0:000 secondsYeah, push her. 9:369 minutes, 36 secondsOkay, the clock in front says 4 pm. So, we'll get started this afternoon with our committee meeting there and thank everybody for coming out today. Demer thanking you guys for being here. I 9:449 minutes, 44 secondsdidn't know for a roll call Joey Carmarmac notified me he might not be here today. had the issue of his house. 9:489 minutes, 48 secondsHe'll take care of and Dave Dixon notifies us he look for maybe Randy Lane to show up here. But if you will go Randy for the 9:569 minutes, 56 secondsroll call. Randy Cwell. Okay. Okay. So do a roll call then official roll call. Here. 10:0310 minutes, 3 secondsRegina Santana here. 10:0510 minutes, 5 secondsJody Vance here. 10:0810 minutes, 8 secondsSteve, I know you're exeicio Morehead here. 10:1410 minutes, 14 secondsJoey's out. Camille Berdine here. 10:1810 minutes, 18 secondsCaleb Thorne here. Dixon and Randy Lane both are out. 10:2410 minutes, 24 secondsPorn I believe. So we'll proceed on then. Our next order of business is the minutes of June 29th. 10:3210 minutes, 32 secondsAny comment and recommendation on those minutes? 10:3610 minutes, 36 secondsComment on there. I think correction I already talked to Brandy. I think it's I don't know what page number it is on site four. It mentions future access 10:4410 minutes, 44 secondsfrom Canesville Pike. I think that needs to be cold. Okay. 10:5110 minutes, 51 secondsUpdated. I just printed it prior to Okay. Any other distance corrections? Motion to approve as as corrected there. 11:0011 minutesMotion to approve. Second. 11:0211 minutes, 2 secondsMore discussion on the minutes. All with I Next item. Mayor, we we know from our 11:1011 minutes, 10 secondslast meeting uh the committee left gave a list of 12 sites to the mayor's office. He has made his conduct there. 11:1611 minutes, 16 secondsHe's going to report to us his findings at this time. 11:2011 minutes, 20 secondsThank you, Mr. Chair. And um so, as you stated, um after last meeting, he narrowed it down to 12 sites, I believe. 11:2711 minutes, 27 secondsAnd um and I was tasked with contacting property owners to determine if they're willing to work with us not about their about their property. So, um I have a 11:3611 minutes, 36 secondslist print out here. I'll pass them down to Steve and pass down the line. And um as I go down there, I'll I'll tell you that these are listed in the in the 11:4411 minutes, 44 secondsorder that you rank them um from 1 to 12. And so we'll go down to each one of those and and talk about um and if you 11:5211 minutes, 52 secondshave any questions about specific ones um I'll be happy to do that. And and there's some on a couple of them there's there's some commentary I need to make. 12:0012 minutesUh but uh the number one ranked site was site 13 and uh there are four properties as part of that. Um so I contacted 12:0812 minutes, 8 secondsthose. Site 13 um itself um was a yes uh to to work with us. Site 12:1712 minutes, 17 seconds13A uh was also a yes uh to work with us. Site 13B was a yes as well. Uh the 12:2512 minutes, 25 secondsfourth property um as part of that collection 13C was a no. Um so the first 12:3212 minutes, 32 secondsthree were yeses and then no. Um the next site was site 14. Um and site 14 uh was a no. 12:4312 minutes, 43 secondsUm the next site down list was site two about where to work with us or not and site two was a yes. 12:5112 minutes, 51 secondsUm the next one is site seven. And site seven is actually uh two properties. Uh the one one property and then another 13:0013 minutesproperty that that could be used as a as an entrance. Um so site 7 uh was a yes 13:0813 minutes, 8 secondsand site 7A was a yes. So those two properties together were both yeses as to willingness to to talk with us. 13:1913 minutes, 19 secondsuh site five. Uh actually I I was not able to to contact this one but uh he is a no. I think everybody has known for a long time he's a no. So uh that's no. 13:3013 minutes, 30 secondsSite five. Uh site 16 is also a no. Uh site one uh is a no. Site 8 is a no. 13:4313 minutes, 43 secondsSite three is no. Site 12 is no. Site 10 13:4913 minutes, 49 secondsis no. And site 22 uh which was was added u I believe um and is yes but but 13:5813 minutes, 58 secondsI have to clarify that as well. Um the person I talked to is the person who has a contract on that property. Uh not the actual property owner but the person who 14:0614 minutes, 6 secondshas a contract on it uh was a yes. Um so uh so if you look at that list um there 14:1414 minutes, 14 secondsare four uh four locations that were yes to work with us potentially. 14:2214 minutes, 22 secondsAgain if you have any questions I'll be happy to answer those. 14:2914 minutes, 29 secondsWe have a map that shows those sites just about to see the map. I don't not one that just shows up from last time. 14:4014 minutes, 40 secondsYeah. I think it's important on that very first 13 to a fortified par part parcel involved area mayor that we understand which ones are the yeses. 14:4814 minutes, 48 secondsAbsolutely. Yeah. Absolutely. Let me pull the map up. I'm trying to clarify what you look at. 14:5414 minutes, 54 secondsThe first site is the Rockwood site. We talk about from day one. Rockwood site is the first one. Then the 409 I believe is the uh 15:0315 minutes, 3 secondsapartment complex site. I think it's called Cedar Farms and last one is the property property is a little sliver of property for between 15:1115 minutes, 11 secondsthose we can can we identify there some you know with your point or whatever which sites are or yeses this one's site 13 I've got separate 15:1915 minutes, 19 secondsmaps for 137 from last time so it's 13 13A and let's see 13B 15:2715 minutes, 27 secondsit's all right in here to add a property that's a no right in 15:3515 minutes, 35 secondscamp track that was a know on the upper corner. Yeah. 15:3915 minutes, 39 secondsSo part of this site here this layout was to the camp property. So anyways other three properties I'm sorry the other three properties that indicate they at least talk to us. 15:4615 minutes, 46 secondsYeah. Site 13 13A 13B um all said they want to talk to us. 13C 15:5315 minutes, 53 secondsum was not okay. It just helps maybe clarify that site from from the rest of them. 16:0516 minutes, 5 secondsSite two real quickly. Look at site two. 16:0916 minutes, 9 secondsThere's site two right here on man road is the road frontage. 16:1816 minutes, 18 secondsAll right. Then site seven. I go too fast. Y'all tell me. 16:2516 minutes, 25 secondsSite seven. and they include the track and the track that goes up down to the Corn Springs Road. Okay, there sort of two tracks right there. The bigger track isn't back there is 97 acres, I believe. 16:3616 minutes, 36 secondsAnd the smaller track is the one going down going down to the road 16:4716 minutes, 47 seconds12, of course. Excuse me, site 22. Site 22. Yeah. 16:5616 minutes, 56 secondsWe get sight. Well, point it out there. 50 acres. 17:0217 minutes, 2 secondsYeah, cuz those are the four sites. Mayor, I didn't want to just clarify. It's still your floor. 17:0917 minutes, 9 secondsThat's that's the four 13 27 and 22. 17:1917 minutes, 19 secondsWell, anything else you want to add right now? We have some dual discussions committee. Anything else you want to add? 17:2317 minutes, 23 secondsUm, well, a couple things. I I know one on the Regina, if you could bring back up the agenda there. 17:3517 minutes, 35 secondsI I know it says um have scores in later than the 29th and and meet again on the 4th. I was just going to ask the 17:4217 minutes, 42 secondscommittee if you know that's that's two weeks away. 17:4617 minutes, 46 secondsum if ever somehow do it is would it take two weeks uh on these 17:5317 minutes, 53 secondsfour sites that that you're down to? Um I just I just have that question for the committee members to consider if it would take two weeks or not. 18:0418 minutes, 4 secondsIt is the agenda that I'll take response to the chair drafted. Certainly this committee can do what we want to do as a group. We make decisions that way. We got something to start with, right? So we start with this, I guess, you know. 18:1418 minutes, 14 secondsSo my thoughts there was we'd evaluate on these four final four sites, get it back to her office next week. That's next Wednesday. Then we wouldn't meet 18:2218 minutes, 22 secondsagain till the 4th, which is the form of council meeting nights. But if we want to meet sooner than that, we can. But you know, that was the idea behind that 18:3018 minutes, 30 secondswas just meeting and have them to us on Wednesday. If y'all say you want to have them back here this Friday, next Monday, that's okay, too. I was just trying to set some targets for us to talk about as 18:3818 minutes, 38 secondsfar as where to move next. One kind I wouldn't make when I looked at the matrix. We got to talk about the mint why I put it up there. Our matrix has a factor for cost guys. We don't have any 18:4718 minutes, 47 secondscost. We don't