0:000 seconds scratch. 0:2828 seconds You're you're see what you're in for. You're just close now. Yeah, I know. Couple days away. 0:3636 seconds[clears throat] 0:3939 seconds They're so 1:061 minute, 6 seconds I'm going to need more chocolate. 1:101 minute, 10 seconds I really don't. But no, for now if I if I tap you if I tap you on the shoulder, don't look shocked. 1:231 minute, 23 seconds Just know what know what it's about. 1:371 minute, 37 seconds How are you? You got to be done with five. 2:242 minutes, 24 seconds Greeks. I did somewhere. to break that out here in the meeting. 2:322 minutes, 32 seconds Well, I was you might want to pass that around instead of chocolate. 2:412 minutes, 41 seconds We're just leave it like 2:552 minutes, 55 seconds we did cook this morning. 3:073 minutes, 7 seconds There's just money by the way. 6:116 minutes, 11 seconds that didn't exist. 6:296 minutes, 29 seconds So you got 6.8 seconds 6:446 minutes, 44 seconds on that side. Phil 7:027 minutes, 2 seconds He's out of the game then. Okay, they were 7:127 minutes, 12 seconds the only one out there say he would be late. 7:197 minutes, 19 seconds realize that they had a need. A lot of this property was still in the county 7:287 minutes, 28 seconds bar and why would you sit right on top of those? 7:377 minutes, 37 seconds He asked him here, but these are already good. That's a good spot of inter. 8:048 minutes, 4 seconds It's that time. 8:078 minutes, 7 seconds Want to welcome everybody. We got a couple of folks that are running a bit late here and that's Councilman Carmarmac and Councilman Berdine. So I won't call them out or anything but 8:148 minutes, 14 seconds they'll be here in a minute maybe 8:168 minutes, 16 seconds[laughter] 8:198 minutes, 19 seconds two. They think they're both on their way. So if y'all just stand by just real just for a couple minutes here and we then we'll get started. 8:418 minutes, 41 seconds And I think Joey think they're both coming up right now. 9:009 minutes She knows the store. 9:139 minutes, 13 seconds one there. Saved you a big chair there, Camille. 9:249 minutes, 24 seconds candies on your president account for we're going to get 9:339 minutes, 33 seconds started here. We're going to welcome everybody here this evening again for our uh selection recommendation committee. We're doing just that. Select 9:409 minutes, 40 seconds and recommend to the city council. We'll get started first by our roll call. 9:449 minutes, 44 seconds Randy Jeff Baines. 9:489 minutes, 48 seconds Gina Santana here. 9:519 minutes, 51 seconds Joey Vance here. 9:539 minutes, 53 seconds Tom Clemens here. 9:559 minutes, 55 seconds Phil Morehead Joey Carmarmac. 9:599 minutes, 59 seconds Camille Berdine here. 10:0110 minutes, 1 second Caleb Thorne here. 10:0310 minutes, 3 seconds Dave Dixon here. 10:0410 minutes, 4 seconds Randy Lane here. 10:0810 minutes, 8 seconds We were all present. Our next item of business will be to approve our minutes from our from our July 21st meeting. 10:1310 minutes, 13 seconds Everybody a chance to read those? Any any motions or corrections, comments on the minutes from July 21? Approve. 10:2010 minutes, 20 seconds Any discussion on the July 21 minutes? All in favor with I. 10:2510 minutes, 25 seconds Any oppos? Answer carried. Next on our agenda is our chairman comments and they'll be short and sweet today. I know some folks here today, they've been for 10:3310 minutes, 33 seconds so I want to make sure everybody understands why this committee is here and why we were formed. This was tasked by the city council to identify a minimum of three sites that could be 10:4110 minutes, 41 seconds suitable for a new wastewater treatment plant. So minimum three sites need to be at least 60 bit of acres. So it's a lot of flood plane etc. a lot of slope got 10:5010 minutes, 50 seconds to be 60 bit of acres is what this has been asked to consider. We start out with 15 sites that the staff gave us. 10:5610 minutes, 56 seconds During the process we've added seven sites got to 22 sites. We uh ranked those when those sites got those down to 12 sites. couple weeks ago we got those 11:0511 minutes, 5 seconds 12 again by ranking those again with certain criteria down to the final four you heard about tonight here. So we're down to our final four sites we're to 11:1311 minutes, 13 seconds review recommending to the mayor and council as as these sites are doable and they'll go through a lot more due diligence etc to determine what where 11:2111 minutes, 21 seconds they want to go in the future. One of the criteria was we talked before was look for people that wouldn't talk to the city willing not necessarily 11:2811 minutes, 28 seconds guaranteed to sell but wouldn't talk to the city of 11. So that's the foresight have been identified. I think there actually in those four sites seven property owners all them agreed to at 11:3711 minutes, 37 seconds least talk to the city about selling their property. They not nobody said I will sell. There's no deals cut. There's no agreements on anything. They just said they'd consider selling the city. 11:4511 minutes, 45 seconds So that's why those four sites are where they are. Um that being said, you know, hope tonight's meeting we can give those four sites to the mayor and him do the 11:5311 minutes, 53 seconds work beyond that. The staff beyond that just to be done beyond that to actually uh determine what might be the city. 11:5911 minutes, 59 seconds Anticipate more work session but the council several work sessions. It won't happen just overnight. There'll be a process here. Uh no doubt though. Again, the council's got to evaluate other 12:0812 minutes, 8 seconds things too. We'll talk that few minutes as well here. Other things have to be evaluated on this process. It's all I got right now. Uh committee, you're a 12:1512 minutes, 15 seconds co-chair or chair. Anything you want to add? 12:1912 minutes, 19 seconds Thank you, Virginia. Randy, any comments? Not yet. 12:2512 minutes, 25 seconds Tom, Jody, [clears throat] Camille? 12:2912 minutes, 29 seconds No. I just want to say thank you to everybody and uh for being willing to do this and to go through these steps and I 12:3712 minutes, 37 seconds I feel pretty good about all the ones that we have [clears throat] reviewed and and done the matrix on. So, I think 12:4412 minutes, 44 seconds it's um like you said in the letter um Jeff is that we've done what we were 12:5212 minutes, 52 seconds asked to do um and I think we've thoroughly um evaluated them from an 12:5912 minutes, 59 seconds infrastructure standpoint and I think we're going to be better off as the council moves forward um by by the ones 13:0713 minutes, 7 seconds that are being suggested. Thank you Dave. 13:1013 minutes, 10 seconds No comments. Steve X official will come back to you. Caleb. No sir. 13:1613 minutes, 16 seconds Yeah. My only comment as well would be that I do believe the committee has has done exactly what they were tasked to do and uh I'm excited to hear what Steve 13:2513 minutes, 25 seconds has to say about these four sites and then at this point uh pass this on to uh beyond this committee then move forward 13:3213 minutes, 32 seconds and let Steve and Regina whatever do the actual cost analysis tied to each of those four sites. Make those recommendations to city council. And 13:4013 minutes, 40 seconds then, as Jeff said, I'm assuming we'll have a minimum of one, if not more, uh, work sessions then to review those four 13:4713 minutes, 47 seconds before they come to council uh, for a vote. 13:5213 minutes, 52 seconds I don't have anything to committee review. I want to first I have several calls a question about like always sewer plant always question about 14:0014 minutes older older older. So Steve has seen tonight. This plant we are 20 different technology, right? Everybody should understand that I think too. So this is not the plant that's out in Hartman 14:0814 minutes, 8 seconds Drive today, but Steve, if you'll give a quick overview of odor control, what's in the clothes, etc. Just to have that basic information where we start tonight. 