes, 39 seconds would love to just get three sites, but if we end up with four or five or that all seem to be in the mix, we'll get into more detailed discussion those as 22:47 22 minutes, 47 seconds we get that that I'm hoping by our next meeting, we can begin to to come some do this vetting process some or process where we can eliminate at least half the 22:56 22 minutes, 56 seconds sites surely. You know, that means some people are more satisfied to know their sites been eliminated close to those folks. Then we can narrow it down to 23:03 23 minutes, 3 seconds really get into and dig into are they the best sites for the C1, you know, long term. 23:10 23 minutes, 10 seconds Anything anything else on this particular item was talking move on environmental. We're ready to move into environmental discussion real quick. 23:16 23 minutes, 16 seconds Just follow up on take those comments there. Environment permitting. 23:22 23 minutes, 22 seconds Anybody want to share their thoughts on what that and I don't want to bel this to your point Randy I'd like maybe just you quickly Jod as you talking know some of your folks working this too as far as 23:30 23 minutes, 30 seconds uh your team there Greta Smith are there certain thoughts s you heard them because this did this is not rocket science folks this came from some other 23:39 23 minutes, 39 seconds areas that do the same thing we're not the first people to ever have to choose a waste treatment treatment site so anything else you can share with that Jody about environmental 23:47 23 minutes, 47 seconds I like that definition Steve's got on it I mean basically it's going to be impact on the environment. Um 23:55 23 minutes, 55 seconds environmental permitting, you know, that encompasses a lot of stuff that are endangered species. 24:03 24 minutes, 3 seconds Looks like he's put in some stuff there. 24:05 24 minutes, 5 seconds It also geotechnical concerns. So, you know, just how hard is it going to be to develop that site? 24:14 24 minutes, 14 seconds That also includes flood plane . 24:18 24 minutes, 18 seconds And if y'all disagree, tell me. I just don't see us doing that kind of vetting for 15 16 sites. We need to get it down to a much smaller number of that and 24:25 24 minutes, 25 seconds then go from there. That's just an opinion. I mean, how y'all feel about that? Our goal here tonight is to to talk some morning and come back. I'm 24:33 24 minutes, 33 seconds hoping that tonight and and feel like this matrix and come back here in a week or so eliminate some of these signs. 24:41 24 minutes, 41 seconds Anybody disagree with that? If you so, please tell me. 24:44 24 minutes, 44 seconds I agree with that. I just want to remind everybody too that that scoring matrix we had scaled it back so that it is just 24:52 24 minutes, 52 seconds the preliminary scoring matrix. The thought is once we get it narrowed down um whether it be half of them with this preliminary that there going to be 25:01 25 minutes, 1 second additional criteria that are added to that where we dig you guys dig deeper into the process. So this is just high 25:10 25 minutes, 10 seconds level right now and then once we remove the ones that really aren't going to work and then go from there with the 25:18 25 minutes, 18 seconds rest of them. So there'll be a completely different matrix I would think that we'll vote on at some point. 25:27 25 minutes, 27 seconds That's probably a good point. A lot of the environmental endangered species stuff there's no way to know that before we short list. I 25:36 25 minutes, 36 seconds think it probably ought to focus more on flood plane . 25:39 25 minutes, 39 seconds How does it impact the flood plane? And you've got that in that definition. I guess if everybody keeps that in mind, 25:48 25 minutes, 48 seconds if we know our runoff ends up in Barts Creek or in the lake, we know that it does now. The current plant goes right into Barts Creek. Anything runs off that 25:54 25 minutes, 54 seconds that's not going to change, you know. Uh well, I think it was a good comment last meeting that flood plane can be cut and 26:03 26 minutes, 3 seconds filled as we know. you know, floodway is a non-movable line. So, as as we do think about flood plan, it's not 26:11 26 minutes, 11 seconds necessarily the percentage of coverage today. It's a percentage of coverage of what the site can be. And when you look 26:19 26 minutes, 19 seconds at that from a topography standpoint, you looked at our experience here, we could see there's yeah, a couple of sites are really have a lot of floodway 26:27 26 minutes, 27 seconds and they're probably not real high priority sites. Some that just have a little flood plane , that's it's not that's not that critical. A couple in my 26:34 26 minutes, 34 seconds mind are certainly severely impacted by the by the flood wash. 26:40 26 minutes, 40 seconds Okay. And there's a list here. I think we had a good discussion about just I don't think we need to talk about all five categories unless y'all just want to. I think it'd be more appropriate to 26:47 26 minutes, 47 seconds since we have a couple new slides added to move on with Steve is going through some new information. One one comment that came up for the last meeting was the discussion about the infrastructure. 26:57 26 minutes, 57 seconds you know, thinking about what has to come in and out of a site like this and what what that looks like. So, I do feel like that was a comment that someone 27:06 27 minutes, 6 seconds from the public brought up at the last meeting and I think it's better value too. But once we get down to say fire sites, that 27:14 27 minutes, 14 seconds may be even more of a factor. You're exactly right. It's a factor now for sure too. But once you make the final fire sites, things like access, those 27:22 27 minutes, 22 seconds are going to be critical, you know, pieces of of the puzzle here. No doubt. 27:28 27 minutes, 28 seconds That's maybe the next matrix. Those kind of things are certainly going to be they're important now too. Don't misunderstand me. But I think we can limit some these sites without even getting to those right now and get those 27:37 27 minutes, 37 seconds five five or six just those kind of things will help I think you know take the scores too. 27:43 27 minutes, 43 seconds Are we are we okay? We should talk about in any details. A lot of this repetition from last from our last meeting 28:10 28 minutes, 10 seconds for everybody to know that's part of the part of the process, right? But I think what everybody wants to hear about is folks here too is what are these sites that you're looking at ? What do we learn 28:18 28 minutes, 18 seconds new in the last week or so? And uh think that's where we need to go. 28:26 28 minutes, 26 seconds All right. So, everybody has a copy or should have a copy of a booklet that says water reclamation facility site evaluation information. 28:36 28 minutes, 36 seconds As I said a moment ago, if you if you look at the first page, uh when you open the booklet, you see how I interpreted 28:43 28 minutes, 43 seconds what those criteria were for the purpose of providing you with that information. 