have only cost we have is estimate really on the piping. We have we don't have an estimate on land cost or an estimate on how to develop the 18:5518 minutes, 55 secondssites. Just I guess for discussion here I'm adding the fact I've been all these sites. Some of you have maybe you haven't. These sites are all different 19:0219 minutes, 2 secondsin in the lay the lay of land. I'll try to be very basic about it. One's a hilltops got to be knocked down. One's grassland and rolling. One's a little 19:1019 minutes, 10 secondsflatter, one's got a bunch of stuff on the ground over here on it. So, they all have different obstacles or challenges to work through. So, I believe one of 19:1919 minutes, 19 secondsthe things would be necessary is for if we go with these four sites as our next step is to move into the point of 19:2719 minutes, 27 secondsobviously talking about the site cost with the the city got to handle that, not us. We don't don't go to any cost, but I believe it's important to have Steve and his team and their team to 19:3519 minutes, 35 secondsactually lay out these sites and do some grading because a big cost of these sites is going to be how you develop it. 19:4119 minutes, 41 secondsYou know, it cost money to put the dozers out there and equipment out there and we're talking millions of dollars here. So, it seemed to me that factors are going to be the cost of land, the 19:4919 minutes, 49 secondscost of the site, because the site, the cost of that piping, we know it's a big cost and the cost to to that site. So, that's my first initial comments. 19:5819 minutes, 58 secondsUh Jeff and and I'd like to add more things about this list as well. Uh since you did mention cost and and really cost 20:0620 minutes, 6 secondsis a council issue. Um you know, as far as spending money, that's who votes on that, not this committee. You know, the 20:1320 minutes, 13 secondsoriginal resolution stated that um the committee would um provide no less than three potential sites to the city council to discuss. 20:2520 minutes, 25 secondsUm, I know two counselors have have said they they want to go with someone who's willing to work with us and sell. So, I would just ask committee to consider 20:3320 minutes, 33 secondsthat with that being the case, at least from from from two counselors, that the sites been narrowed down to almost 20:4220 minutes, 42 secondsthree. Uh and if if if cost is is is part of it as you said which obviously it's a huge part of it then I ask me to 20:5120 minutes, 51 secondsconsider to these four sites have you as a chair and and Steve as the consultant or Gina as utilities director study 20:5920 minutes, 59 secondsthose four sites bring them to city council let the city council decide. 21:0521 minutes, 5 secondsI would agree completely with that. I didn't know the mayor was going to say that, but I was going to say our our, 21:1121 minutes, 11 secondsyou know, um what do I want to say? Our job was to to come up with three or four 21:1821 minutes, 18 secondssites uh to take to city council. And at this point in time, if there are we're down to four and we have four willing sellers, I would think it would make 21:2721 minutes, 27 secondsperfect sense that Jeff and Steve and Regina would have I mean, we can all we can all rate them. Uh but realistically 21:3421 minutes, 34 secondsthe people with the with the most know as to what it's going to come down to to make this work or not it really is Steve 21:4121 minutes, 41 secondsand and Jeff only because of your tenure with the city forever and Regina that uh I would think at this point in time we 21:4921 minutes, 49 secondscan rate those sites as a committee but pass that on to Regina and I would say our work is done at that point they should be evaluated based on cost 21:5721 minutes, 57 secondsfeasibility and then those should go directly into council to make that final decision is uh to who to approach you 22:0522 minutes, 5 secondsknow to finally get a deal done and I would say this committee's work is done at this time. 22:1122 minutes, 11 secondsI do agree F. think this committee should rank these final if we say we go with these final four this is still discussion right we go with these final 22:1922 minutes, 19 secondsfour sites I think we should rank those final four sites minus the cost we don't have the we I agree regardless of cost 22:2722 minutes, 27 secondsyeah but estimate on the pipe cost no land cost site development cost both those are significant numbers absolutely and I would say right here for the 22:3522 minutes, 35 secondsrecord I don't necessar like a lot of things it's not necessarily lowest and best bid it's what's lowest and worked for the city of Leman but I do think this need to evaluate these final four 22:4422 minutes, 44 secondssites outside of the cost. 22:4822 minutes, 48 secondsI I would agree with that. I I mean the topo does matter. The road connections 22:5522 minutes, 55 secondsmatter. the um you know I want when when it does come 23:0223 minutes, 2 secondsto council that we have looked at everything from infrastructure to the roads to the topo and then we we're 23:1123 minutes, 11 secondsgiven a number so that any of these four would work um based on all those factors not just 23:2023 minutes, 20 secondsprice or um and I would think I don't disagree with that at all I when it when when you're getting down to the 23:2723 minutes, 27 secondsdollars and cents is where I think then this committee is out of it because that now is is the experts that know how to 23:3423 minutes, 34 secondswe should rank them as to what we think and what we know as a committee but I think at that point in time then it goes to the experts that will put the dollars 23:4323 minutes, 43 secondsand cents to it and the council decides at that point in time what's the best value the best site and and you know proceed at that point 23:5223 minutes, 52 secondsin I'm happy to serve the city as the city 24:0024 minutesso desires me to serve. Um, and I'm I'm happy to proceed however 24:0724 minutes, 7 secondsy'all decide, but the resolution as we started cost was pretty important. We we didn't 24:1424 minutes, 14 secondsput in the initial matrix purposely because it was too many sites to look at. I have all the confidence in the world that Regina and Stephen Jeff can 24:2324 minutes, 23 secondslook at that if that's so desired. I'm just pointing out that we as a committee discuss that cost is very important and 24:3224 minutes, 32 secondsit's not just the site cost. It's not just the distance to the pipe. It's a offsite infrastructure cost. It's access 24:4024 minutes, 40 secondscost. It's cost of the land. It's the cost of upgrading the pipe to the site to drain it there. plus the the 24:4824 minutes, 48 secondsdifferences that happen. So, there's a lot to it and I have all the confidence that it can be worked through by others. 24:5624 minutes, 56 secondsI just wanted to point that out. 25:0125 minutes, 1 secondI don't know what the cost of certain things are. I would think this committee has a better 25:0825 minutes, 8 secondsidea of what that cost is and can look at those offsite places as well. So, I I 25:1625 minutes, 16 secondswould feel more comfortable if we continue on to evaluate and I think some of those 25:2325 minutes, 23 secondscosts do need to be put in there, not necessarily what it cost of the land, but I think Taylor's point is correct. 25:3225 minutes, 32 secondsThat's what the resident say. So, I do think it would be appropriate if we want to be right by the book is that future council meeting y'all will accept that 25:3925 minutes, 39 secondsas you're going to take that responsibility. I think what you said is absolutely correct and that's it in my mind too. Again, as we all know, you 25:4825 minutes, 48 secondsknow, four votes on one meeting is a is a new direction we would take. But if y'all think it's important for you guys what we what we just said here, that's 25:5625 minutes, 56 secondsthe way we ought to go be appropate that next meeting for you guys, I think, to address that properly. Let us know. Let us know that we did our job 26:0526 minutes, 5 secondsand uh we can always if you want to send it back to us someday, have another committee with with all those calls. We, as Kevin said, we've been dead to serving as a group. But I almost feel 26:1326 minutes, 13 secondslike that looking back at where we are today, that's probably the best way to go is what we just talked about. 