14:1614 minutes, 16 seconds Yeah, I'm assuming everybody can hear me. Um, so odor control in treatment processes at reclamation facilities 14:2314 minutes, 23 seconds these days is a lot more advanced than what we have at the existing plant. The existing plant was built in the 1950s. 14:2914 minutes, 29 seconds It has an odor control system that's been retrofitted into place. Um, and it does a good job. Uh sometimes there's 14:3614 minutes, 36 seconds equipment failures and stuff. It's been doing a pretty good job for the past year or so after a bunch of repairs have been made. Uh but newer facilities where 14:4414 minutes, 44 seconds[clears throat] we have we designed the basins from day one to have an odor capture system in place uh allows us to 14:5214 minutes, 52 seconds be a lot more efficient in capturing gases and running those through bio scrubbers and removing the odor before it's vented off into the atmosphere. So 15:0115 minutes, 1 second generally we are going to uh cover every basin uh that has an anorobic uh process in it which is the type of process that 15:0915 minutes, 9 seconds creates the most odor concerns. Uh so that's your head works, your sludge, uh any digesttors, um 15:1815 minutes, 18 seconds you know a number of other facilities that are in there. Typically water water reclamation facilities don't cover aerobic basins. Uh those are the basins 15:2715 minutes, 27 seconds that we're just putting a lot of air into and so it's a massive amount of air to try to capture. Uh that can be done. 15:3415 minutes, 34 seconds Uh but those basins through field testing and stuff all around the country show that there's not very much odor created in those basins and so typically 15:4315 minutes, 43 seconds they're not covered. Uh Metro Nashville just undertook uh projects at both their water facilities uh and they did not cover any of their 15:5115 minutes, 51 seconds aerobic basins. So this is, you know, the standard that's used throughout the industry at this time. Um, so I mean, we 16:0016 minutes we're confident and work with I mean, we worked with Brown and Caldwell and Hazen on Metro projects on the odor control 16:0716 minutes, 7 seconds facility. So we're very confident that we can control the odor uh with the design of the new facilities. 16:1316 minutes, 13 seconds Okay, that was a big concern of everybody. So I wanted Steve to elaborate just a little bit before we get started. That said, you know, if you pull up the uh matrix scores, these 16:2116 minutes, 21 seconds final form rankings, we'll look at those real quick and talk about those and then we'll have some public comments. 16:2816 minutes, 28 seconds So, here are the rankings after our last meeting. Site 22 is in lead 61, site 13, 60, the site seven, and site four at 46. 16:4116 minutes, 41 seconds So, and I believe everybody everybody that I believe participated in last rank, is that correct? with 10 10 rankings, 16:5016 minutes, 50 seconds but this is the summary of all the rankings. So, uh we're really really I guess now to look at that matrix for a minute here and then we want to talk 16:5816 minutes, 58 seconds about the public comments have public comments before you any kind of vote of action or anything tonight. So, uh any comments real quick on what you see on 17:0517 minutes, 5 seconds the rankings? I mean that's again site 13 the plus is because there's three properties at site 13 there's two properties at site seven and then one at 17:1317 minutes, 13 seconds each site 22 and site two and that's just where we ranked them based on our last after our last review. So 17:2217 minutes, 22 seconds comments on that before we go into the public comments. 17:2617 minutes, 26 seconds That's where we are. That said we're go to public comments. I'll do something different tonight. I want to we have these four sites. I'd like for us to talk about site 22 first here. talk 17:3517 minutes, 35 seconds about site 22. That's we're going to take about 15 20 minutes. We got about this room here by 5:30. Take about 20 minutes here on site 22. Then we're 17:4417 minutes, 44 seconds going to move to 13 to 72. And if we got time we get done, we'll come back. So let's uh try to repeat ourselves. Uh 17:5017 minutes, 50 seconds let's start with site 22 and uh we're open for site 22 right now. Site 22. That's the Maple Hill Road site. 18:0018 minutes I've got just a general overall what I'd like to say. Uh they Nelson and uh hey I appreciate y'all again. 18:0818 minutes, 8 seconds Y'all giving this your time. You've done the task that you put a hand. I'm Ken Nelson Jr. I live at 801 Horn Springs Road. 18:1618 minutes, 16 seconds Um from the very beginning I come to the the very first meeting, Jeff, and you said three times in a row how you care about the county and county people. 18:2618 minutes, 26 seconds Well, we still got some things in the county on the list. 18:3018 minutes, 30 seconds All these good people here have been here to tell you to keep it in the city. 18:3518 minutes, 35 seconds That's been their only their only thing they've asked you to do. If you read in the Constitution of the United States, 18:4218 minutes, 42 seconds it's perfectly clear that all the power, not some of the power, but all the power belongs to the people. I don't know that 18:5018 minutes, 50 seconds y'all are listening to the people. We tell the government what to do. Now, this is weird because we're talking about y'all moving into the county and I can't vote for none of you in the city. 19:0119 minutes, 1 seconds o, we can find people that can. 19:0519 minutes, 5 seconds Um, right now, that's all we're doing is telling you to keep it in the in the in the city. Rockwood needs to be where it goes. Thank y'all. 19:1519 minutes, 15 seconds[applause] 19:3119 minutes, 31 seconds I'm Deborah Carver. We own 165 Horn Drive. Um I'm opposed to site 22 um on 19:3819 minutes, 38 seconds Maple Hill Road. It backs up to our property 2,000 foot touches it. Uh my 19:4519 minutes, 45 seconds family and I purchased this 56 acres of land last year to build our dream venue 19:5119 minutes, 51 seconds um event center and wedding venue on um we're in the process of building animal 19:5819 minutes, 58 seconds barn, event hall, a glass house for weddings and events. Um we're investing our our life savings. 20:0720 minutes, 7 seconds[gasps] 20:0920 minutes, 9 seconds I'm sorry. 20:1220 minutes, 12 seconds Y'all previously approved this for a neighborhood. We knew that. We weren't thrilled, but we were like, "Okay, we're going to build a, you know, plant trees 20:2020 minutes, 20 seconds and block that and stuff." And then I find out two weeks ago that now y'all going to put this sewer plant and we are going to have a up close view of it. 20:2920 minutes, 29 seconds That's the only thing we'll see from this glass house we just sent y'all. And they're supposed to be blasting on that property probably because we're on we're 20:3720 minutes, 37 seconds on solid rock. We know we've been building and it is too. And can you imagine what it's going to do to our glass house? If it don't break the glass, we're definitely going to have 20:4620 minutes, 46 seconds leaks, you know, from the seals being broke. Um, we have to worry about um the eyesore. It's an eyes sore. And um I 20:5520 minutes, 55 seconds know there's going to be a buffer. Y'all know that that's going to take years to be effective. I mean, let's be 21:0121 minutes, 1 second realistic. And then um [snorts] my second concern is the rock, the 21:0921 minutes, 9 seconds damage from that. and then the decrease in property values for for us and our neighbors. If we just decide, okay, we're just going to have to bail and 21:1821 minutes, 18 seconds sell this. Our property's gone down. We just spent a fortune on it last year. 21:2221 minutes, 22 seconds And um I'm sorry, that's I just think it needs to go somewhere that is not going 21:3021 minutes, 30 seconds to affect the the people of your community. And Hartman Drive people when they moved there, they knew that there was a sewer plant there. And I think 21:3921 minutes, 39 seconds it's just only fair. I just I'm begging y'all to consider that. [snorts] Thank you, M. [applause] 21:4921 minutes, 49 seconds[applause] 21:5421 minutes, 54 seconds Thank you. I'm David Carver, 165 Horn Drive. I'm Deborah's husband. 21:5921 minutes, 59 seconds Um and I definitely oppose of the Maple Hill site, site 22. Um, our property 22:0622 minutes, 6 seconds it's it sits it's 56 acres into Horn Drive and like Deborah said we share 2,000 foot of border with site 22. 