28:48 28 minutes, 48 seconds uh you know when we left the meeting last time uh talked to Jeff and Regina and I felt like a few things. One is 28:56 28 minutes, 56 seconds you know for someone who doesn't construct these types of facilities every day knowing exactly what why when I say 60 acres why why am I talking 29:04 29 minutes, 4 seconds about 60 acres you know what does that that look like when you when you lay out a facility. Um so part of what you're 29:12 29 minutes, 12 seconds going to see in here is one type of facility that could be constructed. So 29:18 29 minutes, 18 seconds there's the engineering design report that is also um being finalized at this 29:25 29 minutes, 25 seconds time which is based on the property that gets selected and we're looking at multiple types of facilities that could 29:34 29 minutes, 34 seconds be constructed. Um the type of facility that's shown in here is ox utilizes oxid excuse me oxidation ditches and 29:41 29 minutes, 41 seconds clarifiers . For the purpose of evaluating these sites, we simply took a layout for oxidation ditches and 29:48 29 minutes, 48 seconds clarifiers for the current need plus one expansion of the facility and applied 29:55 29 minutes, 55 seconds that layout to every single property that we've looked at. And the number of properties has increased to 20 since the 30:02 30 minutes, 2 seconds last meeting uh on ones that were asked to be added. Now, it's important to say that this layout is a is a block layout 30:10 30 minutes, 10 seconds that we dropped in, which is the most efficient layout, which means it is a square. So, anybody who knows anything about engineering knows we deal with 30:18 30 minutes, 18 seconds squares and circles because you can't get more efficient than a square or a circle. That's not to say when you look at some of these maps that, well, could 30:26 30 minutes, 26 seconds these circles go up in this corner and this? Sure, it could be shifted around, but it's just it's just a visual to give 30:34 30 minutes, 34 seconds you an idea when you look at these properties, what is potentially possible on these properties, how many of the facilities would end up in the flood 30:41 30 minutes, 41 seconds plane or the flood way um and things of that nature. Um it's also important to know the reason that I did not look at I 30:49 30 minutes, 49 seconds looked at the same facility on every piece of property so that you're comparing apples to apples. Um 30:55 30 minutes, 55 seconds some processes have taller tanks, you know, so they get maybe get a little bit more narrow. Uh so there are some different things that could be done, but 31:03 31 minutes, 3 seconds those facilities may cost be more expensive than the facility that's on here. So the purpose of this is not to evaluate the facility, but just simply 31:12 31 minutes, 12 seconds the land mass needed for a facility. Any questions on that before we 31:19 31 minutes, 19 seconds um now would this facility be an inside facility? At one time we talked about it being covered or not? 31:28 31 minutes, 28 seconds Some of the basins will be covered and some of the basins will not be covered. 31:32 31 minutes, 32 seconds It depends on what the basin is utilized for. So any anorobic process, any uh solids handling processes are covered. 31:40 31 minutes, 40 seconds uh and they will have uh odor control facilities that remove that air and scrub that air uh through a a media to 31:48 31 minutes, 48 seconds remove any odor uh from anything any um aerobic process uh doesn't get covered. 31:57 31 minutes, 57 seconds Okay. 31:59 31 minutes, 59 seconds Um the other thing that I would say in here is I will make uh some comments uh 32:06 32 minutes, 6 seconds based on uh impact to uh existing infrastructure mainly roads. I have not 32:13 32 minutes, 13 seconds had any conversations with anyone at the county roadway department or anyone about anything. It's just me looking at the roads, knowing the kind of traffic 32:21 32 minutes, 21 seconds that would be on the roads, what the long-term impact would be. Uh obviously short-term impact uh is greater than 32:29 32 minutes, 29 seconds long-term impact because the type of equipment uh coming in and out for construction is significantly more than what goes in and out of the existing 32:37 32 minutes, 37 seconds treatment plant. The typical day for the existing treatment plant is going to be uh small septage haulers. So there was a 32:45 32 minutes, 45 seconds question last time about you know how big are these tanks? Uh the largest septic hauler tank I've ever seen come into a facility is about 5,000 gallons. 32:54 32 minutes, 54 seconds Uh normally they're around 3,000 gallons. Tandem axle dump trucks are used to haul off uh the solids. Um once 33:02 33 minutes, 2 seconds they're processed and other than that, it's typical automobile traffic for the people that work there. Um occasionally if there is a construction project or 33:11 33 minutes, 11 seconds something, you might have uh a low boy come in with some different equipment and stuff, but for the most part, the daily traffic u is no larger than a than a typical dump truck. 33:22 33 minutes, 22 seconds All right. So, as you flip through the book, you'll notice as you open it up, on the lefthand side, it'll it'll give a description uh of my thoughts based on 33:30 33 minutes, 30 seconds each property. And then on the right hand side, you'll see a map uh of the property in question and then a layout of these facilities. Uh the other thing 33:38 33 minutes, 38 seconds that I want to add uh about these facilities is when you look at this picture, all of these facilities assume all 33:47 33 minutes, 47 seconds concrete walls to be 20 foot away from each other on the outside dimension. 33:51 33 minutes, 51 seconds So, You think about 20 foot, you got an 18 foot deep tank and then 20 foot away you've got an 18 foot deep tank and 33:59 33 minutes, 59 seconds they're just stacked in there adjacent to each other. So they're not these are not spread out. So this is as small as 34:08 34 minutes, 8 seconds allow for piping to run in between tankage . 34:12 34 minutes, 12 seconds Um so one uh you know I looked at this and I looked at the criteria of you know on 34:19 34 minutes, 19 seconds community impact. what is the community impact on residential, commercial, industrial areas around it? Uh I I 34:27 34 minutes, 27 seconds generally looked at it from a standpoint of if I draw a circle around this piece of property and I counted how many homes 34:34 34 minutes, 34 seconds were within a general area and said, you know, if there's less than 50 homes, I said, "Well, that's that's kind of low impact, you know, compared 34:43 34 minutes, 43 seconds to an area that might have 250 homes." Um, now that's just based on a numerical 34:51 34 minutes, 51 seconds number that I that I based on how I was looking at it. That doesn't mean that anybody else looks at it that way, but I 34:57 34 minutes, 57 seconds had to have some way just to to list this in here. I didn't list the number of homes um in a certain area of each 35:05 35 minutes, 5 seconds treatment plant. So, uh, so the first site does have two um residential development subdivisions uh 35:13 35 minutes, 13 seconds directly adjacent to the property. Uh the property is very large uh and provides a significant amount of opportunity to build a facility away 35:22 35 minutes, 22 seconds from those developments uh and create a vegetative buffer to screen the facility away from anyone from seeing it. Uh 35:29 35 minutes, 29 seconds there's no flood plane on the property and there's therefore and we have adequate space obviously to install the storm water infrastructure that would be needed to meet the county's regulations. 35:39 35 minutes, 39 seconds And based on the topographic maps that I've looked at, the cut and field generally balances on the property 35:47 35 minutes, 47 seconds existing infrastructure, this is a big one. There is gas, I mean there is water available to the property, but there is no gas and there is no three-phase 35:54 35 minutes, 54 seconds power . So both gas and three-phase power would have to be extended to the property. Uh, and then the road is a 36:01 36 minutes, 1 second striped road, but it's about 24 ft wide and it's got a two-ft shoulder. So it's a it's not a huge road. I do not know if 36:09 36 minutes, 9 seconds the county would require any kind of improvements to the road in order for the traffic. Um I don't anticipate that the road was probably designed for large 36:17 36 minutes, 17 seconds dump trucks. So I would anticipate um potentially that there would be some roadway improvements uh required. 