26:1926 minutes, 19 secondsDoesn't mean that I can't pick the phone and call Caleb, you know, and asking about it once we 26:2726 minutes, 27 secondshave some numbers like that too, if we go that route. But that being said, why I did the agenda the way I did it there too is if we want to move a little bit forward here, if we look at those four 26:3626 minutes, 36 secondssites, there's some other information that Steve's presenting. We're not voting anything like let's say right now let's look at see information here you sub submitted brought for us tonight and 26:4426 minutes, 44 secondswe got look at that matrix we're going to evaluate it we don't have cost so we can't evaluate without using that matrix we have to modify our matrix in theory as a committee so let's let co do okay 26:5326 minutes, 53 secondslet Steve do his thing first then I just I had one question about the sites um we mentioned alle casty but was 27:0027 minutesalle casty is that was that one part of 13 or part of 13 you know while ago that's so they were they were not interested either I understand It was actually five on that one. Yeah. 27:1327 minutes, 13 secondsHad a catch. Mr. Camp said they would Mr. Camp of course told us that here in a million I believe last week too, last time too. But but I do think he can work without it. 27:2027 minutes, 20 secondsBut I also think if that's a site chosen, see you talk to them about somebody getting that property, you know, for sure. Any other questions before we turn it over to Steve for a minute? 27:3827 minutes, 38 secondsAll right. 27:4027 minutes, 40 secondsUm, I'm just going to kind of go through here, uh, and talk about the things, the information that's been added. Um, 27:4827 minutes, 48 secondspass this out. Everybody's got a new copy. It says updated on 2020 July 26. 27:5327 minutes, 53 secondsThat's what he's talking about here now, right? 27:5527 minutes, 55 secondsYes. So, after the four willing the bounded copy. 28:0228 minutes, 2 secondsSo, After the mayor came back with the four 28:0928 minutes, 9 secondsproperties that were willing to discuss uh working with the city, uh we updated the information on those four properties 28:1628 minutes, 16 secondsto um provide as much information as we could based on what's available right now. Um so that is in the packet that's 28:2528 minutes, 25 secondsbeen handed out along with new maps. Uh I'll start by talking about the map. Um they'll fold out. They're 11 by 17, so 28:3228 minutes, 32 secondsthey're a little larger. So, state law now that was passed and came into effect July 1 of this year, uh, dictates that 28:4028 minutes, 40 secondsif you have property adjacent to a sewer main, uh, then you have the right to have service from that sewer main. So 28:4828 minutes, 48 secondswhat we've done is we have gone through and looked at all of the parcels u that 28:5628 minutes, 56 secondsare of these four parcels uh what could drain to those parcels by gravity and then what is adjacent to an existing 29:0429 minutes, 4 secondsforce main or the force mains that are being repurposed that would thus have the right to tie into and gain service 29:1129 minutes, 11 secondsfrom the city of Lebanon sewer system uh for each of these parcels. Um so for 29:1829 minutes, 18 secondssite number two uh on that on that map you'll see that it's it's defined based on property lines of properties that are 29:2629 minutes, 26 secondsadjacent to one of the two affluent force mains. Uh but there would be 2,730 acres of land that would have the right 29:3529 minutes, 35 secondsto request service from the city of Lebanon Lebanon for being adjacent to those mains. uh if site two were selected. 29:4729 minutes, 47 secondsIn addition to that, we took a look at uh where three-phase power is located, gas and water to give everybody a little better uh idea of what's required there. 29:5829 minutes, 58 secondsAnd it uh requires approximately 14,000 ft of new electric transmission main to get three-phase power to this piece of 30:0530 minutes, 5 secondsproperty. uh water and gas are similar uh in regards to footages uh that need to be added on to. Um and then as Jeff 30:1530 minutes, 15 secondssaid earlier, you know, this this property is a little bit of a hilltop, so there's a lot of mass grading to bring that down uh to make this site 30:2230 minutes, 22 secondsusable. It is the smallest site out of the ones that are left on the list. So, it would have the smallest amount of buffer um 30:3230 minutes, 32 secondsavailable, you know, for the surrounding areas. uh it is the closest to the effluent force main. So the effluent 30:4030 minutes, 40 secondsforce main is adjacent directly adjacent to the property. So there's only about a,000 ft of piping that needs to be added to trans to convey the flow onto 30:4930 minutes, 49 secondsand then back from the property. So roughly a million dollars in cost there. 30:5430 minutes, 54 secondsSo that's that's pretty minimal uh as compared to the other ones. 30:5830 minutes, 58 secondsUm to date there's not been any geotechnical uh information available about this property. There has been some discussion between Jeff and I about the 31:0631 minutes, 6 secondspotential for sink holes on the property. So that is a concern uh that would have to be investigated further with geotechnical investigation if if 31:1431 minutes, 14 secondsthat site were to be um considered um anymore. Uh any questions on site two? 31:2531 minutes, 25 secondsYou said 3,000 2000 2 73. 31:3031 minutes, 30 secondsIt's on the map in there. Jeeoff backside printed on the map. 31:3531 minutes, 35 secondsHeard that new law that just went into effect. Um would those sites be able to do that today or is it because you're 31:4231 minutes, 42 secondsmoving the the sanitary system downgrading? 31:4731 minutes, 47 secondsWell, obviously they couldn't do it today until a new facility was built. Uh there's also some ambiguity in my 31:5431 minutes, 54 secondsopinion in the way that law is written in that you're allowed to request service. you technically can't be denied, but there's no definition of 32:0232 minutes, 2 secondswhat level of service you're allowed to request. So, is that for a single house? 32:0632 minutes, 6 secondsIs that for a 500 home development? So, there's some ambiguity in in that law at this point that I think needs clarification at the state level. Uh I'm 32:1532 minutes, 15 secondssure they will clarify that at some point uh in this next legislative session. So um but that's how we went 32:2332 minutes, 23 secondsabout defining uh the area that you see on the map is all of the parcels that are adjacent to the existing line. I 32:3032 minutes, 30 secondshave that your question too Kada that's a good comment too because today in the city leman if you're in the county you got connect you get annexed so that 32:3832 minutes, 38 secondswould change that philosophy too right today if you're by the sewer line you got city does not serve you with sewer unless you get annexed it's been now too 32:4832 minutes, 48 secondsso right and several of these acres are outside the urban growth boundary right so city couldn't annex them unless there was change at the full county level. 32:5932 minutes, 59 secondsThat would be interesting before it's over, I bet. 33:0133 minutes, 1 secondYeah. Uh, second question, how do you access this site? Do you come down Manners Road? Do you come down Berea? Do 33:1033 minutes, 10 secondsyou come down Man Road? How How do you assume you're going to come this side? 33:1533 minutes, 15 secondsI think you would have to access it down Man Road. I do anticipate that if you were going to access uh, you know, all the county roads, uh, there's three 33:2233 minutes, 22 secondsproperties that are on county roads. The county uh, road is a minimum 24 foot width road. that's their standard. U I 33:3033 minutes, 30 secondsimagine that the county will want to see some roadway improvements. Uh depending upon uh where the parcel is, 33:3933 minutes, 39 secondssome of the roads are obviously uh a little better than others. Uh if you've driven to these sites, uh I would anticipate that this site would be the 33:4833 minutes, 48 secondsmost likely to have some significant requirements from the county for improvements in order to access this site. 33:5433 minutes, 54 secondsYeah, me too. Not just the width, but the curvature of the road, the 34:0134 minutes, 1 secondsight visibility. I just see um pretty healthy offsite road improvement from Cooh's Fairy Pike. 34:1234 minutes, 12 secondsYou say man, do you mean man and manners road? Steve man road I don't think it's manners. You got Man Road, you got Manor Road, and 34:2134 minutes, 21 secondsyou got Berea Church Road that you could come to this side of Sean marked on here. 34:2934 minutes, 29 secondsI also thought when I wrote it might be Manor's Road. 34:3234 minutes, 32 secondsYeah, there's some real challenges on Manners Road if that's what you're think. Wide road occurs. It's got challenges. 34:3834 minutes, 38 secondsYou say it's got challenges which comes into property acquisitions and other aspects. 34:4634 minutes, 46 secondsAnybody else on site too with Steve? anything you want to add, Steve? 