22:1722 minutes, 17 seconds We bought this property last year last November not to develop it and put a neighborhood but like she said a wedding 22:2522 minutes, 25 seconds venue event site uh featuring agri tourism. 22:3022 minutes, 30 seconds Um, we spent over a year planning this and have already invested a lot of money, including extending Horn Drive, having Glass House built and site work. 22:4322 minutes, 43 seconds I believe the from what I've seen, the sewer plant would be about a hundred yards from us. So, our our guests are going to have a a view of Horn Branch, 22:5222 minutes, 52 seconds which is a beautiful natural stream, uh, fields of wildflower and a sewer plant. 22:5922 minutes, 59 seconds Um, we're so excited. We've we've already booked a lot of bookings for 27 and if this sewer plant goes there, 23:0823 minutes, 8 seconds we're out of business. So, just wish you consider before you make a decision. 23:1323 minutes, 13 seconds Thank you. You know, miss one thing for 23:1723 minutes, 17 seconds[applause] 23:2123 minutes, 21 seconds site 22. We should put on the screen. 23:2323 minutes, 23 seconds This this plan does show some layouts of the some of you seen before, but it's a little bit updated maybe. So this will be the site 22 layout. We'll discuss a little more. I will say real quickly you 23:3123 minutes, 31 seconds understand the property there. The the lighter gray shared to the left of the screen there is actually phase one. The darker areas are the branch areas is 23:3923 minutes, 39 seconds phase two. This was to be built in two phases over over a time frame. So get that good enough ste there. Phase one is the light gray. Phase two is going from 10 million gallon to 20 million gallon. 23:4923 minutes, 49 seconds Right. Later on 20 million 20 to 40. Excuse me. That's right. So go ahead Philip. Can we restart this? 23:5723 minutes, 57 seconds Will times up. 23:5923 minutes, 59 seconds Uhuh. [laughter] [snorts] Are we just in a minute and a half today? We'll get you fixed up. Go ahead. 24:0824 minutes, 8 seconds Phil Philip Donell 914 Maple Hill Road. 24:1124 minutes, 11 seconds Um, I almost didn't get here because I got a mower stuck where I mow on top of the uh the easement for the current 24:2024 minutes, 20 seconds affluent line because it's leaking today. 24:2424 minutes, 24 seconds By the time I was able to get a hold of somebody, it was almost 3:00 and they said they would be out in the morning. So, hopefully we can take care of that. 24:3224 minutes, 32 seconds But this is the third time that they'll be out here since March and that's alarming. 24:3824 minutes, 38 seconds And this site 22 that we're discussing was part of our family farm. My it was well it still is my aunt and uncle's because it's under contract and it was 24:4724 minutes, 47 seconds approved under a specific plan for a neighborhood. 24:5224 minutes, 52 seconds And when I talked to the mayor last week, he told me that SP is good for three years. 24:5924 minutes, 59 seconds So if this is going to be undone, it doesn't need to go back to Summit Development. and it needs to go back to my aunt and uncle, but we don't want it. 25:0925 minutes, 9 seconds But regardless, yesterday at 1:33, Farmington Woods sent out an email and the only site that they discussed was the Carver Lane site. 25:2025 minutes, 20 seconds Wayne Miller Summit Development is the president of that HOA, but he failed to mention, and if there's any Farmington Woods folks in here, please listen up. 25:2925 minutes, 29 seconds He failed to mention that the 150 acres is on the chopping block. 25:3425 minutes, 34 seconds So, if y'all would please consider this and realize that this was approved for a specific plan for development, not for a 25:4325 minutes, 43 seconds sewer plant, and that the Rockwood site, I believe, is is going to be the the best for everybody in the community. 25:5125 minutes, 51 seconds Thank you. Thank you, Philip. Get on site 22, please. Site 22. 26:0226 minutes, 2 seconds Yes, site 22. My name is John Thirsten. 26:0526 minutes, 5 seconds I live at 16 Melly Court, which is in Plantation South Subdivision, that little section up there that borders 26:1326 minutes, 13 seconds that property. Um, as the gentleman previously speaking said, the area was 26:2026 minutes, 20 seconds reszoned to be in the city. So, that takes care of one of your problems, right? Trying to be in the city. Except 26:2926 minutes, 29 seconds at the time it was resoned, all of us who had a concern were promised that this was going to be a housing 26:3726 minutes, 37 seconds development and that the family was going to be very proud that the use of the land was going to be for an upscale 26:4626 minutes, 46 seconds housing development. I think it should still be used if it's going to be used for a housing development and not a 26:5326 minutes, 53 seconds sewer plant. The property value issue for all of us who live in Plantation 27:0027 minutes South will be an issue. We don't vote on city elections, but we do vote and we do 27:0627 minutes, 6 seconds have concerns and I [clears throat] would urge you to not use this site. Thank you. 27:1427 minutes, 14 seconds Thank you, 27:1627 minutes, 16 seconds[applause] 27:1927 minutes, 19 seconds Derek Dodson 106 Chapman. I am going to speak on site number 22. 27:2527 minutes, 25 seconds Uh I myself and I'm sure many of you could stand here and make an equal case 27:3227 minutes, 32 seconds that the Carvers made with regard to site 22 with regard to the other sites whereby you know they can they've got 27:4027 minutes, 40 seconds their own stories about why a sewer plant should not go in in their vicinity. So they spoke with regard to 27:4827 minutes, 48 seconds site 22 and why they believe it shouldn't go near them. But I just remind everyone that there are a whole 27:5527 minutes, 55 seconds lot of cases that can also be made for other sites. Uh it has to go somewhere. 28:0028 minutes It's down to four. I did a grid and on that grid I left out site number two because I do not think it's a viable 28:0728 minutes, 7 seconds site. That's a site on Mound Road, Coast Fair Pike Corridor. So I did a uh a matrix, my own matrix, and I think I 28:1428 minutes, 14 seconds have numbers that you guys do not have, which I'd be glad to share with y'all privately. But among my numbers, I've got two of those that are missing, which 28:2328 minutes, 23 seconds I think you could fill in for the city councilors, Jeff, are these on site number three. Steve Jones said that some 28:3028 minutes, 30 seconds sort of bridge would have to go across for the creek. Approximately how what much do you estimate in the future that bridge to cost to share with counselors 28:3928 minutes, 39 seconds so they can factor that in? Then there would obviously have to be a very substantive road put in at 14 1949 28:4728 minutes, 47 seconds Orange Springs Road, the Bruce property next to the Oral Drive property back to where a sewer plant would be. How much would that road cost? So, as I say, I 28:5728 minutes, 57 seconds have my own grid uh with costs that I don't think that you guys have and I can look down and see and compare the different cost of the different sites. 29:0729 minutes, 7 seconds Um, so I want to say two things. one uh the sewer plant in in Murersboro. I know 29:1429 minutes, 14 seconds you can't see this because it's too far away, but if you go online, it's at uh 29:2129 minutes, 21 seconds 210 232 Blandon Drive in Murboro and it is surrounded by a creek and then on the 29:3129 minutes, 31 seconds far side it's surrounded by a highway then I40 and it looks like it has a few hundred acres of buffer space around it. 29:3929 minutes, 39 seconds I realize some of that's privately owned now, but I'm guessing MVsboro will pick that up in the future. So, uh, the 29:4629 minutes, 46 seconds nearest houses to this are across the creek. They're on big lots. My point is, there's several hundred acres 29:5329 minutes, 53 seconds surrounding this site. There's only one site that you have that several hundred acres in the future could surround. And 30:0130 minutes, 1 second those acres be parkland and no one would ever even know a sewer plant was there because there would be so much parkland 30:0830 minutes, 8 seconds around it. And uh that site is the 150 acres on Maple Hill Road where the 30:1530 minutes, 15 seconds Donnell's to the north do not want their property developed. That could be prop parkland in the future. 