36:25 36 minutes, 25 seconds As I said, the size of the property is adequate uh for today and for the future. Uh, and it's approximately 8,000 linear feet of new pipe would need to be 36:33 36 minutes, 33 seconds installed to convey the flow from the existing effluent line over to the treatment plant and then back. Uh, which 36:41 36 minutes, 41 seconds based on that $1,000 a foot number that we talked about at the last meeting, uh, is about $8 million in transmission cost. 36:51 36 minutes, 51 seconds Any questions on site one before I move on? 36:57 36 minutes, 57 seconds Showing that plant, there's nothing There's no reason you couldn't move that over into the middle or I mean that's just dropped in there just to show a relative size. 37:05 37 minutes, 5 seconds Yeah, just dropped in there to show relative size. Uh based on the way that it looks, the individual who owns the property's home is on the western side 37:14 37 minutes, 14 seconds of the property. So, we just kind of moved it over on the eastern side, but it it could move around inside there. Yeah. 37:25 37 minutes, 25 seconds Okay. Site two. 37:26 37 minutes, 26 seconds All right. Site two. uh site two um you know limited amount of of development adjacent to the property. Uh what 37:34 37 minutes, 34 seconds development there is is large track uh residential. Um there's minimal flood plane impact. 37:41 37 minutes, 41 seconds There is a little bit of flood flood plane in the northeastern I'm sorry the northwestern corner of the property. Uh that's downgrade and it's not within the 37:49 37 minutes, 49 seconds area that would need to be developed. Um so really no issue there. And based on the topographic maps, we will you would have to take down the top of the hill, 37:58 37 minutes, 58 seconds but then that material would be used to balance out the site in order to install the uh the basins. 38:05 38 minutes, 5 seconds Uh just like site one, there is water available, but we don't have there's no three-phase power or gas. So those would have to be extended. And then the 38:13 38 minutes, 13 seconds roadway improvements would be anticipated to be the same coming from Koh's Ferry uh to that location. Uh the 38:20 38 minutes, 20 seconds property is 65.92 acres. Uh so it does provide some room for a vegetative buffer. Um I do think there's some ways 38:28 38 minutes, 28 seconds you know obviously as we said we can move some things around um to be able to increase the area available for a vegetative buffer but it's you know it's 38:36 38 minutes, 36 seconds not quite as good as you know the the first property. Um 38:43 38 minutes, 43 seconds the uh it is only about 500 linear feet of pipe to pull the water into this existing facility and then back to it. 38:50 38 minutes, 50 seconds So it's it's really close there. So about a half a million dollars we anticipate in order to make those connections to the existing lines. 39:04 39 minutes, 4 seconds All right. That does really show you why 60 acres is critical. This is almost 66 acres and you're filling it up pretty good. 39:11 39 minutes, 11 seconds Yeah. Comparison to the other sites coming up. Yeah. Okay. 39:20 39 minutes, 20 seconds Site three is on Berea Church uh closer to Cooh's Fairy Pike. Uh again, this is one where I feel like there's a limited amount of development in the area. 39:29 39 minutes, 29 seconds Adjacent properties are mostly large track uh residential or larger um farms. 39:37 39 minutes, 37 seconds Um uh there's no flood plane impact uh per se on this one, but there are some topographical challenges. It's a pretty 39:44 39 minutes, 44 seconds steep hill uh which will have to be brought down and then that material used to level it off and there'll probably be some excess material that needs to be 39:52 39 minutes, 52 seconds removed from the site based on a real preliminary look at it. There is water available. Uh the gas service is available at Cooh's Fairy Pike. So that 40:00 40 minutes would have to be extended along with freephase power which is available um at Koh's Ferry but these are shorter 40:07 40 minutes, 7 seconds distances . Uh and the same comments on the road you know 24 foot wide with two foot shoulders. So, I expect that there 40:15 40 minutes, 15 seconds would be some uh improvements there. Uh the property is 70.2 acres. Uh so, we do have adequate room here uh to build the 40:22 40 minutes, 22 seconds facility uh and get some screened buffer. Uh and it'll be about 2,000 linear feet of pipe in order to tie into 40:30 40 minutes, 30 seconds the effluent lines uh now. So, we estimate that at around $2 million. 40:40 40 minutes, 40 seconds All right. No questions on that one. 40:41 40 minutes, 41 seconds We'll go to site four, which is directly adjacent to site three. Um, as you can see, you know, um, I won't go back 40:48 40 minutes, 48 seconds through everything. This is basically the same as what I said on site four. 40:52 40 minutes, 52 seconds Uh, the site is smaller. It's 48.9 acres. U, so you can see that it it doesn't fit quite as well. There's not as much room to create a vegetative 41:01 41 minutes, 1 second buffer . Um, things about this one is uh, the property does adjoin the Bria Church Road property. uh shares a property line 41:10 41 minutes, 10 seconds and it is obviously closer uh to the existing school uh there at the intersection. 41:16 41 minutes, 16 seconds Uh but it's also closer to the effluent force mains with about 500 linear feet of force man needed to bring the flow 41:24 41 minutes, 24 seconds into the property. So again, about a half million dollars uh we feel like for that one 41:32 41 minutes, 32 seconds little less u little less possibility for a vegetative buffer though question four 41:41 41 minutes, 41 seconds and that would access pike that does access Koh's fairy pike. Yeah. 41:46 41 minutes, 46 seconds So um and because it accesses Koh's Fairy Pike, we would have gas and uh three-phase power available from Koh's 41:54 41 minutes, 54 seconds Fairy Pike. So instead of having the access come off Bria Church, anticipate it would come off Coul's Fairy Pike up to that site. 42:05 42 minutes, 5 seconds I'm trying to make sure I go fast enough to get through everything and I skip that. Good catch, Jeff. 42:12 42 minutes, 12 seconds All right, site five. Uh site five is just to the east of Berea Church Road across from site 4. Uh as you can see, 42:20 42 minutes, 20 seconds this is another large track of property at 187 acres. Um so there's plenty of room to be able to move that facility 42:28 42 minutes, 28 seconds around on the property uh as compared to some of the other ones. Um there is a limited amount of development uh in this 42:35 42 minutes, 35 seconds area as well, but there is considerably more residential. 42:39 42 minutes, 39 seconds Um it's not a a highly it's not a super dense area, but there is to the east there um a significant development. Uh 42:49 42 minutes, 49 seconds the property is across from Bri Church Road and Friendship Christian School. Um again, there's no flood plane concerns 42:57 42 minutes, 57 seconds based on the topography. Uh the cut and field looks like it should balance well. So I don't have any real concerns there. 43:04 43 minutes, 4 seconds There is water, gas, and three-phase power available to this site. Uh and it does front Colts Fairy Pike and Bria 43:11 43 minutes, 11 seconds Church. So anticipated that any entrance would come off Colts Fairy Pike. Um it is adjacent to uh both of the effluent 43:20 43 minutes, 20 seconds uh lines at the uh intersection there, Bria Church and Couls Fairy Pike. And so you know I've got 500 linear feet here. 43:28 43 minutes, 28 seconds You know that's dependent upon exactly where you pull it in um to the site. So, you know, it could be, you know, but I I 43:36 43 minutes, 36 seconds the way that I interpreted that was, you know, to get a reasonable distance into the site and then the any additional cost for piping as part of the cost of 43:44 43 minutes, 44 seconds constructing the treatment plant. So, again, I I valued that one at half a million dollars. 43:54 43 minutes, 54 seconds Uh site six uh is to the west of the intersection of Bria Church and Couls 44:01 44 minutes, 1 second Pike. Uh there's a this moves away from residential development. A lot of large tracks of land u to the east of Barton's or to the west of Barton's Creek here. 44:12 44 minutes, 12 seconds Um so a little less impact on residential development. Uh it is a large track of land which allows us significant opportunity to develop a 44:20 44 minutes, 20 seconds vegetative buffer uh and multiple locations on that property where it could be be located. Obviously uh there is a little bit of flood plane on the 44:28 44 minutes, 28 seconds property but it's minimal. uh don't anticipate that there would be any construction work within the flood plane that would require any offset. Uh water, gas, and three-phase power is available. 