34:5134 minutes, 51 secondsI I think that's pretty much uh the additional information uh that's relevant on that one. 34:5734 minutes, 57 secondsJust one thing I' I've brought up at a couple of meetings, you know, is that gray water. It's still important in my 35:0535 minutes, 5 secondsmy opinion because going from 10 million gallons per day to 40 million gallons per day at full buildout. We all know 35:1335 minutes, 13 secondsenvironmental concerns are changing at the TDC level and what they're going to allow put into the Cumberland River is 35:2135 minutes, 21 secondsgoing to continue to get more challenged. So the city looking at ways to reduce their impact 35:2935 minutes, 29 secondson what's treated and discharging into the river in my opinion is pretty important. And also on the water side 35:3735 minutes, 37 secondsthey're going to continue limiting how much water you can pull from the Cumberland River. So, if you're 35:4435 minutes, 44 secondsoffsetting that with gray water, which I think it should be pretty important when you're thinking about 50 years out, 35:5335 minutes, 53 secondsum, this site really makes it challenging if you're going to treat the water and send it back to the city. 36:0236 minutes, 2 secondsOther comments on site two. All right. seven. 36:1036 minutes, 10 secondsUh we'll go through this one the same way. Um if you'll take a look at your map, um you'll see site seven, there's a 36:1736 minutes, 17 secondssmall uh area that's hashed out in blue around that site. There's approximately 332 acres uh that could drain to that 36:2436 minutes, 24 secondssite by gravity. It's a little misleading being that the site itself accounts for about 100 acres of that. So 36:3136 minutes, 31 secondsroughly 200 acres that could connect to it. Um but most of that is already developed um as large lot residential. 36:4036 minutes, 40 secondsUm similar to site 2, there is a way to repurpose u connections into these effluent force mains uh once they're 36:4736 minutes, 47 secondsredone. And as you can see in order to get to this site and minimize the amount of pipe footage required, we're showing 36:5536 minutes, 55 secondsum there's some pink purple lines there uh that are connecting to bring flow to and from the site. Uh, and so we would 37:0437 minutes, 4 secondsre we're uh repurpose uh the 30-in. It says a ductal iron line. That's actually um that's a error 37:1237 minutes, 12 secondsout of the GIS system. That's actually a concrete line. Um, but we're repurposing 37:1937 minutes, 19 secondsbringing the flow through that line up to Berea Church and then back down and interceptting the 30 inch and bringing 37:2837 minutes, 28 secondsit in as one pipe and then coming back up to the Bria Church area and tying in. 37:3237 minutes, 32 secondsSo, by doing that, it does increase the area uh that potentially could tie into uh those effluent lines once they were 37:4137 minutes, 41 secondsrepurposed. Uh and so you end up with 2,95 acres adjacent to effluent force mains uh that would have access to that 37:4937 minutes, 49 secondseffluent line uh and potentially be able to tie into it uh once a facility was built out. 37:5937 minutes, 59 secondsUh with those new routes, uh we've reduced the total footage uh to about 38:0538 minutes, 5 seconds15,000 ft uh of 36 and 48 in pipe. And that's reduced the estimated cost uh of 38:1338 minutes, 13 secondspipeline installation to uh 15,790,000 uh which is significantly less than the 38:2038 minutes, 20 secondsoriginal uh number uh that we had u looked at without repurposing those lines, which was in excess of $20 38:2738 minutes, 27 secondsmillion. Uh there is three-phase power adjacent to the existing site uh along with water and gas. So all of the 38:3438 minutes, 34 secondsnecessary utilities are present um um at the road for this site. So um it 38:4238 minutes, 42 secondsis you know ready to go from a utility standpoint. Um that's any questions on that one? 39:0039 minutesI think this similar to the other one you got road access. So we all know about Horn Springs Road um with 39:0839 minutes, 8 secondscurvature the widths. I I know that um you know annexing on Horn Springs Road 39:1639 minutes, 16 secondshas not been a desire from the city. So when you think about the growth boundary that could happen between this city limits and this location, 39:2539 minutes, 25 secondsI think you're limited on what you're going to grow in that that direction. It is closer than the other site. So that 39:3239 minutes, 32 secondsthat's a a positive we consider the graywater opportunity, but a lot of similarities. 39:4139 minutes, 41 secondsYeah, ma'am. You I'm thinking the growth round is basically at this site just real near it. 39:4739 minutes, 47 secondsThat's a good comment about growth boundary. I was thinking it's just real close to this property. Can we have anything can show that or you think about that? 39:5639 minutes, 56 secondsI was not even I was thinking growth boundary because almost to the oil mark mocking word mockingberg drive area 40:0640 minutes, 6 secondswas just outside of the golf area but it was right up next to it. It was not touch. 40:1140 minutes, 11 secondsThere's been some farms there. one I'm very familiar with that uh turned into a 40:1840 minutes, 18 secondslarge single family residential and is plantation boulevard I mean 40:2640 minutes, 26 secondsplantation are they on um sewer or they sewer that was a put on city sewer back in the day 40:3440 minutes, 34 secondsokay yes that's I thought they had they're not in the city's point we didn't mention the first one the growth there is important to look at that as 40:4240 minutes, 42 secondswhere the city limits I think two of the four are cleared in said limits. This one here, I think it's just right at the edge of the growth 40:4840 minutes, 48 secondsarea. So, you know, the growth are just to plan out for the future. 40:5940 minutes, 59 secondsWe pull that up just to be sure to that point about plantation south that that would be a positive. You they're not in the city, but I'd assume 41:0741 minutes, 7 secondsif you did this, you'd put them in the city. 41:1441 minutes, 14 secondscouple slides you're coming up this maybe one Tuesday would eliminate potentially that eliminate some uplit in the future is that sort of how would you address that it would allow some limited 41:2241 minutes, 22 secondsfuture some of them yeah so site seven we looked at there there is a drainage basin that runs past 41:2941 minutes, 29 secondsthe existing summerrest pump station uh and plantation south pump station that I think that you could potentially remove 41:3641 minutes, 36 secondsthose two pump stations from the system uh with a gravity sewer Um, so that would be 41:4341 minutes, 43 secondsuh obviously that's a lot less maintenance for the city, but uh just two pump stations at this site that seem 41:5141 minutes, 51 secondsto be rel relatively easy to remove. The the ones from Horn Springs 41:5941 minutes, 59 secondsum to the west of Horn Springs, there's some topographical challenges getting those to to drain by gravity back over to this site. 42:0942 minutes, 9 secondsThat's why we do I was one gentleman out there south would sure should be glad to have that done. I met with him several times over the years 42:1742 minutes, 17 secondsbut again that's not the only reason we're doing anything. It's just one little factor. 42:2242 minutes, 22 secondsThis would be considered the Bartens Creek drainage basin or the Lebanon Road drainage basin. When you think about the sewer basins that the city has 42:3142 minutes, 31 secondsuh right now this would be considered this if you were in this vicinity right now you'd be tying into the Lebanon road force main system in order to get 42:3942 minutes, 39 secondsservice right side of it this red line is the urban growth boundary. 42:4842 minutes, 48 secondsOkay. So part of the site we're talking about is in the growth bound part is not correct. Okay. 42:5742 minutes, 57 secondsSo, the Mockingberg Earl Drive is not in the Growth Berry, but below that is planted south is as well. It is in the growth boundary. Okay. Just want to be clear on that. Okay. 43:1043 minutes, 10 secondsAdopted a long long time ago. Okay. 43:1643 minutes, 16 secondsAll right. Anything else on site seven, Steve from your end or anybody else? Jody, guys, anybody here on site seven? 43:2443 minutes, 24 secondsThank you again for pulling that back up. 43:3143 minutes, 31 secondsU site 13. Uh significant change to site 13 since we uh met last time was the elimination of one of the parcels. Uh 43:3943 minutes, 39 secondsthe previous layouts that had been shown on mappings had utilized all of the area outside of the flood plane um to 43:4743 minutes, 47 secondsallocate the location for potential basins. uh with the loss of that potential piece of property. Uh we have 43:5543 minutes, 55 secondsrearranged uh a layout to make sure that everything works uh we can fit uh the everything from the largest potential 44:0444 minutes, 4 secondsprocess uh on the site. Uh we simply just move the final clarifiers uh to the east over onto the Rockwood 44:1344 minutes, 13 secondsproperty. So, um, there's a little bit of impedment into the flood plane, but it's minimal enough that it's it's easy 44:2144 minutes, 21 secondsenough to go in and make grading changes on the existing Rockwood site to to work those out. U, no significant concerns 44:2844 minutes, 28 secondsthere. Obviously, here we've got three-phase power, water, and gas already around the site. Um and then 44:3744 minutes, 37 secondsyou can see again the the pink colored lines um to bring flow to and from uh the two existing force mains. Uh and 44:4644 minutes, 46 secondswe're estimating that there's about $9.85 million worth of line work to be done u 44:5444 minutes, 54 secondssite um you know clearing under the creek and the existing force mains and stuff to to reroute things there. So, 45:0145 minutes, 1 secondum, little cheaper than the, uh, other alternatives that we've looked at. Uh, on site 7, it's a little bit less than that. Um, does have some, as I said, you 45:1045 minutes, 10 secondsknow, there's the flood plane impact there, but I think it's, uh, easy to mitigate that, uh, with the, uh, old apartment 45:1945 minutes, 19 secondsuh, site being, uh, completely utilized for all the large tankage. 