164 acres. Eddie 30:2230 minutes, 22 seconds Callus has said at this microphone the last time uh he doesn't support uh the sewer plant next to his 128 acres, but 30:3130 minutes, 31 seconds he didn't say where he wanted the sewer plant to go. Um for the right price, I'd say in the future, they'd be happy to sell their land to the city and for it 30:3930 minutes, 39 seconds to be a park named Callus Park for for the rest of time. So maybe he'll rethink that in the future. uh with regard to 30:4730 minutes, 47 seconds the property off Horn Road. Um yeah, you can stay on 22 and then your time is just finished on 22. 30:5430 minutes, 54 seconds I'm I'm done. But with respite to 22, the Carvers just just laid out a very significant issue and I think the city 31:0231 minutes, 2 seconds should work with them to uh resolve that issue. 31:0431 minutes, 4 seconds One correction, you said earlier you said site three, you meant site 13. 31:0831 minutes, 8 seconds Uh earlier in conversation for everybody, you said three, you meant 13, I believe. 31:1131 minutes, 11 seconds Oh, yeah. Right. I'm sorry. 13. Yeah, we don't have a site. We don't have a three. That's right. Yeah. Okay. Site 22. Yes, ma'am. Next. 31:2231 minutes, 22 seconds Santa F10 Ponder Rosa Trail. I'm opposed to site 22. And I'll tell you why. It's not because I live close to there as 31:3031 minutes, 30 seconds much as you got to think about the future of what's going on. We're we're in this mess right now because somebody years ago didn't think about the future. 31:4031 minutes, 40 seconds Site 22 is not the closest to be coste effective 31:4631 minutes, 46 seconds for the city to run the pipe. It is not the closest to the creek and site 22 31:5531 minutes, 55 seconds backs up to Plantation South and then across the road is Farmington Woods plus a lot of other subdivisions around there. There's a lot of homes affected. 32:0632 minutes, 6 seconds a lot of homes. 32:0832 minutes, 8 seconds And talking about this park setting that Mr. Donnell just said, that's a wide open field over there. There is another 32:1632 minutes, 16 seconds property that's already got the park setting that's totally secluded, but it ain't this. 32:2132 minutes, 21 seconds And you need to think about that cuz you got to think about the future and where this line needs to be and the 32:2932 minutes, 29 seconds growth is going west. We know that 32:3132 minutes, 31 seconds[clears throat] 32:3232 minutes, 32 seconds and that's something to consider. But you got to you got to think of the cost. 32:3732 minutes, 37 seconds And I'm just going to say this right now. Rockwood is in a flood zone and it's going to limit you as to how far you can go and what you can do. So that's not a good property. I know it's 32:4632 minutes, 46 seconds in the city, but it's not a good property for down the road. You're going to be landlocked to what you can do right there. So I've got more to say 32:5432 minutes, 54 seconds about another site, but I'm opposed to site 22. And it's going to be a lot of blasting. 33:0033 minutes A lot of blasting. And this lady with this glass house, I live through three rounds of blasting. I know what it is. Thank the good Lord. 33:0833 minutes, 8 seconds My daddy had enough foresight to have a good foundation and footing put under that house. I didn't have damage. 33:1733 minutes, 17 seconds And I live through some hard blasting with the highway and the warehouses. But I didn't have a crack in any of my tile bathrooms, nothing in my foundation. I'm 33:2533 minutes, 25 seconds not going to say that on over here because I already got cracks in my house that I had been in but since December 22 and it was it's been there 20 years. But 33:3333 minutes, 33 seconds I think I've got some cracks in my house that's came in since I moved in there. 33:3633 minutes, 36 seconds So you'd imagine what this blast is going to do the plantation south and this rock and this this glass house. So 33:4433 minutes, 44 seconds there's a lot of people affected, a lot of homes affected with site 22 where there's another site that's not going to 33:5133 minutes, 51 seconds affect homes but will take care of down the future. So that's all I got to say. Thank you. Still site 22. 34:0034 minutes[applause] 34:0634 minutes, 6 seconds[clears throat] 34:0734 minutes, 7 seconds Kim Prozeller. I live on Horn Springs Road. 34:1034 minutes, 10 seconds[snorts] 34:1034 minutes, 10 seconds I can stand up here and tell you until I'm purple in the face that uh you need to keep it in the city, but I understand that y'all have a job to do, right? 34:1834 minutes, 18 seconds I would ask that you would consider for Horn Springs Road. I keep hearing that the access to the road is like a 34:2534 minutes, 25 seconds positive thing for this site. I would ask you to consider that how that road is super narrow. It's got no shoulders 34:3334 minutes, 33 seconds and it's got a lot of blind curves. In the nine years that I've been living out there, we've seen two dump trucks just turn over on the side of the road. They 34:4034 minutes, 40 seconds must caught a wheel on the edge and went right over in the same place. And that isn't even the worst part of the curves on that road. 34:5034 minutes, 50 seconds Since we bought up there, my next door neighbor, Mr. Al Slattton, has had two really nice brick mailboxes completely 34:5834 minutes, 58 seconds obliterated, and we live on the straightaway. That road is a little dangerous. So, I think if you're going to expect more traffic, construction 35:0635 minutes, 6 seconds traffic, and then just general operational traffic after that thing gets installed, you're going to have to do some improvements. Now, I know that there's been bickering back and forth 35:1435 minutes, 14 seconds between the city and the county. And I don't know, I'm I'm assuming that that that's a county road after the the railroad tracks because it's not in the 35:2235 minutes, 22 seconds city there. But y'all are going to have to spend money. Somebody is going to have to spend money to improve those roads if you're going to have that kind 35:2935 minutes, 29 seconds of traffic up in there. I appreciate y'all have a tough job. You got a lot of public opposition here and you're on a 35:3635 minutes, 36 seconds time a time schedule. You crunch, but this is, let's say, been overlooked for way too long. And I understand again 35:4435 minutes, 44 seconds that y'all got a job to do, but please consider all of the factors, all of the money that's going to have to be spent. 35:5035 minutes, 50 seconds I know this site 22, they said that it's going to have to have more piping, more expenses. Please consider the road 35:5735 minutes, 57 seconds improvements as well. Thank you. I correct. You're talking about site seven actually. Horn Springs road site. 36:0336 minutes, 3 seconds Well, I thought that this one was going to have a access road from Horn Springs Road. Oh, no. That's site seven. 36:0836 minutes, 8 seconds Well, I would say the same thing about Maple Hill Road. That road ain't real great either. Okay, that's fine. That's fine. 36:1636 minutes, 16 seconds[applause] 36:2036 minutes, 20 seconds More on 22. If we got one more on 22. Anybody on site 22? We've heard. 36:2636 minutes, 26 seconds Okay, let's move on to site 13. Site 13. You may just speak about site 13. 36:3636 minutes, 36 seconds Yeah, we'll put up there. Site is one over off of Hartman Drive, Alabama Drive. 36:3936 minutes, 39 seconds Rockwood, the Rockwood area. It includes Rockwood and the Cedar Farm site and one more site there. I believe there's three tracks on this side. Yes, sir. 36:5036 minutes, 50 seconds Terry Monahan, 511 Barton Shore Court. 36:5436 minutes, 54 seconds Um, I understand your edict is to uh give the city a 60 acre property, but 37:0137 minutes, 1 second there's a fallacy. There's a fallacy with that. Um, the fallacy is that you're not considering other technology. 