44:38 44 minutes, 38 seconds As I said, it's a 223 acre track. The city would not need to acquire all of that track of land, nor would it need to acquire all of site five. It would just 44:48 44 minutes, 48 seconds need enough to create the vegetative buffer and build the facilities. 44:52 44 minutes, 52 seconds Due to the location of this though and the requirement to tie into both lines, bring the flow to the site and then take the flow back away from the site is is 45:01 45 minutes, 1 second estimated that we'd be closer to 10,000 linear feet of piping that could be needed depending upon where it's located. Uh so that would increase the cost by around $10 million. 45:17 45 minutes, 17 seconds All right. Uh site seven. Um site 7 is just to the south of site 6. Um again 45:26 45 minutes, 26 seconds limited residential properties um adjacent to this site. Um it's a 97.4 45:34 45 minutes, 34 seconds acre site. So there is adequate room uh to build a facility and create a good vegetative buffer. Uh and there's adequate room to stay out of both the 45:42 45 minutes, 42 seconds flood plane and the floodway at this location. 45:45 45 minutes, 45 seconds Um the largest concern with this property is that distance back to the effluent line. So assuming that you brought that 45:53 45 minutes, 53 seconds line from the inner section of Koh's fairy and Bria Church and you had to come all the way down through site six to get to site 7 and go all the way 46:00 46 minutes back , it's about 28,000 linear feet. So that's $28 million in conveyance uh cost for this site. 46:19 46 minutes, 19 seconds Uh site 8. Uh for site 8, I considered this area to have moderate development uh adjacent to it. There is a 46:26 46 minutes, 26 seconds subdivision to the west and to the east of the property. Uh and then there's a new subdivision that has been approved 46:32 46 minutes, 32 seconds to the south of this property. Um it is a large property which provides the ability to create a good vegetative 46:40 46 minutes, 40 seconds buffer . Um, and it's located, you know, as this buildout continues of the city, it' be located in an area that the 46:47 46 minutes, 47 seconds potential property could, uh, excess property could be utilized for something else if the city wanted to. Uh, there is a significant amount of flood plane and 46:55 46 minutes, 55 seconds floodway on the property, but there's adequate space outside of that in order to build this facility. Uh, both water 47:02 47 minutes, 2 seconds and gas is available to the property, but it's only singlephase power right now. So, we would have to extend three-phase power. Um, as far as the 47:11 47 minutes, 11 seconds road is concerned, this is approximately a 24 foot wide road. It is striped, but it has limited shoulders. So, I would anticipate that there would be some 47:19 47 minutes, 19 seconds improvements to the roadway along Maple Hill in order to make traffic uh for dump trucks a little better. Uh, it is 47:29 47 minutes, 29 seconds 164 acres. Uh, and it requires approximately 12,000 linear feet of new pipe to convey flows to and from the site for about $12 million. 47:40 47 minutes, 40 seconds This is the one that you and Regina had told me y'all was removing. Why is that still on here? When we talked in Regina's office last month, 47:48 47 minutes, 48 seconds I think it's on the comm. It's on the It's on the committee's list. I thought we had the committees got it, not individuals. 47:57 47 minutes, 57 seconds Considering this site when we had the meeting it was on this site. It was on here last time. That was the shock to me too. Mr. Dell came up and spoke. 48:06 48 minutes, 6 seconds I know that's I didn't get a chance to speak about it last time. It I thought it was supposed to be removed. 48:10 48 minutes, 10 seconds Wouldn't that rub anything not going to remove anything to this committee addresses each one? 48:14 48 minutes, 14 seconds Well, this was before the committee was formed. So, well, I can't can't do anything about that one. Yeah, Joey. I mean, I I'll speak to you. 48:21 48 minutes, 21 seconds I mean it it was on a list. We did speak about it. You did express a desire to have it removed. But once the committee 48:28 48 minutes, 28 seconds was formed, I felt like that the committee, you know, the reason the committee was formed was to look at all the properties in order and be the ones 48:36 48 minutes, 36 seconds to make those decisions, not me as the engineer making recommendations uh to make those decisions. So, we left it on here. If the committee decides to remove 48:44 48 minutes, 44 seconds it , then completely understand, but it was just like every other piece of property. and just felt like once the committee was formed and the the purview 48:53 48 minutes, 53 seconds of the committee was to review all available sites uh you know the only one that has been removed uh that was on the original list was the one that the 49:01 49 minutes, 1 second council voted on showing tank sitting on top of the graveyard Phil we're not in public discussion Phil I'm 49:10 49 minutes, 10 seconds sorry we'll get there thank you y all right moving on to site nine 49:22 49 minutes, 22 seconds Uh for site 9, I identified a moderate amount of residential development adjacent to the site. Uh mainly to the 49:29 49 minutes, 29 seconds west of the site. Um there is significant floodway and flood plane impact. Um so if you look at the map, I 49:36 49 minutes, 36 seconds know it can be hard to see, the lighter blue color is flood way. We're regulated on what we can do in the flood way. Um I 49:44 49 minutes, 44 seconds mean we can go through the rest of the stuff that I have here but I would say that you know this site is mostly floodway and therefore does not appear 49:52 49 minutes, 52 seconds very usable. Um you know there is electric service is three-phase. There is water and gas available. Um and it 50:01 50 minutes, 1 second would cost approximately $8,000 to convey flow to and from the site. 8 million you mean? 50:09 50 minutes, 9 seconds Oh 8 million. Yeah it's 8,000 linear feet. It's $8 million. I apologize. 50:15 50 minutes, 15 seconds So all right questions on that one. Uh site 10 uh 50:24 50 minutes, 24 seconds site 10 again has a limited amount of residential development uh to the property. Uh the northern portion of the property line actually joins the Wilson 50:33 50 minutes, 33 seconds County landfill. Uh it is a large property at 92.5 acres. Uh so about 50% 50:40 50 minutes, 40 seconds larger than the minimum that we state would be ideal and there are no flood plane concerns on this property. Um 50:48 50 minutes, 48 seconds therefore we feel like there's adequate space to be able to generate a buffer uh and move it back away from uh what 50:55 50 minutes, 55 seconds existing development that there is. Uh there is water and gas available along Koh's fairy pike and the electric service is three-phase. Uh it would 51:03 51 minutes, 3 seconds obviously just have to be run further up into the site. Um The downside of this piece of property 51:11 51 minutes, 11 seconds is that it takes approximately 18,500 linear feet of pipe to convey the flows to and from the site. Uh, which results in a cost of about $18.5 million. 51:28 51 minutes, 28 seconds Uh, moving on to site 11. U, site 11 is smaller than site 10. It's adjacent to it. It's only 56.34 acres. Uh as you can 51:38 51 minutes, 38 seconds see on the mount, we can squeeze it in there. Uh but there's very limited availability for any kind of a vegetative buffer uh from adjacent 51:46 51 minutes, 46 seconds properties . Uh there is water and gas and three-phase power available to the site. And it takes approximately the 51:54 51 minutes, 54 seconds same amount of pipe to convey the flows from this site uh to the effluent lines 52:01 52 minutes, 1 second of approximately 18,500 linear feet. So it's again that's $18,500 is the estimate for conveyance. 52:15 52 minutes, 15 seconds All right. Uh site 12. 