45:2645 minutes, 26 secondsThe other thing is, as you can see, this one has very minimal uh effect u as far as opening up new uh area. U there's 45:3545 minutes, 35 secondsabout 102 acres that would drain to it by gravity in the future if it ever developed. Uh but it is almost directly adjacent to the existing treatment 45:4345 minutes, 43 secondsplant. So there's no additional area opened up for the city to serve um outside of what it already does uh without people having to build pump 45:5245 minutes, 52 secondsstations and tie back into the system from uh if they wanted service from the north. 46:0046 minutesIs that red line the the boundary with that one parcel out of it or Yes, that's the new boundary with the Alley Casty property and then the other 46:0946 minutes, 9 secondsu I think it's 16 acres or so uh cut out of the property. three parcels that are wooden to pocket. 46:1646 minutes, 16 secondsCorrect. 46:1846 minutes, 18 secondsYou would just access this off Hartman Drive. Correct. 46:2346 minutes, 23 secondsThat would I think that would be the best place to access it from. Uh and then we would just we would have to build a bridge across the creek there. 46:3346 minutes, 33 secondsYeah. And topo is pretty flat on this site, right? 46:3746 minutes, 37 secondsThe topo I mean the Carver Lane site's been graded and it's pad ready. Uh it's got a bunch of in infrastructure in the 46:4446 minutes, 44 secondsground uh right now. It's not reusable obviously uh but it's pad ready. Uh the biggest concern will just be uh the 46:5146 minutes, 51 secondsgeotechnical information on the Rockwood site. Uh I don't as we've talked before I don't know what that fill material is. 46:5846 minutes, 58 secondsUh it might have to be removed and then replaced with some other kind of field material. Um but again I mean we can 47:0647 minutes, 6 secondsminimize the number of basins that are constructed down there. And so I don't I don't see that being a a huge problem 47:1547 minutes, 15 secondswith this being in such close proximity to the existing facility. I is there a way to do an expansion versus complete redo? 47:2747 minutes, 27 secondsWell, no matter all of all four of these facilities are going to require a new transfer pump station to be constructed 47:3447 minutes, 34 secondswhere the existing facility is. So that transfer pump station will have uh screening will be located there. Uh grit 47:4347 minutes, 43 secondsremoval will be located there to help us be able to move everything through these large diameter pipes at low flows without having anything settle out. Uh 47:5047 minutes, 50 secondsall septage receiving it's planned to still stay at that location. So all your septage haulers and everything would come to that that facility. So the 48:0048 minutesexisting facility will be reused for the transfer pump station and then all your biological treatment uh will occur at 48:0748 minutes, 7 secondsthe new site. The EQ basin is staying there also. 48:2048 minutes, 20 secondsGood thing and that's a good point. I'm glad you mentioned again Steve. One thing about everybody in the county, most of us uh have set callers. We use those folks. They will not be going any 48:2848 minutes, 28 secondsother site. They be going where they always been going. That is something benefits all of us, right? They will not be going any new site. They city spent some some money a couple years ago to 48:3748 minutes, 37 secondscreate a situation on this site for that. So all 17 callers will be going to the current site drive no matter what we choose the city chooses as the final site. 48:4448 minutes, 44 secondsY so that's it should be good news. 48:5648 minutes, 56 secondsAny other questions on that one? Anybody? It's a great location for Greywater. 49:0949 minutes, 9 secondsWe'll go to site 22. Um, site 22. 49:1349 minutes, 13 secondsThere's actually a lot of information available on site 22 uh just because it has been evaluated uh for a residential 49:2149 minutes, 21 secondsdevelopment. Uh the developer was uh or did share that information with us and I was able to review uh all of that 49:3049 minutes, 30 secondsinformation um that included a phase one site assessment uh in which they didn't find any environmental concerns for the 49:3749 minutes, 37 secondsproperty. Uh they did find a small family cemetery uh located on the property uh but it is located adjacent to one of the property lines and would 49:4649 minutes, 46 secondsjust need to be uh protected uh a buffer built around that and then access obviously uh must has to be maintained 49:5449 minutes, 54 secondsfor anyone who wants to to visit a cemetery. So um that's doesn't negatively impact the property. 50:0150 minutes, 1 secondHydraologic determination was completed for the site. uh it found a number of small streams and wetlands. Uh those small streams and wetlands are in the 50:1050 minutes, 10 secondsnorthern portion of the site and the very southern portion of the site. Uh and they're all consolidated together. 50:1750 minutes, 17 secondsSo while they affect uh those areas of the site from being able to do any type of development, uh there's 50:2650 minutes, 26 secondsvery minimal impact to the to the area that would be needed to construct a uh treatment facility. So, 50:3450 minutes, 34 secondsa geotechnical report was completed. Uh, they found that rock was typically within 3 feet of the surface. Uh, which is, I think we all know, typical for 50:4150 minutes, 41 secondsWilson County. If you've got land that you've got rock deeper than 3 feet, congratulations. Um, I don't. 50:5150 minutes, 51 secondsUh, so no issue there with any bearing capacities. Uh, I think all these sites will be pretty similar in that regard. 50:5850 minutes, 58 secondsuh and that to put these basins in the ground, we're going to be digging through a lot of rock. So, um but no uh no issues were identified. Uh in regards 51:0751 minutes, 7 secondsto infrastructure, again, this is on a county road. Um so, it is it is more narrow road may need some roadway 51:1551 minutes, 15 secondsimprovements. U three-phase power is approximately 1500 ft south of the site. 51:2051 minutes, 20 secondsUm so, it can be extended. Um, we took a look at the most efficient way 51:3051 minutes, 30 secondsto make interconnections. Uh, you can see that on the map that's attached. Um, those interconnections we came up with, 51:3751 minutes, 37 secondsuh, is going to require about 20,000 foot of piping. So, uh, this site requires the most piping uh, in order to make those interconnections. and we've 51:4651 minutes, 46 secondsgot that estimated approximately $24,900,000 uh in order to make those connections. 51:5451 minutes, 54 secondsUh through those connections though, uh this site does provide uh 605 acres of developmental property 52:0252 minutes, 2 secondsdirectly adjacent to the force mains. Uh and it is in a location along the creek that opens up 1,330 acres for gravity flow uh to this site. 52:1352 minutes, 13 secondsUh in addition to that, you'll see on the map u some pump stations um that have been colored pink. Uh those are all 52:2152 minutes, 21 secondspump stations that could potentially be eliminated. And we found that eight pump stations could potentially in the future be eliminated with gravity sewers um if 52:3152 minutes, 31 secondsa treatment facility was located at this site. 52:4052 minutes, 40 secondsWhat about growth boundary there? The growth boundary. Yes, I believe so. Yeah. 52:4852 minutes, 48 secondsYeah. Yeah. Because it's in the city. Yeah. This is City Lewis. 52:5452 minutes, 54 secondsAnd the majority of that gravity acreage is in the grow growth boundary, too. 53:0253 minutes, 2 secondsLooks like Good thing about this one, you already 53:1553 minutes, 15 secondsknow any off-site improvements that need to happen. I believe I watched them at the council meeting. Yeah, 53:2353 minutes, 23 secondsthe I was going to ask the growth boundary and there's the property. 53:3553 minutes, 35 secondsAnything else? Julian, Steve? 