So 42:5842 minutes, 58 seconds every dollar does count in many cent ways too. So, but to your point, those are details that we get into what this committee or some other group at some point. The EPA's school sighting guidelines warn 1:57:121 hour, 57 minutes, 12 seconds municipal municipalities to avoid placing heavy industrial utilities near schools, and ignoring that guideline can 1:57:201 hour, 57 minutes, 20 seconds trigger federal review. These are not abstract concerns. There are real documented legal vulnerabilities that could delay this project for years and 1:57:281 hour, 57 minutes, 28 seconds cost taxpayers a lot of money. So, we have to ask, why now? 2:11:582 hours, 11 minutes, 58 seconds Suddenly, are we being told that we must rush? Please don't rush. Rush to meet a September deadline. We're being told 2:12:062 hours, 12 minutes, 6 seconds that missing that deadline could cost us approximately $320,000. 2:12:112 hours, 12 minutes, 11 seconds I know that's not correct. Uh but it's really close and it's a very small significant amount um of what the 2:12:182 hours, 12 minutes, 18 seconds overall cost of this plant's going to be. The people of Lebanon deserve the respect of knowing that their homes, 2:12:262 hours, 12 minutes, 26 seconds their property, their quality of life, their future are worth more than a deadline that the city itself has known for years. Please give us that respect. 2:12:352 hours, 12 minutes, 35 seconds That is why many of us continue to ask for your transparency. We are being told that a traditional 2:12:432 hours, 12 minutes, 43 seconds activated sludge plant is the best option, that 60 acres is needed, and that an MBR plant is too expensive. Yet, 2:12:512 hours, 12 minutes, 51 seconds neither this committee nor the public has been shown a transparent comp comparison of these alternatives. We're 2:12:582 hours, 12 minutes, 58 seconds we're told to take it as word. What is the actual cost difference? What are the 20 and 30-year operating costs? What are 2:13:062 hours, 13 minutes, 6 seconds the land acquisition costs? What are the infrastructure costs? What are the future compliance costs for permits? 2:13:132 hours, 13 minutes, 13 seconds What are the costs permanently of committing 60 acres of our rural land? 2:13:182 hours, 13 minutes, 18 seconds What is the value of that cost? Why are we evaluate why are we evaluating alternative sizes if they must accommodate only this traditional 60 2:13:282 hours, 13 minutes, 28 seconds acre plant? If an MBR plant facility has significantly smaller footprint footprint, can be enclosed for odor, can 2:13:362 hours, 13 minutes, 36 seconds be expanded as the city grows, which we know we will, it can offer greater flexibility on how it's designed. Um, 2:13:432 hours, 13 minutes, 43 seconds shouldn't the public be shown that comparison before a decision is made? This is not about opposing growth. 2:13:492 hours, 13 minutes, 49 seconds Lebanon is growing. We know that. People love it here. Uh previous to that um I was I guess that that you were just 2:14:492 hours, 14 minutes, 49 seconds looking at the uh activated sludge uh footprint and I understand through your 2:14:562 hours, 14 minutes, 56 seconds meeting today what you're doing um but when when we talk about uh the future 2:15:042 hours, 15 minutes, 4 seconds and and what technologies are out there if you consider the um you know the um 2:15:142 hours, 15 minutes, 14 seconds membrane bio bofilm reactor technologies. There's the uh several of them, you know, the uh moving uh moving 2:15:242 hours, 15 minutes, 24 seconds bed, fixed bed, membrane, uh ariated and a hybrid. So, there's a lot of 2:15:322 hours, 15 minutes, 32 seconds technology out of out there. Um there's a lot that is being said online about uh 2:15:392 hours, 15 minutes, 39 seconds the future of that. And so I just I I want I wanted to say that 2:15:472 hours, 15 minutes, 47 seconds uh I'm sure you're aware that the present activated sludge process the city is using today emits greenhouse gases and nitrates that exceed any of 2:15:562 hours, 15 minutes, 56 seconds the membrane bofilm reactor technologies. And that evertightening environmental protection agency is going 2:16:042 hours, 16 minutes, 4 seconds to require wastewater treatment plants to comply with a stricter EPA level 2:16:102 hours, 16 minutes, 10 seconds levels of discharge in the future. Um so 2:16:162 hours, 16 minutes, 16 seconds I I guess um you know when you use that uh outdated 2:16:232 hours, 16 minutes, 23 seconds technology and I know some people use it but let's let's be realistic. It's it's 2:16:302 hours, 16 minutes, 30 seconds technology from a 100 years ago. That plant was built in uh 1960. I understand this plant that you're going to build 2:16:382 hours, 16 minutes, 38 seconds now is going to last another 50 years or so. Um, and if you look at the 2:16:462 hours, 16 minutes, 46 seconds um Jerry McFarland brought up the other day that the that there's some acreage 2:16:522 hours, 16 minutes, 52 seconds on the uh on the existing site and if you and maybe there isn't enough there and maybe you could go next door. 2:17:032 hours, 17 minutes, 3 seconds Um it you know that these this uh uh bio the um bofilm reactor 2:17:122 hours, 17 minutes, 12 seconds is something that's expandable. It also can be used to um incorporate into 2:17:192 hours, 17 minutes, 19 seconds what's existing. So um and and in the future there's a lot of promising 2:17:262 hours, 17 minutes, 26 seconds developments in materials for up upgrades to the membrane and I'm sure that that those advancements in the 2:17:332 hours, 17 minutes, 33 seconds membrane bofilm are likely to hold uh reductions in maintenance reducing operating costs and cleaner discharges. 