37:1037 minutes, 10 seconds Now there's newer technology and that technology only requires five acres 37:1737 minutes, 17 seconds for the the water treatment plant plus uh odor uh o taking care of odors and um 37:2837 minutes, 28 seconds so the amount of property that you need let me step back and that is a a closed 37:3537 minutes, 35 seconds system odor-free and it becomes an industrial building not uh you know with 37:4337 minutes, 43 seconds open basins and and things like that. So aesthetically you don't need to have the setbacks. You don't need to have the 37:5037 minutes, 50 seconds odor setbacks. You've talked about that the the uh technology from Merriesboro doesn't doesn't have odor because of the 37:5937 minutes, 59 seconds new technology. So you don't need those setbacks for odor. So you're looking I understand you were given the edict to 38:0838 minutes, 8 seconds do 60 acres and that's what you're doing but you don't need that much if you use 38:1538 minutes, 15 seconds the newer technology and the uh acreage at the um uh Rockwood site. If you just 38:2538 minutes, 25 seconds use the smaller part instead of combining the the other things, you can fit the new technology there and it's 38:3238 minutes, 32 seconds close to to the existing plant. So your connections to the existing system are short. You've got your utilities and 38:4238 minutes, 42 seconds your infrastructure are close by. So you can do that. Now there there is a cost 38:4838 minutes, 48 seconds difference. It's between 13 and 15% more to do the um the uh moving bed uh bofilm 38:5938 minutes, 59 seconds reactor the M uh BBR uh technology. 39:0639 minutes, 6 seconds So, but to offset the price of the property that you were just talking 39:1339 minutes, 13 seconds about, the uh site 22 where you've got 150 acres and that cost plus the cost of 39:2039 minutes, 20 seconds road changes and uh bring in your utilities and your infrastructure out there can offset the price of the 39:3039 minutes, 30 seconds smaller property at Rockwood to offset the price of the higher cost of the 39:3839 minutes, 38 seconds newer technology. The newer technology also offers advantages because the open basins 39:4639 minutes, 46 seconds um if you have a strong storm, heavy rainfall, the open basins can wash out 39:5239 minutes, 52 seconds the uh the um uh the micro biology that's taking care of your system. 40:0040 minutes Whereas the new technology is all closed in. It's automated and it adjusts for 40:0740 minutes, 7 seconds for uh the difference. It it's inside of a building, so it doesn't have to worry about the um the uh um environmental conditions. 40:1840 minutes, 18 seconds Also, the uh maintenance on the maintenance on the other is on the 40:2640 minutes, 26 seconds conventional is much higher than the maintenance on the new technology. Thank you. 40:3640 minutes, 36 seconds Yes. On site 13. 40:4040 minutes, 40 seconds Let me use three more minutes of our time. 40:4240 minutes, 42 seconds So, since we're talking about this, this uh this 409 Carver Lane has been sitting unused. There's a infrastructure that 40:5140 minutes, 51 seconds was put in place. And my homework showed that Wilson Bank and Trust is currently holding a $13,480,000 40:5840 minutes, 58 seconds note on this property that we could get off the books by by buying this. 41:0341 minutes, 3 seconds[laughter] 41:0441 minutes, 4 seconds Nobody has done anything until yesterday, which is kind of interesting. 41:0741 minutes, 7 seconds They started bush hoging it, so it's starting to look better, but there's been no codes enforcement as far as uh the the city saying that it has to be 41:1441 minutes, 14 seconds kept to a certain height. Um, as far as being close to the affluent plant, it's right across the street. I'm assuming we 41:2441 minutes, 24 seconds can directional bore underneath Hartman Drive instead of under the creek. Um, we've got access to Carver as well as 41:3241 minutes, 32 seconds Hartman. We've got access to the affluent much closer. And let me remind you, I told you that we had a leak 41:3841 minutes, 38 seconds today. Site 22 would have to come across our farm. 41:4541 minutes, 45 seconds We're going to put up a heck of a fight if you try to get an easement. 41:5141 minutes, 51 seconds This is going to be your best choice cuz I will spend every penny that I've 41:5841 minutes, 58 seconds ever made fighting to keep this off of our land. 42:0442 minutes, 4 seconds Thank you, [applause] Derek Johnson. probably very short. Uh 42:1542 minutes, 15 seconds let me just say since he just got through speaking that uh his problem is that Summit 42:2342 minutes, 23 seconds is in control of the property now. That that's his issue, Summit. And I have a large issue with Summit, too. And I can 42:2942 minutes, 29 seconds decimate Summit. So, another place, another time. So, I just got up here to 42:3642 minutes, 36 seconds uh share this with you. I I ran some numbers. I am going to share three with you. Uh, I'm the one who put site 13 in 42:4442 minutes, 44 seconds play with the 409 Carver Lane combined with the Rockwood and the other three properties potentially. Um, running 42:5142 minutes, 51 seconds numbers, piping cost and land cost together is at a minimum of $25 million 42:5842 minutes, 58 seconds likely on site 13. Comparing that to site 22, uh 22 is approximately it's all 43:0643 minutes, 6 seconds approximate 32 million. And then the obvious very cheapest site uh with 43:1343 minutes, 13 seconds piping and land cost I estimated to be at 21.6 million with uh number seven which is Oreo Drive. So in terms of 43:2243 minutes, 22 seconds cost, Oreo Drive is cheapest site and once again I discounted two completely out of the picture. uh is not a viable 43:3043 minutes, 30 seconds site. But uh oral drive number seven would obviously be the cheapest and I'm hellbent against it because it does not 43:3843 minutes, 38 seconds factor in the big picture and opportunity cost. 43:4743 minutes, 47 seconds Anybody else on site 13? Come on, Santa Fe [laughter] down some for you. 43:5343 minutes, 53 seconds I don't need a microphone. Y'all hear me? That may be true. 43:5843 minutes, 58 seconds Anyway, I first thought Rockwood was the place because it's sitting close to the other plant and it's sitting in the city 44:0544 minutes, 5 seconds limits. But the more I've studied this and done my homework and y'all know I do my homework and if I say something 44:1244 minutes, 12 seconds wrong, I won't be corrected. But [clears throat] anyway, I don't think that that that is the best the best site for this plant. 44:1944 minutes, 19 seconds Okay. 44:2144 minutes, 21 seconds It's my understanding there's a gas line that's running through the middle of this. 44:2544 minutes, 25 seconds There is it's in a flood zone. It's, you know, and we don't know what's under that ground since it's been a recycling 44:3244 minutes, 32 seconds mess out there. There's no telling what's under there. And it's going to affect the people in Farmington Woods and those that live right in there, too, cuz it's going to be real close to them. 44:4244 minutes, 42 seconds Real close. And it's gonna even though it says it's sitting in an industrial industrial portion of the city, it's in a lot of residential's back door a lot. 44:5244 minutes, 52 seconds So that's something else. And you're still limiting yourself on the future growth and the urban growth boundary that's already there. 45:0445 minutes, 4 seconds When you keep it back up here, you know, there's just more to it than just saying it's setting in the city limits. 45:1345 minutes, 13 seconds cuz I know I know firsthand you can be put in the city and back when I was put in the city I didn't have a choice but 45:2045 minutes, 20 seconds you know the growth boundaries out there and that's something to consider 45:2745 minutes, 27 seconds and so I'm opposed to this of us putting our tax dollars in this Rockwood mess because we got to think about down the 45:3445 minutes, 34 seconds road what's going on down the road you know the ideal thing would have been years ago that they bought all the land behind the existing plant. Well, they 45:4345 minutes, 43 seconds didn't do it and now there's a subdivision there. So, that that ship has sailed. They keep talking about TRW 45:5245 minutes, 52 seconds property, which is not in the running anymore. But that was a big issue. But there's all kinds of chemicals and mess and that. You don't want to stir you 45:5945 minutes, 59 seconds don't want to stir that up. Matter of fact, stay on site 13. 