53:3953 minutes, 39 secondsNo, I mean somebody has a specific question um in regards I mean like I said there was there was quite a bit of information shared in the reports and 53:4853 minutes, 48 secondseverything. There was nothing about that site that was was concerning and I would add that comment too. 53:5453 minutes, 54 secondsInformation you got shared there by those folks is something we had to have on all other sites too. We just don't have it. That's information wise we had the curve on this particular site but 54:0354 minutes, 3 secondsthe information used to have that on all sites so like a good informed decision you know 54:1354 minutes, 13 seconds22 54:3854 minutes, 38 secondsNo questions. Let's go back to our gym a little bit. We'll come back and maybe vote a couple things here later, but we have these I guess five or four sites like we can note right now. Two of the 54:4754 minutes, 47 secondssites in the current city limits. One site's at D Brown and one site's out by the river by the lake. So just a summary where we are if you hadn't figured that 54:5454 minutes, 54 secondsout already. Um so back to our agenda here. Let's look at our matrix because if we're going to score anything in this next week or so, we cannot use the 55:0355 minutes, 3 secondssection about the uh cost. When I've looked at it over the last few days, it looks like we could do everything else though. What's you guys thoughts on or wouldn't to do that? What do we want to 55:1255 minutes, 12 secondsdo next here? But right now, this metric just won't be adopted. So, we we're going to do something different. We got to change it. I guess what I'm getting at, too. We're not going to if we're 55:1955 minutes, 19 secondsgoing to use it, we got to eliminate that one section for immediate for immediate ranking. I do think some of the cost is in here. 55:2655 minutes, 26 secondsI mean, Steve just reviewed that. um when it comes to pipe the pipe cost when it comes to um topography and what would 55:3555 minutes, 35 secondshave to be done and um I think that does figure into it. I think we can definitely I could agree that we have 55:4355 minutes, 43 secondsthe pipe cost the cost of land and the cost of that land. We don't have that. I mean to say to say whether go ahead 55:5355 minutes, 53 secondsbut we know that some of this in the county is going to have to have some off-site improvements some roads. I mean that's going to factor into yeah how I do the matrix. 56:0456 minutes, 4 secondsBut I think you need that those numbers real not just we talk about this site's going to have a lot of cut. This side's got not little cut. I don't I I don't 56:1156 minutes, 11 secondsknow how I can I can evaluate that personally, but maybe you guys feel different. 56:1756 minutes, 17 secondsI can evaluate based on the cost of the pipe. But the other two factors, other big costs of land cost and cost to 56:2456 minutes, 24 secondscreate a level site. To me, you can't have that till Steve lays out and does some rough grading. There's plenty of models that can get that done. But I think you need to know that you're 56:3256 minutes, 32 secondstalking about a million dollar, you talking about 10 million to create a site. That's I think it's a big deal. 56:3656 minutes, 36 secondsBut that's just in technical guys. Y'all jump in there. 56:4856 minutes, 48 secondsA lot of cost not known. I agree. I mean, it's I know when we had the cost in there before and in the back of my 56:5656 minutes, 56 secondsmind, I'm I imagined that it was going to cost a lot more for access to the property, say for site number two than 57:0557 minutes, 5 secondsit did for 13. I don't know what those numbers are, but I know it's a lot longer road to get there and it's a lot more curve. It's pro it's a lot 57:1457 minutes, 14 secondsnarrower. So I don't if you can do relative cost 57:2257 minutes, 22 secondsbut yeah I don't know there's a lot still hanging out there on cost be a lot be a lot of work to do when it 57:3157 minutes, 31 secondscomes to you guys and I guess I discussed earlier that Kada brought up that is in the 57:3857 minutes, 38 secondsresolution again that's like life sometimes things change are we to the point where we should say we don't need to do that right now let that be a council decision 57:4857 minutes, 48 secondsor or not. And I guess there's always option of you could do one as you said Jody do it leaving its relative and do one without it. 57:5657 minutes, 56 secondsI mean maybe that's that's everybody. 57:5857 minutes, 58 secondsBut personally I can't give much weight to cost because of my own background, right? I can't give I just don't know the cost. 58:0758 minutes, 7 secondsI think you're just talking about a guesstimate as far as some of those other detail costs and you know maybe 58:1458 minutes, 14 secondswait weight those when you're considering the cost because like like 58:2058 minutes, 20 secondsyou said site two is is very hilly. So that grading is going to be a heck of a lot more than site 13. So that's maybe say it's five times as much. 58:3158 minutes, 31 secondsYeah. 58:3458 minutes, 34 secondsHaving talk with folks and understand land values, I'd also believe the site two is by far the most economical site to purchase, 58:4358 minutes, 43 secondspardon me, cheaper, which site two. 58:4758 minutes, 47 secondsOkay. So, when it comes to cost, you going to have a cost of this land might be cheaper than this land. Uh, and then you got this cost of that site. So, 58:5558 minutes, 55 secondsthat's why I think those are three major cost of the cost, but I would believe that site two is is going to be cheaper cost per acre than the other sites we've talked about. 59:0659 minutes, 6 secondsGuys, this is our our meeting. Sorry. 59:0959 minutes, 9 secondsOffset cost, the improvement cost is going to be need it all. Need it all. Going to be a whole lot more. 59:1859 minutes, 18 secondsYeah. You know, a short small culture and a big cost to then all of a sudden you got to put it all together. You need to pick the site's best for living going forward. 59:2759 minutes, 27 secondsThere are going to be variables in those costs. what I get in that you know we can do we can rank them just like this is that you say 59:3659 minutes, 36 secondsI'd probably put a zero personally for the cost part because I don't have much information staff to do it I'd do like Tom said if 59:4459 minutes, 44 secondsit was a five multiplier I'd put a poor next to it and cost in my opinion one of the major things to look at so I I would 59:5359 minutes, 53 secondshave that as a number three importance factor if it was a bad site with a lot of offsite needs to it. It' get a number one next to his poor major concerns. But 1:00:021 hour, 2 secondsthat that's definitely a big skewing factor because I think everybody might wait that differently, especially some 1:00:091 hour, 9 secondsthat might not know those cost. But 1:00:151 hour, 15 secondsI do believe the other six categories are easily are determined today by every 1:00:221 hour, 22 secondsone of us. Set fire aside. Look at other six categories. Number two is the one I have the most trouble with saying just as you see you said you just said it 1:00:291 hour, 29 secondsokay there's too many so many variables at the end of the day yeah whatever y'all want to do we can 1:00:381 hour, 38 secondsrank it just like is this this one or we can remove number two this is our current approved matrix we've got to go with it or we got to modify it before we 1:00:451 hour, 45 secondsgo home and try to rank it I'll go back to my initial comment I'm 1:00:541 hour, 54 secondshere to serve the city as the city desires me to serve and if if there is a desire to remove that um that's not my 1:01:041 hour, 1 minute, 4 secondsdecision, but it's a committee decision. It's just our currently approved tool, right? 1:01:121 hour, 1 minute, 12 secondsI would not remove it, man. I think but I'm one I'm one opinion. I'm two on that. 1:01:251 hour, 1 minute, 25 secondswhen the number comes in the numbers will be too hard and it blend anyway. 1:01:281 hour, 1 minute, 28 secondsIt'll still be a factor at some point, you know. 1:01:341 hour, 1 minute, 34 secondsI think either way, we're just going to have a piece of the picture when we do it. So, I think we're we're splitting hairs here whether or not we put in cost 1:01:431 hour, 1 minute, 43 secondsbecause in the end based on the information we have right now, um it's just part of the picture. You 1:01:501 hour, 1 minute, 50 secondsknow, Steve's going to develop a lot of stuff. We may we may end up rating them whether we have costs in there or not. 1:01:551 hour, 1 minute, 55 secondsOne, two, three, and four, but we get the rest of information that could turn upside down. It could be totally different. 1:02:031 hour, 2 minutes, 3 secondsSo, what do we what do we do to move forward on matrix? 