52:20 52 minutes, 20 seconds Uh site 12 is a large property uh totaling 356 acres. Uh there's moderate development adjacent to the property 52:27 52 minutes, 27 seconds mostly to the east. Uh the development to the west and is uh larger lot residential development. Uh to the north 52:36 52 minutes, 36 seconds uh some larger lot residential development and then some larger farm space. U there's minimal flood plane 52:43 52 minutes, 43 seconds impact . Uh we chose here on the map, as you can see, to try to sight things down closer to Hartman Drive uh just due to 52:50 52 minutes, 50 seconds the size of the roadway uh that any impacts uh to traffic would be minimal uh and any improvements um would not be 53:00 53 minutes anticipated . Uh there is water uh gas and three-phase power available at this site. Um, it takes 14,000 linear feet of 53:09 53 minutes, 9 seconds pipe to convey flows to and from the site to the effluent lines for an estimate of $14 million. Um, and I'll 53:17 53 minutes, 17 seconds say that as far as the cut and fill, um, it appears that it should balance pretty well at that location. 53:34 53 minutes, 34 seconds All right, moving on to site 13. Uh, site 13 is an existing industrial site located 53:42 53 minutes, 42 seconds adjacent to some light density residential and across uh tributary at Barton's Creek. There's some highdensity 53:49 53 minutes, 49 seconds residential uh and a existing property that as we know is in bankruptcy but has been partially developed uh towards 53:57 53 minutes, 57 seconds highdensity residential uh as well. So uh there's significant flood plane and 54:03 54 minutes, 3 seconds floodway impact on this site. Um you as you see uh we laid it out in here. Um 54:11 54 minutes, 11 seconds there's also a gas easement, 100 foot gas easement that runs through the site that impacts and limits the ability to 54:18 54 minutes, 18 seconds build on the site. Uh as an industrial site, there are concerns uh with any industrial site about uh envir 54:26 54 minutes, 26 seconds environmental concerns. Uh there's not been any type of site assessment, phase one or phase two site assessments for those environmental concerns completed 54:34 54 minutes, 34 seconds to date. Uh and so we don't know what that those are. Uh furthermore, uh we know that there has been field uh as 54:41 54 minutes, 41 seconds this area has been built up. We do not know if that field is suitable uh to act um provide suitable bearing capacity for 54:49 54 minutes, 49 seconds structures . Uh and so with geotechnical testing, it would be determined whether or not that material needed to be removed and new material brought in. Um 54:58 54 minutes, 58 seconds as far as the flood plane is concerned, uh there's nowhere on the site right now realistically to be able to offset that flood plane . Uh so it anticipate that we 55:07 55 minutes, 7 seconds would need off-site mitigation of any flood plane impact uh and then rock anchorage on those tanks in order to 55:14 55 minutes, 14 seconds make sure um that they are nonvoyant uh in a flood event. Uh furthermore, we would build these tanks up uh that 55:22 55 minutes, 22 seconds wouldn't be buried in the ground as deep in order to ensure that during a flood event, we don't over top any tanks and have water going into tanks and thus 55:31 55 minutes, 31 seconds washing out anything that's in those tanks. 55:34 55 minutes, 34 seconds Uh there is water and gas available to the site and three-phase power. Um and the property is 59.42 acres. Um and it 55:43 55 minutes, 43 seconds is adjacent to the existing effluent lines. So about a half million dollars is anticipated u in order to interconnect to those lines. 55:55 55 minutes, 55 seconds Leaning in on this side a little bit. 55:57 55 minutes, 57 seconds Um, you got the same layout there for the 20 plus 20 for the 40 MGD for the 56:06 56 minutes, 6 seconds 50-year build out with it being in its proximity to the existing sewer facility. Is that same way that would be 56:15 56 minutes, 15 seconds done or would we keep the 10 existing then you only need 20 to 20 or 56:24 56 minutes, 24 seconds 10 actually for the next 20 years and then 20 more for the 20 after that. 56:30 56 minutes, 30 seconds So for the purpose of these evaluations as I said earlier we took the same layout and put it on every site. Yeah. 56:38 56 minutes, 38 seconds That way it allows you to compare apples to apples. Uh I feel like that the level of comparison that you're asking for is 56:46 56 minutes, 46 seconds the level of comparison that we're anticipating providing to everyone in in the phase two. Um just because how do 56:54 56 minutes, 54 seconds you compare how do you compare a site today and its viability you know if we say well for this 57:01 57 minutes, 1 second particular site we're going to keep a portion of the treatment at the existing treatment plant you know because if we 57:08 57 minutes, 8 seconds make that adjustment then I can look and we say well we only need 30 acres there's a lot more 30 acre property in 57:15 57 minutes, 15 seconds Wilson County than there is 60 acre property in Wilson County so then that expands all the properties that could potentially be looked at depending upon what's being done. 57:25 57 minutes, 25 seconds So that's the reason for it looking like this. Absolutely. You know, we can rearrange and do different things. I just feel like uh in order to provide a 57:34 57 minutes, 34 seconds comparison of all the properties, uh that was the way we chose to to to present the information. It just as I think about narrowing these sites down a little bit, you know, that that's what's in my mind that well, 57:58 57 minutes, 58 seconds this site really isn't probably getting narrowed down as heavily on the flood plane side because of the area needed to 58:05 58 minutes, 5 seconds be utilized for it. So, that's just my thinking. Sure. And if I add, I tend to agree. 58:11 58 minutes, 11 seconds This is one site. We all understand this room. This is a site that's closest to the current plant. I think we owe the public every ounce of evaluation to this 58:19 58 minutes, 19 seconds property to be sure it does or does not work. I mean, I don't want to mislead anybody think this is a great site. We know it's not a great site because of 58:26 58 minutes, 26 seconds the flood part of it. It's not a great site. The question is would it take to make it work? I think coach said we should go to every effort to make sure or identify 58:35 58 minutes, 35 seconds plus minus this one. I would hope this site stays on our final six five or six list. I'll just tell everybody I think it it'll be something we really vet 58:43 58 minutes, 43 seconds through the process of getting in more detail. But what's a good or bad site? I don't know. But I I just know that the proxy is important. I think it's worthwhile us giving it the extra effort 58:52 58 minutes, 52 seconds to see is it a good site for the next 50 60 years or not. 58:57 58 minutes, 57 seconds And to that point, you know , if there's another site like this one or just this one alone, we as a committee feel like 59:04 59 minutes, 4 seconds it should stay on that list regardless of what the matrix says. I think that's something we as a committee should definitely convert. 59:14 59 minutes, 14 seconds Let's let the matrix do its work and then we can look at that and there may be three or four obviously all on the same page. There may be three or four we debate on. We'll discuss at that point. 