46:0346 minutes, 3 seconds I am, but I'm just trying to put them together with the what's going on with Rockwood. So anyway, I I'm opposed to Rockwood and I hope 46:1146 minutes, 11 seconds y'all consider what the end result would be and cost and everything and and the and the people the amount of people it 46:1946 minutes, 19 seconds will affect because it is going to affect a lot of people right there too. So anyway, thank you. Thank you. 46:3246 minutes, 32 seconds Jeff Barnes. I live at 320 Madrid. Um, we are the center property that would be purchased to the left of the six-pack of 46:4046 minutes, 40 seconds uh tanks there. And she just inspired me. I wasn't going to get up, but um, Rockwood seems to have been the easy 46:4846 minutes, 48 seconds property to throw a stone at every time when we're deflecting from other properties. So, I think I just came to defend the fact that no one has spoken up for any of the families that live all 46:5646 minutes, 56 seconds the way around this property. I don't think anyone has been mentioned until she just mentioned Farmington that this affects property values for quite a lot 47:0447 minutes, 4 seconds of residents. And I think that this is the only site that was ever in the running that directly affects the home of someone that lives there. It would go 47:1347 minutes, 13 seconds uh pretty much directly there wouldn't be a building directly on our house, but our house of 40 years that we just remodeled in full two years ago, I'm 47:2247 minutes, 22 seconds sure would be torn down and the land would be developed. So, um, as easy as it is for the community to throw a stone at this, I at least want to defend that 47:3047 minutes, 30 seconds while it is a good option, uh, it does affect a lot of people. 47:3747 minutes, 37 seconds[snorts] 47:3947 minutes, 39 seconds Hi, I'm Abigail Moss. I live at 716 Farmington Drive in Farmington Woods. 47:4547 minutes, 45 seconds And my neighbors and I are concerned about site 22 and site 13 just because of the sheer amount of residential property that is going to be impacted. 47:5547 minutes, 55 seconds My husband and I have worked very hard to purchase a home there. And it's hard being the next generation of Lebanon and 48:0248 minutes, 2 seconds truly loving it so much and wanting to stay here and seeing so many things that we've worked for drastically change very 48:0948 minutes, 9 seconds quickly. And so we just ask that you take into consideration the far-reaching and long-term effects of this decision 48:1748 minutes, 17 seconds because we plan to be a part of of Lebanon from now on. And we would really like to be able to raise our family here and continue to invest in this 48:2548 minutes, 25 seconds community. I know y'all do not have an easy job and it's often very thankless. 48:2948 minutes, 29 seconds So we just ask for your consideration in that. Thank you. Thank you. 48:3648 minutes, 36 seconds Site 13. 48:4148 minutes, 41 seconds Okay, we're going to move on to site seven. Site seven. 48:5448 minutes, 54 seconds Hello. 48:5548 minutes, 55 seconds I'm the only member of our family, one of the owners of the farm uh that was that have not spoken. Um, my name is 49:0249 minutes, 2 seconds Teresa Dudley Hatcher and we've all gone on the record, all of our families stating that we do not want 49:0949 minutes, 9 seconds to sell our farm on Coosbury Pike. It's a century farm and we've thank goodness it was taken off the list last time and 49:1749 minutes, 17 seconds we really appreciate that. And my husband spoke about the 95year-old woman. Well, now she's concerned because site seven, the back half of it borders 49:2649 minutes, 26 seconds our farm on the back side. It's the Montgomery property and like I say, it borders the back half. One of our daughters has already built on the farm. 49:3749 minutes, 37 seconds My brother lives on the farm. My mother lives on the farm and where my second daughter's wanting to build is on that farm right there where she would look right into this proposed sewer plant. 49:4949 minutes, 49 seconds So, we respectfully ask that you do not consider this because of infrastructure. 49:5449 minutes, 54 seconds I mean, Horn Springs Road, it's it's a mess, and I cannot imagine what it would 50:0050 minutes take to make that road where it could be where you could go down it and not have a wreck every day. So, we respectfully 50:0850 minutes, 8 seconds ask that you do not consider this number seven, this Oreo Drive. Thank you very much. 50:1450 minutes, 14 seconds Thank you. [applause] 50:2650 minutes, 26 seconds I'm Mike Maynard. Uh 2259 Horn Springs Road. My property backs up to Brian's 50:3350 minutes, 33 seconds property and I've lived there for five years. I've been in construction business all my life and I've seen a lot 50:4150 minutes, 41 seconds of things and the possibility of putting this there and trying to take this construction 50:4850 minutes, 48 seconds down Horn Springs Road is next to impossible. 50:5350 minutes, 53 seconds We all that live on Horn Springs Road just saw the project that just got finished on the corner of Highway 70 and 51:0051 minutes Horn Springs Road. They had the grading company hauled a large area of top soil out of there for about two months and 51:0851 minutes, 8 seconds they destroyed 500 feet of road just that fast. 51:1351 minutes, 13 seconds So now we're talking about hauling hundreds and thousands of dump trucks and concrete trucks over a three-year period down a road that you can't hardly 51:2251 minutes, 22 seconds pass as it is to begin with. It's almost impossible. 51:2751 minutes, 27 seconds And this needs to stay in the city. It doesn't need to come out into places where this this is a decision that 51:3551 minutes, 35 seconds should have been made 15 years ago. I was in a development business all my life. And for the last 15 years, every 51:4351 minutes, 43 seconds time a project came up in about the city of Lebanon, it was about the sewer capacity is already over. So, uh, we 51:5151 minutes, 51 seconds recommended and then the problem of it is nobody wants it in their backyard. I mean, we we nobody wants it. It's it's an impossible situation. I want to thank 51:5951 minutes, 59 seconds you guys for doing this because you didn't have to be up here and take all this abuse that you've had to do. I know I know a lot of you and y'all are smart 52:0752 minutes, 7 seconds people and you got to make a impossible decision because of the neglect of the city over the last 15 or 20 years. Thank 52:1652 minutes, 16 seconds you. thing out 52:2052 minutes, 20 seconds[applause] 52:2352 minutes, 23 seconds site seven. 52:3252 minutes, 32 seconds I'm going to concur with that gentleman. My prayers go out to the difficult decisions you people have to make. It's 52:4152 minutes, 41 seconds got to go somewhere. It needed to be here 15 years ago. 52:4652 minutes, 46 seconds I live at the back of Mockingbird Lane, halfway down Horn Springs Road. I've been there 40 years. I'm a runner, 52:5552 minutes, 55 seconds cyclist, motorcycle, been on that road for 40 years. It's been unsafe. For 40 53:0353 minutes, 3 seconds years, it simply can't take anymore without you doing something very 53:1153 minutes, 11 seconds expensive to improve it. Not to mention I back up to Palmer's Branch. The other 53:1953 minutes, 19 seconds side is Mr. Donell's farm. Palmer's Branch at the and 53:2653 minutes, 26 seconds Barton's Creek. It's an environmental disaster. 53:3153 minutes, 31 seconds If there is a problem, and I believe it was you that said there are problems, anything man-made is going 53:3953 minutes, 39 seconds to have a problem. That goes directly into the Cumberland River. I would if I was the mayor of Nashville, Mr. I would 53:4853 minutes, 48 seconds be here complaining too. They don't want our mess. 53:5353 minutes, 53 seconds Wherever you put it, please do it right. 53:5953 minutes, 59 seconds Thank you everyone. Michael Hershey, 2598 Horn 54:1054 minutes, 10 seconds Springs Road. I feel like I spend my life in this room talking about projects. Me, too. That shouldn't be on Horn Springs Road. 54:1854 minutes, 18 seconds So, let's talk about site seven. Uh, can can you zoom in uh I don't know if it's possible to the northeast quadrant of 54:2554 minutes, 25 seconds that for a little bit, please? Those are contour lines, correct? I don't know who's controlling the screen. 