1:02:111 hour, 2 minutes, 11 secondsI'm with everybody with the discussion any more discussion about whether discussion right now and I guess it's the chair. I'm saying are we leaving number two in or not? Currently number 1:02:181 hour, 2 minutes, 18 secondstwo is is is part of the uh evalance process. There's no motion here in the next couple minutes to uh take it out. 1:02:241 hour, 2 minutes, 24 secondsWe'll go with it like it is. It is our current adopted matrix. 1:02:301 hour, 2 minutes, 30 secondsIf we go like it is, what what's our next steps? Our next step I think is item D on our I5 new business here is if 1:02:401 hour, 2 minutes, 40 secondswe're good with accept this report from the mayor basically and I guess going back to item A what I guess I've asked committee to consider eliminating 1:02:471 hour, 2 minutes, 47 secondseverything except these four sites and we would go forward these four sites ask you to go home and rank them get them back to right now this says by the 1:02:561 hour, 2 minutes, 56 seconds29th you make it sooner that's fine the mayor like for it to be sooner I think and not be here on August the 4th he'd like for 1:03:041 hour, 3 minutes, 4 secondsI see us get back next week and meet next week and say here's our rank on those final four sites and they can dress up that August 4th council meeting. That's the bottom line, right? 1:03:121 hour, 3 minutes, 12 secondsIf you look at how things work here in the council meetings, if we can make a decision, recommendation sometime next week, then the council consider consider 1:03:201 hour, 3 minutes, 20 secondswhatever they want to consider on August 4th. They can't do that if we don't meet till August 4th. Ain't saying they will do that, but I said they cannot if we don't meet next week. 1:03:291 hour, 3 minutes, 29 secondsThe council isn't going to make a decision on August 4th. 1:03:341 hour, 3 minutes, 34 secondsI I think we need some work sessions on that. 1:03:381 hour, 3 minutes, 38 secondsYeah. Nowhere near that point. But I I think it's getting to the point where particularly when you talk about cost, I'm I'm not my background, my educ I 1:03:471 hour, 3 minutes, 47 secondshave nothing that's going to tell me how to evaluate that part of it. So that's why I'm go back to what I said originally that where that should be a Stephen or Gina and maybe Jeff because 1:03:561 hour, 3 minutes, 56 secondsof his background with the city for the 30 40 years that people that can tie a real a more realistic dollar amount 1:04:031 hour, 4 minutes, 3 secondsbetween the cost of the land the cost to approve the land the cost to approve the the roadways you know everything else that all goes into that because I'm not 1:04:121 hour, 4 minutes, 12 secondsgoing to say that I'm comfortable trying to guess those numbers. 1:04:211 hour, 4 minutes, 21 secondsalready have discussion. I guess Phil put you on spot. You would make a motion to remove item two from this matrix. 1:04:281 hour, 4 minutes, 28 secondsIf not, we need to move on. The K want me to move on here. 1:04:331 hour, 4 minutes, 33 secondsJust a little clarity. If we move on, the matrix stays as it is and number two is in there. How are we going to score this matrix if it's in there with that with the information we have right now? 1:04:451 hour, 4 minutes, 45 secondsThat's that's the whole point. Cut. We can't. I don't think Okay. Well, I just wanted to clarify is it sounded like we were going to go score this if we kept the matrix as is. 1:04:531 hour, 4 minutes, 53 secondsWe are. That's you score with on your best judgment. Absolutely. 1:04:581 hour, 4 minutes, 58 secondsYou just got to saying you could do that. I mean, as the mayor said, the council has a final say on all the cost. 1:05:081 hour, 5 minutes, 8 secondsYeah. I'm just not tracking there um with that plan. It's real simple. If we remove the cost. 1:05:171 hour, 5 minutes, 17 secondsYeah, I'd agree. You remove it. Yeah. It takes out the equation. 1:05:211 hour, 5 minutes, 21 secondsWhat I've heard the mayor and at least one council say here say that the cost of is going to be their call and they're going to need all those cost. 1:05:291 hour, 5 minutes, 29 secondsYeah, it'll be it'll be the council's cost, but by the time it comes to council, I'm assuming we will know what those numbers are where today I don't 1:05:361 hour, 5 minutes, 36 secondseven know how to guess those. So when I go to score that that it's an impossible area for me to score I guess intelligently. 1:05:491 hour, 5 minutes, 49 secondsI was suggesting it comes out. 1:05:511 hour, 5 minutes, 51 secondsI'll make a motion that we remove the cost out of this matrix. 1:05:551 hour, 5 minutes, 55 secondsSecond remove cost of this matrix. Any more discussion? 1:06:031 hour, 6 minutes, 3 secondsCost is in there. I I mean we we got cost some is 15 million some has 1:06:111 hour, 6 minutes, 11 secondspower some doesn't some roadways are in there some are that some are not you know I mean those are costs 1:06:211 hour, 6 minutes, 21 secondsI believe when it comes to council it will have hard and fast but I'm right here at this meeting I understand but at the point at what 1:06:281 hour, 6 minutes, 28 secondswe're available here I don't think there's enough information here to evaluate the cost completely and fairly for each site. 1:06:421 hour, 6 minutes, 42 secondsAny more discussion? 1:06:441 hour, 6 minutes, 44 secondsYes. This to remove item section two evaluates CR number two. All in favor with I I post. No. 1:06:531 hour, 6 minutes, 53 secondsWe'll do a roll call. 1:07:021 hour, 7 minutes, 2 secondsJeff Baines. Hi Regina Santana. 1:07:081 hour, 7 minutes, 8 secondsHi Jody Vance. 1:07:111 hour, 7 minutes, 11 secondsHi Tom Clemens. 1:07:131 hour, 7 minutes, 13 secondsHi Steve Jones. Not Steve. Phil Morehead. Hi. Joey's not here. Camil Berdine. 1:07:211 hour, 7 minutes, 21 secondsNo. Caleb Thorne. I'm just going to abstain from this one. 1:07:281 hour, 7 minutes, 28 secondsItem two carries. So I make be revised send back out by Virginia's team removing item two. So they'll be one 1:07:361 hour, 7 minutes, 36 secondsthrough six now with item two gone. And I think our next step is information we received today from Steve from the public in a few minutes 1:07:451 hour, 7 minutes, 45 secondscomments from the public folks. We need those returned to us that sealed envelope again. Everybody got their envelopes. Everybody got their sealed 1:07:511 hour, 7 minutes, 51 secondsenvelope for return your matrix back to Virginia's office again like you did last time. Uh you want to call it back to Virginia? Anything you want to add to 1:07:591 hour, 7 minutes, 59 secondsthat? Do we want to entertain a motion to remove all the sites except for the four? I'll make a motion. Second. 1:08:071 hour, 8 minutes, 7 secondsMotion remove all the sites these final four we discussed tonight. Any more discussion? With I. I. I. 1:08:141 hour, 8 minutes, 14 secondsOkay. Thank you, Virginia with those four main sites. Um 1:08:231 hour, 8 minutes, 23 secondsturn them in next Wednesday. Is consideration meeting clarify one thing. 1:08:281 hour, 8 minutes, 28 secondsI sure didn't mean the council gonna vote to do anything on the fourth day of August. I think y'all are right. We're way we're way we're near there. But it does move one step ahead because get down these final four. 1:08:391 hour, 8 minutes, 39 secondsYou guys only got to turn Steve and J loose. Obviously I'm getting ahead of myself here. But they got to do some more work on these four sites. Absolutely. And that's what you probably talk about. 1:08:461 hour, 8 minutes, 46 secondsI'm guess before I can go. 1:08:501 hour, 8 minutes, 50 secondsGot to get to you. Just got to get to Right. 1:08:521 hour, 8 minutes, 52 secondsOkay. So I apologize if I didn't make that clear. All right. Um, is there any consideration to meeting meeting again next week or wait till August 4th? 1:09:011 hour, 9 minutes, 1 secondThat's the question. 1:09:041 hour, 9 minutes, 4 secondsCould you in on the 29th? That's next Wednesday. 1:09:091 hour, 9 minutes, 9 secondsActually to we could actually meet again either Thursday if they're total up or we just wait till the bottom Monday or Tuesday, whatever y'all want to do. 1:09:221 hour, 9 minutes, 22 secondsLook at the calendars. 1:09:241 hour, 9 minutes, 24 secondsAre we're looking at Thursday the 30th? Is that I was just picking that date because I 1:09:331 hour, 9 minutes, 33 secondsknow you don't do it on Friday, but if we can't get them then, we might as well wait till the Tuesday anyway. 1:09:391 hour, 9 minutes, 39 secondsWith the people not here, are they out of town? Are they going to be able to score it that quick? And uh Jeff, you might as well wait the next Tuesday. 1:09:471 hour, 9 minutes, 47 secondsRehearsal harmony here. Okay. Yeah. 1:09:491 hour, 9 minutes, 49 secondsWe'll just leave the skirt schedule in August 4th. Turn them into Regina by next Wednesday. Sealed. We meet here at 4 PM on August 4th. 4 PM August 4th. It 1:09:571 hour, 9 minutes, 57 secondswill reveal those final evaluations, rankings. All right. 