59:22 59 minutes, 22 seconds I think that's that's fair. The matrix is not I think as J it's not an absolute it's a tool we have to things now 59:29 59 minutes, 29 seconds there's some couple sites we demand us keep on there as a group we should keep them on there right and better more right that's we got to get that point first yeah this site should be in our 59:38 59 minutes, 38 seconds consideration I believe okay sorry Steve go ahead 59:47 59 minutes, 47 seconds so the next site is a combination of four different properties uh this was brought up at the last meeting uh by 59:54 59 minutes, 54 seconds someone from the public. Um this combines the Rockwood site uh with three 1:00:00 1 hour properties uh to the west of the creek there. Uh one of which uh the largest of which is the uh property that is in bankruptcy at this time. 1:00:14 1 hour, 14 seconds It's a little hard to see this one because there's so many uh parcels and everything called out here. Um but there combined it's about 129.76 acres. So 1:00:23 1 hour, 23 seconds about 130 acres total. Uh, as you can see from the map, um, if all that 1:00:31 1 hour, 31 seconds property were to be acquired, there is the ability to build the a new treatment plant completely outside of the flood 1:00:38 1 hour, 38 seconds plane and the floodway and then utilize the uh, property, the Rockwood property um, for bringing uh, lines and stuff in. 1:00:47 1 hour, 47 seconds uh and some additional tankage could potentially be built over there. Um as we look into that piece of property 1:00:56 1 hour, 56 seconds more as an alternative in this this kind of a combination of properties. Um, 1:01:05 1 hour, 1 minute, 5 seconds so we estimate uh that getting everything pulled in and I'm I'm assuming this pulling the lines through Rockwood and everything. There's about 1:01:14 1 hour, 1 minute, 14 seconds 8,000 ft total of line work that I need to rework here because some of this line that you see right now, um, these green 1:01:21 1 hour, 1 minute, 21 seconds force mains and stuff that come through here are existing lines that have to be rerouted. Uh, one of which is the large effluent line. Uh, depending upon how 1:01:30 1 hour, 1 minute, 30 seconds things arrange and stuff um, and getting under things. I estimated about 8,000 ft of piping to meet need to be reworked. 1:01:37 1 hour, 1 minute, 37 seconds Uh so about $8 million. That could be a little high, but it definitely becomes 1:01:45 1 hour, 1 minute, 45 seconds easier to construct with those additional properties that we were asked to look at adding to the uh to site 13. 1:01:51 1 hour, 1 minute, 51 seconds So I called this site 13A as just an an alternative to that site. 1:01:57 1 hour, 1 minute, 57 seconds So this is a new site for the group here tonight. And since we heard it from this was one that Derek Dawson mentioned last time for everybody remembers that site. 1:02:04 1 hour, 2 minutes, 4 seconds Um any comments on this one? This is your first time today really seeing this one. Any any first impressions or thoughts about this one? 1:02:13 1 hour, 2 minutes, 13 seconds About how much that 8000 is reworked versus new like we've been discussing on other sites. 1:02:20 1 hour, 2 minutes, 20 seconds Um I'd say that you know I don't remember this off top of my my head so forgive me. Uh, but you know, I've got a 1:02:28 1 hour, 2 minutes, 28 seconds couple thousand feet of just reworking some piping and stuff in here. Uh, because I've got to grab it and depend upon which side the head works is on, 1:02:36 1 hour, 2 minutes, 36 seconds uh , bring the piping up and then So, maybe 25%. 1:02:40 1 hour, 2 minutes, 40 seconds Yeah. But I don't I don't think it's uh, you know, so you know, you could say that some of that, you know, 1:02:49 1 hour, 2 minutes, 49 seconds realistically should go into the cost of building the treatment facility. Uh if you took all the rework number and you put it in the cost of of the facility 1:02:57 1 hour, 2 minutes, 57 seconds rather than here, then you're probably somewhere closer to a million and a million and a half versus versus that because I'm just got to keep the basins 1:03:04 1 hour, 3 minutes, 4 seconds and everything off those existing force mains. 1:03:07 1 hour, 3 minutes, 7 seconds Nearly a million and a half of total cost or rework cost for for pulling in the line that's 1:03:15 1 hour, 3 minutes, 15 seconds across holes f over and then the rest of it rework, right? because we have to keep that we either have to move we have to move these lines out of the way of 1:03:23 1 hour, 3 minutes, 23 seconds the new basins before the new basins could be built right uh because they have to stay in operation for the existing treatment plant while a new facility would be 1:03:31 1 hour, 3 minutes, 31 seconds would be being built so thank you Steve would it be reasonable to to look 1:03:41 1 hour, 3 minutes, 41 seconds at shifting the plant itself and just I'm just throwing a hypothetical out there and straddle that property line 1:03:49 1 hour, 3 minutes, 49 seconds between the first site 13 and maybe not so it wouldn't basically it wouldn't be up so 1:03:57 1 hour, 3 minutes, 57 seconds close to Carver Lane and you'd have to do some grading to kind of balance that cut and feel and that flood plane but is that something that could be considered or looked at? 1:04:07 1 hour, 4 minutes, 7 seconds Yes, the so we pulled it all to one side. There is a stream that runs through between sites 13 and 13A which 1:04:16 1 hour, 4 minutes, 16 seconds has a 60-oot stream buffer. Uh but it is potentially possible to build some of the tankage as I said on site 13 and 1:04:23 1 hour, 4 minutes, 23 seconds some of the tankage on site 13A. Uh I talked you know when I looked at this 1:04:31 1 hour, 4 minutes, 31 seconds one you know it's because there are four three different properties there and I tried different things to see you know 1:04:40 1 hour, 4 minutes, 40 seconds if you acquired two of the properties or you acquired three of the properties how does that differ the layout and I think there's a lot of ability to change that 1:04:49 1 hour, 4 minutes, 49 seconds layout in that area depending upon what properties could be acquired. Uh but then I went back and I thought, well, for the purpose of what I was doing 1:04:56 1 hour, 4 minutes, 56 seconds here , it was to take that block and set it on the properties to give everybody a scale. Sure. 1:05:02 1 hour, 5 minutes, 2 seconds You know, of what was going on. So I felt like it was um you know that that that is absolutely 1:05:10 1 hour, 5 minutes, 10 seconds something that we can do here on this site and I think it makes site 13 much more viable if you can acquire you know 1:05:18 1 hour, 5 minutes, 18 seconds um the adjacent sites here. Um, and I know there is a new uh list of 1:05:26 1 hour, 5 minutes, 26 seconds properties uh as well that has that list the value of all the properties that are 1:05:33 1 hour, 5 minutes, 33 seconds involved in that site. So, you just have to look at that and total up uh the appraisal value appraised value is . Yes. And I will say 1:05:42 1 hour, 5 minutes, 42 seconds that the appraised value um because obviously the one that's in bankruptcy sold a few years ago, that appraised value is about half of what the actual 1:05:52 1 hour, 5 minutes, 52 seconds recorded sale value of that property was. So there it is right there on the gives you an idea of and that is tax assessment information versus actual appraisal. 1:06:03 1 hour, 6 minutes, 3 seconds So, the the one that's in bankruptcy sold uh is recorded on the deed as being $9.9 million is what it was sold for for 1:06:11 1 hour, 6 minutes, 11 seconds the property. So, we're not taking that in consideration at this time in this meeting. I don't think so. All right. I don't think so in this. 1:06:20 1 hour, 6 minutes, 20 seconds That's why I don't have anything in there about it. So, u Okay. Any other questions on 13A? 1:06:30 1 hour, 6 minutes, 30 seconds All right. Um, site 14. Uh, site 14 is directly across Hartman Drive, uh, from 1:06:38 1 hour, 6 minutes, 38 seconds the existing treatment plant. Uh, as you can see, uh, a full facility buildout , 1:06:45 1 hour, 6 minutes, 45 seconds uh , does not fit on the property. Uh, so if that property were to be considered, uh, it would be similar to, you know, the consideration that Caleb brought up 1:06:53 1 hour, 6 minutes, 53 seconds about site 13. uh you know what facilities could remain at the existing lo site and what facilities could be built on the other side of the street. 