54:3454 minutes, 34 seconds Yes, they are. 54:3554 minutes, 35 seconds Where where on here is Horn Springs Road? I assume it's where that angle is. 54:4154 minutes, 41 seconds Yeah. So, is that where the entrance of this place will be? No. 54:4854 minutes, 48 seconds That's a huge downhill drop. I don't know if any of y'all have actually been out to this property. It's And you can see it from the contour lines. It is a 54:5654 minutes, 56 seconds massive descent, which I don't even know on the inside corner of one of the curbous roads in 55:0455 minutes, 4 seconds Wilson County. So, I'm not really clear how exactly that could be navigated. I mean, man can make anything. And maybe 55:1255 minutes, 12 seconds you can make a huge switchback trail to get down there with concrete trucks, but it's it's a recipe for disaster. The 55:2055 minutes, 20 seconds other thing I want to speak to on this to I'm obviously in opposition to the site, just to be clear. 55:2755 minutes, 27 seconds The annexation that would result from this is a bit of a fiction because the city of Lebanon is on the right side, 55:3455 minutes, 34 seconds right to the east of this property, yet the egress would be on the west side. 55:3955 minutes, 39 seconds And this would be the literally an island of 50 foot or however wide the access point is to get into this 55:4555 minutes, 45 seconds property. That would be city property surrounded by county which is permissible but it's odd. And here's where you're going to run into problems. 55:5555 minutes, 55 seconds TCA 65102 requires a plan of services that would engage this property. Right? That's your 56:0256 minutes, 2 seconds fire, your sewer, obviously police services, all that. 56:0756 minutes, 7 seconds and it has to be by law reasonable in scope and the services in an annexed area must be comparable to those already 56:1656 minutes, 16 seconds in the city. So I ask you all as you look at this site, how would it be possible that a 50-ft little strip of Horn Springs Road when someone makes a 56:2456 minutes, 24 seconds fire call or a police call, who's going to know to send the Lebanon PD out there or the Lebanon fire truck versus the 56:3156 minutes, 31 seconds Wilson County Sheriff or Wilson County Emergency Services? No one's going to know that that one single address is part of the city of Lebanon. It doesn't 56:4056 minutes, 40 seconds make sense and it's going to cause you a lot of problems. Additionally, this is clearly an agricultural zoned area. And 56:4856 minutes, 48 seconds I go back to some of the earlier comments such as the Maple Hill Road property. There's a reason why the city has a long-term growth long a long-term 56:5856 minutes, 58 seconds plan, right? Everywhere in the county that touches the city's urban growth boundary, the city controls the zoning. 57:0457 minutes, 4 seconds And that zoning for this area is rural, not industrial. 57:1057 minutes, 10 seconds This site, wherever it may be put, whether it's of the four you choose or an alternate, should be an industrial area. That's what a sewer plant is. This 57:1857 minutes, 18 seconds is rural and it should remain as per your plan, just like the Maple Hill Road should be residential because that's what the SP was designed to be. Thank you. 57:3557 minutes, 35 seconds Mark Cobalt, 1695 Horn Springs Road. 57:3957 minutes, 39 seconds Uh, I moved to Lebanon 9 years ago. I lived to the moved into the county 57:4657 minutes, 46 seconds because how beautiful it was where we moved here to enjoy a quality of life 57:5557 minutes, 55 seconds and through the lack of planning from people probably long before you that 58:0358 minutes, 3 seconds failed to prepare for what you continuously approve. 58:1058 minutes, 10 seconds Every time we turn around, there's a new project. You're adding more people. 58:1458 minutes, 14 seconds You're adding more buildings. And yet, your infrastructure has suffered. 58:2058 minutes, 20 seconds And now you're trying to shove it down the country folks throats and try to solve your city problem by putting it in the country. That's why we moved here. 58:3258 minutes, 32 seconds[applause] 58:4258 minutes, 42 seconds All right. Site seven. 58:4558 minutes, 45 seconds Site seven is the most logical place to put this. And I'm going to tell you why. 58:4958 minutes, 49 seconds It's sitting in the urban growth part of part of site seven is going to be in two parcels. One of the parcels is already in the urban growth boundary. 59:0059 minutes The other one the other one is touching it. The future growth is a lot of it's 59:0859 minutes, 8 seconds going west. And not only will this sewer plant and that line out there serve the 59:1559 minutes, 15 seconds city, but it will it will for the future serve the county in ways like if they go and put Lagarda, 59:2359 minutes, 23 seconds a high school, and a middle school, then that's going to help pull sewer to take care of them two schools and get off 59:3159 minutes, 31 seconds that step system mess. And nobody everybody's off on the step system and hating it. Well, this can be a big solution to take care of a lot of that 59:3959 minutes, 39 seconds problem right there on that on that side of the world, you know. Nobody wants it, you know, but it's just life and somebody's going to get it. And there's 59:4759 minutes, 47 seconds less homes impacted there at that site than there are at some of these others. 59:5659 minutes, 56 seconds There's from what I'm what I've my research and what I've been told and everything, there's really five homes that's going to be affected compared to 1:00:041 hour, 4 seconds hundreds of homes in the door of this other. 1:00:081 hour, 8 seconds It's not because because plant I got the floor and I gave everything. 1:00:131 hour, 13 seconds I got I got it. Just let Miss Face speak. 1:00:181 hour, 18 seconds Anyway, I lost my train of thought. Okay. It'll be more cost effective right there for 1:00:251 hour, 25 seconds the city because of the line because that property has a creek there behind 1:00:331 hour, 33 seconds it. It has got a line that's coming from the main plant down Coast Ferry. The 1:00:411 hour, 41 seconds other line that comes from the other side off the Donnell they got across there and they meet down there right at 1:00:481 hour, 48 seconds Berea Church. And they these two lines have got to come together to feed into this new plant. So cost 1:00:571 hour, 57 seconds effective when it comes to buying putting the pipe in and everything is going to cost the city less. I'm a city taxpayer. 1:01:061 hour, 1 minute, 6 seconds So you know I feel like I can make that statement about costing the city less cuz you know we got we're going to be the ones to pay for this. 1:01:161 hour, 1 minute, 16 seconds And like I said, it is in the it is in the future growth boundary. Part of it is already there and part of it sitting on 1:01:241 hour, 1 minute, 24 seconds the door of it. And there's not as people's got in their head it's going to affect a lot of these homes out there. 1:01:301 hour, 1 minute, 30 seconds It's not near what site 22 is going to affect. Not near cuz plantation south's over the fence. So in this one it's not. 1:01:381 hour, 1 minute, 38 seconds So at the end of the day, you got to take in considereration cost, who how many 1:01:481 hour, 1 minute, 48 seconds people is going to be affected and what the big picture is going to be coming down the road because you got to think about the future. And nobody wants all 1:01:561 hour, 1 minute, 56 seconds these people in Wilson County and the city, but we got them. And you ain't going to stop them from coming in here. 1:02:021 hour, 2 minutes, 2 seconds I'm I'm going to call three minutes on I'm going to call three. 1:02:041 hour, 2 minutes, 4 seconds Anyway, that's all I got to say. I bet it's y'all to not make it. 1:02:121 hour, 2 minutes, 12 seconds I got one more thing to say about this site seven. 1:02:161 hour, 2 minutes, 16 seconds The first time I spoke at the first meeting, I told you how the your community don't trust the government. 1:02:221 hour, 2 minutes, 22 seconds You screwed up everything you've touched on Horn Springs Road. Why don't you stay off Horn Springs Road? 1:02:301 hour, 2 minutes, 30 seconds[applause] 1:02:371 hour, 2 minutes, 37 seconds Sir, my name is Jim Bird. 1:02:421 hour, 2 minutes, 42 seconds I live in Roland Hill subdivision. In 1978, I bought a lot there. 