2:17:422 hours, 17 minutes, 42 seconds So thank you. Most of the sites mentioned, if I'm not wrong, um would be in proximity to homes, but I don't think 2:18:472 hours, 18 minutes, 47 seconds there's many sites that actually move families off of their land. Uh 13A kind 2:18:542 hours, 18 minutes, 54 seconds of is a double-edged sword because I think you can build without our tract, which then at that point the northern 2:19:022 hours, 19 minutes, 2 seconds and eastern border of our property would touch this new plant. or uh obviously we can move and you can have that piece of 2:19:102 hours, 19 minutes, 10 seconds land there. Um so really doesn't uh have a great outcome for what our family's looking at. Um they I'm married in to 2:19:202 hours, 19 minutes, 20 seconds this family. My wife, this is her childhood home. Uh they have been there since the late 80s. Uh I'd be surprised 2:19:272 hours, 19 minutes, 27 seconds if people haven't been there. Uh we've taught thousands of children to swim out of our uh pool there that's uh inside 2:19:352 hours, 19 minutes, 35 seconds the home. Uh so it's really had an impact on the community even well before the Jimmy Floyd uh family center was 2:19:412 hours, 19 minutes, 41 seconds here. I would like to tastefully deflect to other sites that don't have an impact on families. I think TRW I'm sure above 2:19:512 hours, 19 minutes, 51 seconds my knowledge of how that can come to fruition is a great choice. Um and and same the the other problem I had is when 2:20:002 hours, 20 minutestalking about Rockwood it seemed like the flood plane was easily overcome but every time you come up with a flood 2:20:082 hours, 20 minutes, 8 seconds plane for any other site for some reason it's a massive is issue. So I would like you to look at it through the same light 2:20:152 hours, 20 minutes, 15 seconds and to not push 13A as your uh top choice when this is supposed to be something that you each work through 2:20:222 hours, 20 minutes, 22 seconds from your own metric. I feel like you've pushed this site as your favorite uh rather than leaving it neutral. So, I 2:20:302 hours, 20 minutes, 30 seconds hope you would take the opportunity to find another site. That is not to cause division because we try to work well together. We want to continue to do that. And anyone who says it doesn't smell needs to go by there when they're 2:32:232 hours, 32 minutes, 23 seconds turnurning up the solids and it about knock you out of your car sometimes. 2:32:282 hours, 32 minutes, 28 seconds Also, I would say consider farmland, double century farm, McFarland farm. I live right next door to it. That is 2:32:372 hours, 32 minutes, 37 seconds important because he's raising cattle, he's raising, he's cutting hay. I'm doing the same thing, but I do it over three counties. I've got a farm in Sar, 2:32:452 hours, 32 minutes, 45 seconds got one in Smith, and I got one in Wilson. So that's important. The other thing I would ask that you consider and 2:32:532 hours, 32 minutes, 53 seconds very considerate is that just because you're out at Berea and Cooh's Ferry area doesn't mean that you're not in a 2:33:002 hours, 33 minuteshigh density area. We kind of saw we kind of saw what was happening with Mount Juliet and how its growth quickly 2:34:312 hours, 34 minutes, 31 seconds outpaced its infrastructure and we kind of kind of saw the writing on the wall for Lebanon and we wanted to get as far away from that as possible. Uh, 2:34:402 hours, 34 minutes, 40 seconds apparently I underestimated the potential reach of the city because now here I stand before you to ask you not to encroach on us. Um, I love our 2:34:492 hours, 34 minutes, 49 seconds community, love it, and I don't want to see it become industrialized, and I don't want to raise my children in the shadows of a sewage treatment facility. 2:34:582 hours, 34 minutes, 58 seconds um you know and and ultimately if it comes to pass that one of our rural 2:35:042 hours, 35 minutes, 4 seconds communities has to pay for the procrastination, the unmititigated growth and the 2:35:132 hours, 35 minutes, 13 seconds planning of the city, then I think every resident uh city or county has to ask themselves what the city of Lebanon and 2:35:212 hours, 35 minutes, 21 seconds its council will be willing to sacrifice next in the name of uh growth and progress.