1:07:02 1 hour, 7 minutes, 2 seconds It's only 23.7 acres. Uh it is inside the existing industrial zoning. Uh a few things that we do know about the 1:07:11 1 hour, 7 minutes, 11 seconds property . Uh this property uh does have an active manufacturing business on it and we have been told that is the only 1:07:18 1 hour, 7 minutes, 18 seconds US manufacturing facility for this industry uh for this particular uh industrial user. Um so but that that 1:07:28 1 hour, 7 minutes, 28 seconds definitely I felt like fell under community impact. Um overall in order to transport the flow uh from Hartman Drive one side the other and back we estimated 1:07:36 1 hour, 7 minutes, 36 seconds about a half a million dollars uh to accommodate that. 1:07:44 1 hour, 7 minutes, 44 seconds Right. Moving on to site 15. This is a TRW site. Um this is owned by the city right now. 1:07:52 1 hour, 7 minutes, 52 seconds Uh there is significant flood plane and floodway impact. Uh as you can see there there is some available room up towards the parking lot. So again, as with some 1:08:00 1 hour, 8 minutes of the other ones, if you if you start to rearrange some of the tankage , uh you can fit some in there. Uh but it it's 1:08:08 1 hour, 8 minutes, 8 seconds not all going to fit on this site. So similar to what we said with site 13 and 14, you'd be doing some treatment at the existing site with existing basins uh 1:08:17 1 hour, 8 minutes, 17 seconds and then pumping flow to here and then having to send the flow back to the existing site to go uh to send it to the river. Uh there is three-phase power, 1:08:26 1 hour, 8 minutes, 26 seconds water , and gas available. Uh it does front Hartman Drive. 1:08:30 1 hour, 8 minutes, 30 seconds Um I estimate in order to transfer the flow from one site to the other and back again, there's about 7,000 linear feet 1:08:38 1 hour, 8 minutes, 38 seconds of piping that's going to need to be done. Uh so that's around $7 million. 1:08:44 1 hour, 8 minutes, 44 seconds Uh there's some significant environmental concerns here. U the city's very aware of those. all the testing and everything that's been done. 1:08:52 1 hour, 8 minutes, 52 seconds Uh we anticipate any soils that would need to be removed from this site would have to go to a landfill. Um so that's 1:09:00 1 hour, 9 minutes special landm this is an ongoing brownfield remediation effort by the state of Tennessee. 1:09:13 1 hour, 9 minutes, 13 seconds Uh site 16 site 16 is adjacent to the existing treatment plant. Um it is 1:09:20 1 hour, 9 minutes, 20 seconds approximately 73 acres. Uh there is a significant amount in the floodway and the flood plane . Uh however, there is 1:09:28 1 hour, 9 minutes, 28 seconds adequate room outside of the flood plane in the floodway uh to allow for the construction of a facility. Um 1:09:37 1 hour, 9 minutes, 37 seconds you know it's on Hartman Drive, threephase power, gas and water. Um you know the impact the community impact here is that it's the headquarters Cracker Barrel. 1:09:49 1 hour, 9 minutes, 49 seconds So last bit why it's on there at the last meeting. So it was added to the list. Did 1:09:57 1 hour, 9 minutes, 57 seconds you have your do you have your chart back up there? Is this is the appraisal date listed on there? 1:10:03 1 hour, 10 minutes, 3 seconds Just just for information. Just for information only. Yeah. Appraisal. Yeah, it's on there. 1:10:10 1 hour, 10 minutes, 10 seconds It's number it's 29 million. 1:10:16 1 hour, 10 minutes, 16 seconds Right. If we were to purchase that one, obviously that price wouldn't be what it would be. And the only other thing that I would add to that, we would be buying it and then tearing everything down. 1:10:28 1 hour, 10 minutes, 28 seconds It was asked about last time because it isn't a next door neighbor and obviously you're starting really really expensive just acquire a land there much less do 1:10:35 1 hour, 10 minutes, 35 seconds anything else. So just but it's on there and everybody evaluate that as you see accordingly to bad weight. 1:10:42 1 hour, 10 minutes, 42 seconds Sorry about that. My goodness. I say turn this song off. That's correct. 1:10:47 1 hour, 10 minutes, 47 seconds Okay. Uh, next site is site 17. So, all of the sites from here on out will be sites that uh, committee members asked 1:10:54 1 hour, 10 minutes, 54 seconds to be added uh, to the list that was being evaluated. Uh, site 17 is at 200 1:11:01 1 hour, 11 minutes, 1 second Carver Lane. That is an existing city of Lebanon property. Uh, that's where the exist utilities department's offices are 1:11:08 1 hour, 11 minutes, 8 seconds right now uh, for water and sewer. So, in order to build anything there, as you can see from the map, number one, the 1:11:15 1 hour, 11 minutes, 15 seconds site's not large enough to accommodate uh with the layout that we're looking at. And if the site did accommodate, 1:11:21 1 hour, 11 minutes, 21 seconds then the existing uh office space and uh warehousing and everything for the utilities department would have to be relocated somewhere else. 1:11:31 1 hour, 11 minutes, 31 seconds Uh there is a significant amount of residential development in this area, both high density and medium density. uh 1:11:37 1 hour, 11 minutes, 37 seconds and commercial um along Highway 70 that would be um potentially impacted. Uh it 1:11:44 1 hour, 11 minutes, 44 seconds is a 38.56 acre piece of property and it would take approximately 20,000 linear feet of line to be installed to move 1:11:53 1 hour, 11 minutes, 53 seconds water to and from this location. So that's a roughly $20 million investment in pipe. 1:12:04 1 hour, 12 minutes, 4 seconds any any this this one's sort of like those others we just looked at when when I think about service efficiency you know 1:12:11 1 hour, 12 minutes, 11 seconds I brought up reuse at the last meeting I think that this in a it's a high density commercial growth area right here that 1:12:20 1 hour, 12 minutes, 20 seconds could be used as a reuse location which would be a additional factor you know when you think about what the 1:12:29 1 hour, 12 minutes, 29 seconds future may hold for sewer for the city we're using gray water. So 1:12:37 1 hour, 12 minutes, 37 seconds that's where I'm thinking think about that definition a little bit with with something like this. 1:12:45 1 hour, 12 minutes, 45 seconds Comments on that site. 1:12:49 1 hour, 12 minutes, 49 seconds Okay, I'll move on to site 18. Uh site 18 is a uh site out in the county. Uh it's off Trice Road. 1:12:58 1 hour, 12 minutes, 58 seconds A limited amount of development adjacent to this property. Um biggest issues with this property is there is significant flood plane and 1:13:06 1 hour, 13 minutes, 6 seconds floodway impact about 56% of the property uh is impeded. Uh it's 82 acres. Uh the other issue is it 1:13:14 1 hour, 13 minutes, 14 seconds basically is in two sections. So though of those 82 acres it's it's really kind 1:13:20 1 hour, 13 minutes, 20 seconds of like 45 acres and 37 acres in the way that it that it lays in there. uh and so 1:13:28 1 hour, 13 minutes, 28 seconds it it's difficult to fit the entire site on there. Uh and then the ability to convey flow from one side of the 1:13:35 1 hour, 13 minutes, 35 seconds property to the other is also limited by the amount of distance between the road and the creek uh where it narrows to the 1:13:43 1 hour, 13 minutes, 43 seconds narrowest point there. Um so there are some challenges with this site uh but we added it to the list. Uh there's also 1:13:51 1 hour, 13 minutes, 51 seconds 9,000 linear feet of u needed to get to this site which adds$9 1:13:59 1 hour, 13 minutes, 59 seconds million . Uh in regards to the roadway, the roadway is an unmarked road. Uh it's about looks like it's about a lane and a 1:14:07 1 hour, 14 minutes, 7 seconds half . Uh so there would be some significant roadway improvements required uh to get to this site as well. 1:14:17 1 hour, 14 minutes, 17 seconds Uh site 19 is back up at Koh's Ferry Pike. Uh it is adjacent to site 6, 1:14:23 1 hour, 14 minutes, 23 seconds three , and four. Um it's owned by the same property owner, I believe, as site 4. Um it's 43 acres. Um a significant 1:14:34 1 hour, 14 minutes, 34 seconds amount about 71.4% is either in the flood plane or the flood way. um based on the topography. Uh it's going to 1:14:43 1 hour, 14 minutes, 43 seconds require a significant amount of material to come on site um in order to get it up out of the flood plane . Um and with the 1:14:51 1 hour, 14 minutes, 51 seconds presence of the floodway, there's not really a way to to move it around on that site