1:10:051 hour, 10 minutes, 5 secondsWe'll send out revised matrix with just the four sides and we'll remove number two. 1:10:121 hour, 10 minutes, 12 secondsPlease date that this date. If you do that date for July the 21st, we know we're up with the right matrix. Okay. 1:10:181 hour, 10 minutes, 18 secondsAll right. We're ready for comments from the committee. Uh start down on this then. I'm starting with Wait a minute. Sorry, Derek. We ain't got to you yet. 1:10:291 hour, 10 minutes, 29 secondsEasy. 1:10:311 hour, 10 minutes, 31 secondsNo committee. Sorry. My bad, Derek. My bad. Sir, I feel we'll start with you today. 1:10:371 hour, 10 minutes, 37 secondsI'm good. I'm good right now. No comments. No comments. 1:10:451 hour, 10 minutes, 45 secondsTom, no comment. 1:10:471 hour, 10 minutes, 47 secondsJody, no comments. Regina, no comments. 1:10:521 hour, 10 minutes, 52 secondsThank you all for your work today. We'll move on now with the public comments. 1:10:551 hour, 10 minutes, 55 secondsMr. Dodson, comments. Derek Dodson, I'm not going to do it right now, but on 1:11:031 hour, 11 minutes, 3 secondstwo of the sites, 13 and 22, I could give you a very good ballpark number on 1:11:111 hour, 11 minutes, 11 secondsthe land cost on those two. I don't want to spend my time at this microphone decimating site number two, which I 1:11:201 hour, 11 minutes, 20 secondsdidn't know I could do until I heard your report. Now I know that I can remember Derek, you got three minutes. I didn't start a clock yet. You got an extra couple of seconds. 1:11:311 hour, 11 minutes, 31 secondsOkay, here we go. Three minutes. I'm just I'm just now starting. Yeah, you got to hit start. 1:11:381 hour, 11 minutes, 38 secondsThe next thing I want to address is at the last meeting, Mr. camp came to this microphone and I think he received some 1:11:451 hour, 11 minutes, 45 secondsbad information with regard to his property. It's self-evident that his property 1:11:521 hour, 11 minutes, 52 secondsu on Carver Lane at some point into the future perhaps years away would be bought by the city potentially to be 1:12:011 hour, 12 minutes, 1 secondbuffer parkland. So an ideal outcome for him for his property to be parkland in 1:12:081 hour, 12 minutes, 8 secondsthe future maybe even camp park. So, uh, he made the comment he didn't want his property to be a sewer plant. Uh, I 1:12:171 hour, 12 minutes, 17 secondsthink it's self-evident his property would not be a sewer plant. And my final point is with regard to site number 22, which is on Maple Hill Road, 150 acres. 1:12:281 hour, 12 minutes, 28 secondsSo, in my opinion, uh, to lower the number down, y'all are making a 50,000year decision here. And there's a 1:12:381 hour, 12 minutes, 38 secondsvery big picture and there's a massive epic opportunity cost and so that's what I'm addressing here now. So beyond the 1:12:471 hour, 12 minutes, 47 seconds150 acres there's the potential of the city to pick pick up into the future the 164 acres to the north the Donnell 1:12:561 hour, 12 minutes, 56 secondsproperty as park land uh or other needs the city might have for land in the future that are unknown. 1:13:031 hour, 13 minutes, 3 secondsAnd then to the south there's a 100 acres in part owned by Eddie Callus who as I understand it would prefer his not 1:13:111 hour, 13 minutes, 11 secondsproperty be developed into houses which potentially could also be parkland uh and excess land for the city to expand 1:13:181 hour, 13 minutes, 18 secondsthe sewer plant to be buffer to the sewer plant but potentially 414 acres of parkland for the forever future of the 1:13:271 hour, 13 minutes, 27 secondscity by choosing site number 22. And I actually do not think it's possible for anyone to make the case that any other site trumps this site because of that. 1:13:391 hour, 13 minutes, 39 secondsAnd furthermore, this site would be a cheaper site in terms of land cost than site 13, 409 Carver Lane and Rockwood. 1:13:491 hour, 13 minutes, 49 secondsThank you. Thank you, Derek. 1:13:591 hour, 13 minutes, 59 secondsHi, my name's uh Chad Connley. I live on Carver Lane. I appreciate the gravity of your work and the recommendation you're 1:14:061 hour, 14 minutes, 6 secondsgoing to bring to the council. Um given all the political pressure on our city and our council, I'm not surprised that we would cut the list from 12 to 4 based 1:14:151 hour, 14 minutes, 15 secondssolely on the owner's willingness to uh negotiate. Bit surprising, but uh I guess not overly surprising. Um, I appre 1:14:241 hour, 14 minutes, 24 secondsappreciate the first pass on uh cost feasibil feas and infeasibility even though not including the cost to eliminate twothirds of the candidates seems pretty odd to me. 1:14:361 hour, 14 minutes, 36 secondsUh, and I'll faith that you'll at least consider some of those costs. Although after I wrote this, clearly you're not going to do that um in your recommendation um as you present this 1:14:441 hour, 14 minutes, 44 secondsfor the council. I did have one question. Uh, three finalists received yes from the owners, but the mayor 1:14:511 hour, 14 minutes, 51 secondsprovided a caveat on site 22 and that someone else, presumably the developer, provided that yes. And I'd love to understand who that was and whether the 1:15:001 hour, 15 minutesowner of the property will be consulted before this gets pushed to the city council if you're answering questions. Thank 1:15:071 hour, 15 minutes, 7 secondsyou, Paul. We we hear your comments. We don't answer questions necessarily. 1:15:181 hour, 15 minutes, 18 secondsUh, Anthony Murphy, 2019 Man Road. Um, just two comments. One you might consider a bribe, the other you might consider just wanting to be a friend. 1:15:261 hour, 15 minutes, 26 secondsBut I'm willing to pick you up and drive you down Manroad and let you know that your consultant, 1:15:351 hour, 15 minutes, 35 secondsI'm assuming he's he's driven it either or he's looked at it in Google. Um, we do have pictures that shows part of the 1:15:421 hour, 15 minutes, 42 secondsroads are 17 feet dirt to dirt. So, I just want it on record that you need to take that drive if you have not because 1:15:511 hour, 15 minutes, 51 secondsif you do it without the the uh additional construction needed, it's going to be a problem down the road. 1:15:571 hour, 15 minutes, 57 secondsSecond, I'm also surprised on your whole cost throwing throwing the baby out with the bathwater. I don't know why I don't split those costs in the hard costs that 1:16:051 hour, 16 minutes, 5 secondshe's provided and then you have variable costs that you don't know yet and and judge the hard cost. He's done a lot of 1:16:121 hour, 16 minutes, 12 secondswork to give those to you. The variable cost you don't know until someone sits down with some of these people or someone looks at the road and the construction that's needed. So, I think 1:16:211 hour, 16 minutes, 21 secondsyou should have split those because this guy's done a lot of work to give you the hard ones and that's it. And thank you for the work you guys are doing. Thank you. 1:16:431 hour, 16 minutes, 43 secondsGood evening, ladies and gentlemen. I'm sorry I'm a little bit late. Um, and I don't have one or two things to say. My name was mentioned a few minutes 1:16:511 hour, 16 minutes, 51 secondsearlier. I just want you to know that the people repeat your name again for the record. 1:16:551 hour, 16 minutes, 55 secondsExcuse me. My name is Eddie Callus. My family owns some 100 acres or so on Maple Hill Road, not far from where you're talking about building a sewer 1:17:031 hour, 17 minutes, 3 secondsplant. And the only thing I want to say is there's nothing we won't happen to our property that would be anything but harm by locating the sew sewer plant 1:17:111 hour, 17 minutes, 11 secondsdown there. I'm opposed to it um from every aspect. Thank you. 1:17:251 hour, 17 minutes, 25 secondscomments from the audience here today. 1:17:321 hour, 17 minutes, 32 secondsAjourn a meeting here I believe here really quick here and last. Okay, sir. Come on up. This is the time. 1:17:401 hour, 17 minutes, 40 secondsJust please give us your name. 1:17:451 hour, 17 minutes, 45 secondsHi Steuart Maynard. Um 1203 Balent Trace Boulevard. 1:17:511 hour, 17 minutes, 51 secondsYou're talking about all these costs and the road construction and stuff. Since they're county roads and everything, who 1:17:581 hour, 17 minutes, 58 secondsis going to bear the cost of those improvements? There's going to be huge dollars spent if you go out to site 1:18:061 hour, 18 minutes, 6 secondsnumber two. And is that going to be something the city pays for or is that going to be something the county is going to be 1:18:141 hour, 18 minutes, 14 secondsthat I won't answer? It'd be a C responsibility. Absolutely. It' be part of the project cost. Absolutely. Yes, sir. 1:18:271 hour, 18 minutes, 27 secondsAnyone else? So moved. 1:18:381 hour, 18 minutes, 38 secondsI wanted to say something. I'm sorry. Journ. I'm sorry. 1:18:461 hour, 18 minutes, 46 secondsI didn't hear you call a germ because I your mouth 1:18:531 hour, 18 minutes, 53 secondsthere's so many