to make everything fit. Um so, 1:15:02 1 hour, 15 minutes, 2 seconds and it's similar to site six uh as far as cost for for getting the line over to it. So, about $8 million. It looks like 1:15:10 1 hour, 15 minutes, 10 seconds Koh's Pike runs through the top part of it also. 1:15:22 1 hour, 15 minutes, 22 seconds And then the last property that we looked at was the core of engineer property. So this is one that's been brought up uh by numerous people. Um so 1:15:31 1 hour, 15 minutes, 31 seconds we have had a conversation with the core of engineer. Uh the core of engineers does not sell property. uh the best uh 1:15:38 1 hour, 15 minutes, 38 seconds what the core of engineers does with property is they lease property. Uh core of engineers said that they do they do lease property. Uh they could consider 1:15:46 1 hour, 15 minutes, 46 seconds leasing property. Uh but in order to lease property, there has to be an offset of any flood plane impact. Uh as you can see here, we would be in the 1:15:54 1 hour, 15 minutes, 54 seconds flood plane some there is some potential area here on this site in order to uh mitigate that impact. Uh it is adjacent 1:16:02 1 hour, 16 minutes, 2 seconds to site two and site one. Uh so it has the same issues with access uh limited 1:16:10 1 hour, 16 minutes, 10 seconds uh singlephase power uh and no gas as those sites do and then the need for roadway improvements. Um the biggest 1:16:18 1 hour, 16 minutes, 18 seconds issues here uh besides the flood plane are just the permitting in order to make such a trans a lease available. Uh right 1:16:27 1 hour, 16 minutes, 27 seconds now it is a TWWR managed wildlife uh preserve area. So we would you you would 1:16:33 1 hour, 16 minutes, 33 seconds lose that. Um and the ability to excavate for the tanks is also more 1:16:40 1 hour, 16 minutes, 40 seconds difficult . U we'd be limited on how much we could excavate because as we go down we're going to come under the influence 1:16:48 1 hour, 16 minutes, 48 seconds of the lake and the river and water's going to try to pour into those excavated pits and so we'll be limited on how deep we can go. I don't know what 1:16:56 1 hour, 16 minutes, 56 seconds that is right now. Uh but I would anticipate four to five feet uh maximum on excavation. So you know the neighbors 1:17:04 1 hour, 17 minutes, 4 seconds in that area would have 15 foot 20 foot tall uh structures adjacent to their homes. It is adjacent to the effluent 1:17:13 1 hour, 17 minutes, 13 seconds line . Uh so about a half million dollars to rework everything there to make that work. Uh and then the other thing I 1:17:20 1 hour, 17 minutes, 20 seconds would say is anytime you deal with permitting of this kind with the core of engineers trying to utilize their property for something is is just time 1:17:28 1 hour, 17 minutes, 28 seconds frame . We have no idea uh how long that would take or even if we could satisfy the core of engineers uh because they 1:17:36 1 hour, 17 minutes, 36 seconds wouldn't give us any kind of an indication whether or not we could satisfy them in such a way to to build this kind of a facility at this location. 1:17:45 1 hour, 17 minutes, 45 seconds very limited information, but we have had contact um if if that's something that we want to continue to try to pursue. 1:17:55 1 hour, 17 minutes, 55 seconds Guys, we're at 10 after 5. I want to read a little quick something to you. 1:18:54 1 hour, 18 minutes, 54 seconds Possum town column my beautiful time lab between the waters of Barton Creek, Spring Creek, run the cold fair pike to the Cumlin River. Then it goes on talks 1:19:03 1 hour, 19 minutes, 3 seconds about the railroad that used to run through possible town from the mouth of of Barton's Creek to the Sullivan store 1:19:11 1 hour, 19 minutes, 11 seconds over in Kroll Bay. Uh this article was written in 1891. 1:19:18 1 hour, 19 minutes, 18 seconds I have a map in this book. It also shows Posum Town. It's an official county map and it shows Poserum Town and this this one is 1897. 1:19:29 1 hour, 19 minutes, 29 seconds So, it's an existing place that's been there for a long, long time. And uh we certainly don't want it disturbed. I've 1:19:36 1 hour, 19 minutes, 36 seconds done some studying offline. I don't know why you need a plan as big you're using as your template. I guess you're going to build something the size of New York City here, Mr. Engineer. I don't know. 1:19:46 1 hour, 19 minutes, 46 seconds But I found 10 different sites on here or partial sites that I would very much like to sit down and study with someone and look and see they could be combined, looked at and uh possibly uh utilized. 1:19:59 1 hour, 19 minutes, 59 seconds These sites are in Lebanon. This is a Lebanon mission. It's a Lebanon problem. 1:20:04 1 hour, 20 minutes, 4 seconds It's not a county problem. We don't I have gone up down the road and found 1:20:15 1 hour, 20 minutes, 15 seconds sites for schools in the county because I I'm affiliated with the county, but I'm not affiliated with Leelin and I don't have any any uh authority to do 1:20:24 1 hour, 20 minutes, 24 seconds that . But I'd very much like to look at these and get with whoever would like to go and look and see what property somebody would price and possibly uh buy 1:20:32 1 hour, 20 minutes, 32 seconds here in this general area uh for this purpose. Uh like to just leave by saying that that we're kind of insulted that 1:20:41 1 hour, 20 minutes, 41 seconds everybody wants to move out into the county and you want to move your uh plan out in the county also. I'm I'm not sure what the right forum to to cover that in is, but I've already submitted some of that in public record. It's not 1:22:00 1 hour, 22 minutes perfect . This week, I have some new data. Uh hopefully it's better, but it's not perfect and I admit that. But I've attempted to map it to your matrix. 1:22:09 1 hour, 22 minutes, 9 seconds Um starting with community impact property values. Last week I said that it was 5 to 10% and that comes from some 1:22:16 1 hour, 22 minutes, 16 seconds peer-reviewed studies. Uh I've kind of sharpened that a bit now based on the journal of real estate research in 2000 in 2010. 1:22:27 1 hour, 22 minutes, 27 seconds uh the number came to more like 14% loss for adjacent uh properties. What that 1:22:34 1 hour, 22 minutes, 34 seconds means if you have a $2 million home is that your property value drops $300,000 1:22:41 1 hour, 22 minutes, 41 seconds off the bat. It's a permanent loss and it really doesn't describe the entire loss. I think if you live adjacent to 1:22:50 1 hour, 22 minutes, 50 seconds one of these properties, your hopes of selling are probably very much diminished. 1:22:55 1 hour, 22 minutes, 55 seconds As soon as you tell somebody or your real estate agent, a real estate agent tells somebody, "Well, it's a nice property, but it's adjacent to this uh 1:23:03 1 hour, 23 minutes, 3 seconds plant , it's going to be hard to sell." I've also heard that this also can have big effect on your ability to get a 1:23:10 1 hour, 23 minutes, 10 seconds mortgage , your insurance costs, and I've laid all of that out in 1:23:17 1 hour, 23 minutes, 17 seconds appendix B of this new document. Um, and um 1:23:24 1 hour, 23 minutes, 24 seconds Oh, yeah. And and also before I think I've neglected to say this is the last week's document. This is this has been her life through for six generations. we've counted up this afternoon. Uh she is 1:26:43 1 hour, 26 minutes, 43 seconds distraught thinking about what might happen to this farm. Another important part of this is in the urban growth 1:26:51 1 hour, 26 minutes, 51 seconds plan . It's really interesting. This farm is sort of divided in half uh which I find is sort of unusual that the urban 1:27:00 1 hour, 27 minutes growth plan wouldn't take the whole farm in consideration but has divided in two and I think that makes a significant 1:27:07 1 hour, 27 minutes, 7 seconds difference also on this farm. If this farm were to lose the acreage for this sewer facility, it also has a TVA 1:27:14 1 hour, 27 minutes, 14 seconds easement running through this farm, which is a significant amount of the acreage on the farm that we would lose that as well.