1:02:511 hour, 2 minutes, 51 seconds For the next four years, we built a house, a home. 1:02:591 hour, 2 minutes, 59 seconds I reared two sons there. 1:03:031 hour, 3 minutes, 3 seconds I've had four grandchildren in and out of that house and now four great grandchildren in and out of that house. 1:03:141 hour, 3 minutes, 14 seconds When we bought that land, that land was restricted to a three-bedroom home that had to be mostly brick. 1:03:241 hour, 3 minutes, 24 seconds It was zoned residential single family dwellings. same thing that's owned. No difference. 1:03:341 hour, 3 minutes, 34 seconds And yet by some quirk of law in this country called imminent domain, 1:03:421 hour, 3 minutes, 42 seconds the city can buy that land and put a sewer plant on it. 1:03:491 hour, 3 minutes, 49 seconds Most of all, most of us in that area down there, that is probably the single 1:03:561 hour, 3 minutes, 56 seconds most valuable item asset that we own is our homes. 1:04:051 hour, 4 minutes, 5 seconds You put a sewer plant there. 1:04:091 hour, 4 minutes, 9 seconds And gentlemen, I don't care how you phrase it, there ain't no way to make poop smell like peppermint. [laughter] 1:04:171 hour, 4 minutes, 17 seconds[applause] 1:04:211 hour, 4 minutes, 21 seconds If you if you put a sewer plant there, it's going to half the value of our most expensive asset. Now, we can't vote in the city. 1:04:321 hour, 4 minutes, 32 seconds We can't say if you do that, we're going to vote against you. 1:04:381 hour, 4 minutes, 38 seconds But for goodness sakes, consider the people that are here, the people that have invested their home, their lives, and their homes. 1:04:521 hour, 4 minutes, 52 seconds Thank you for your time. Thank you. 1:04:551 hour, 4 minutes, 55 seconds[applause] 1:05:041 hour, 5 minutes, 4 seconds It's Jim F again. I neglected to say one more thing. 1:05:101 hour, 5 minutes, 10 seconds Two months ago, my daughter and son-in-law who have the last lot in Plantation 1:05:191 hour, 5 minutes, 19 seconds South that's adjacent to my farm that I've had for 40 years. 1:05:261 hour, 5 minutes, 26 seconds Well, I've got the last lot in Plantation South. 1:05:311 hour, 5 minutes, 31 seconds They wanted that to build a better house, 1:05:381 hour, 5 minutes, 38 seconds put down a pool, be part of a family compound. 1:05:441 hour, 5 minutes, 44 seconds And they were told no, that the county line for the next 10 1:05:521 hour, 5 minutes, 52 seconds years stops at my southern border. So they could not put one inch of their new 1:06:001 hour, 6 minutes house from that lot onto my property. 1:06:061 hour, 6 minutes, 6 seconds And now here we are a month later going, "Yes, we can. 1:06:161 hour, 6 minutes, 16 seconds It was wrong then. It's wrong now. 1:06:321 hour, 6 minutes, 32 seconds My name is Shawn McBry. I live on Horn Springs Road. I've known Jim 35 years. I guess we're just down the street from 1:06:401 hour, 6 minutes, 40 seconds this neighborhood. When we moved out here, when Jim moved out here, when these other folks moved out there, guess what we didn't decide to do? We didn't 1:06:481 hour, 6 minutes, 48 seconds decide to move next to an industrial complex just like at the sewer. Now, this fine lady that was talking just a second ago, 1:06:561 hour, 6 minutes, 56 seconds I don't know where she lives, but she doesn't live out here where we live. 1:07:011 hour, 7 minutes, 1 seconds he can comment. It's open comments, but this piece of property was not and these these neighbors didn't buy thinking, man, I can't wait to be next to an industrial complex. 1:07:121 hour, 7 minutes, 12 seconds The problem that you have and that we're having to deal with, excuse me, I guess I'm being [music] contempt of [singing] court. 1:07:201 hour, 7 minutes, 20 seconds The problem that we have is the city and everybody knows it. The city sat on their hands and didn't fix 1:07:271 hour, 7 minutes, 27 seconds this. They they love those permits and they love all that building. But you've known for years that we have a problem. 1:07:361 hour, 7 minutes, 36 seconds I mean, your own website shows back as far as 2010, but we continue to develop. Now, the 1:07:431 hour, 7 minutes, 43 seconds county, these folks out here and in other places just basically across the creek are going to suffer because it's a 1:07:501 hour, 7 minutes, 50 seconds city feels like, hey, we got to move somewhere else. 1:07:551 hour, 7 minutes, 55 seconds The question, the problems I think you have is this site particularly is never 1:08:021 hour, 8 minutes, 2 seconds intended to be an industrial site at any point. 1:08:061 hour, 8 minutes, 6 seconds It's not zoned that way. It's never been zoned that way. Just a year or so ago, we had to deal with somebody that wanted to play games and come over there and 1:08:131 hour, 8 minutes, 13 seconds put little condos that you guys have let everywhere on those properties just across the street from this. 1:08:201 hour, 8 minutes, 20 seconds It it appears now we're under the gun because the end of September you're going to lose a million and so thousand 1:08:281 hour, 8 minutes, 28 seconds a million5 in planning money and may cost you 300,000 but at the same time within a year or so you went out here and bought what's left of TRW. 1:08:391 hour, 8 minutes, 39 seconds The concept of forcing this on to other neighbors and outside of the city is wrong. I understand the emotion doesn't 1:08:471 hour, 8 minutes, 47 seconds fit into the com to the matrix that you have, but there are other issues that will fit into the matrix. 1:08:541 hour, 8 minutes, 54 seconds Um, part of the question I have is my understanding so it's clear, you guys are going to pass four sites to the city, correct? 1:09:041 hour, 9 minutes, 4 seconds Or is it two? Official comments. I'll address that. Okay. All right. 1:09:081 hour, 9 minutes, 8 seconds There have been folks here, I also want to address a question, that have asked for information um and they've been told they need to 1:09:151 hour, 9 minutes, 15 seconds file a FOYA request. If that's the case, I'd like to know or maybe I need to address it with Andy or Steve as to a 1:09:231 hour, 9 minutes, 23 seconds foyer request on simple basic information. The other question that you had or stated earlier was that these 1:09:291 hour, 9 minutes, 29 seconds folks, these four sites have said there, yes, they'll work with the city. 1:09:341 hour, 9 minutes, 34 seconds question I have is, is this under a letter of intent or just a phone call? 1:09:401 hour, 9 minutes, 40 seconds Is that again something I would need to request with a for I'll answer in a second here too. Sure. 1:09:461 hour, 9 minutes, 46 seconds I don't understand. I understand that they have these other sites. Time's up. 1:09:521 hour, 9 minutes, 52 seconds You have my n Well, doesn't work that way. Sorry. 1:09:561 hour, 9 minutes, 56 seconds Anything quickly, Sean? My my understanding is that the ro the the Rockwood I guess it is or place across 1:10:051 hour, 10 minutes, 5 seconds the street isn't is zoned commercial and industrial. Correct. I would believe so. Yeah. 1:10:101 hour, 10 minutes, 10 seconds Okay. Your your two questions I can respond to the phone the people that the property mentioned that they'd be interested in work with the city. Nobody 1:10:181 hour, 10 minutes, 18 seconds has said we we will say okay once I actually talked to they just said we'd be interested in talk to the city about our property. No commitment to anybody. 1:10:251 hour, 10 minutes, 25 seconds No appraisals, nothing that's been done yet. Just folks says we we would talk to you. That could still fall apart to the point these four sites do include folks 1:10:331 hour, 10 minutes, 33 seconds that have said that. Now, what was your first question? 1:10:351 hour, 10 minutes, 35 seconds Well, the question was that on the foyer request people was the foyer request was I understand what you're saying and I 1:10:431 hour, 10 minutes, 43 seconds live on what words and the facial expressions, right? Did they sign a letter of intent? 1:10:491 hour, 10 minutes, 49 seconds Absolutely nothing. No, we're in this committee is only in a factf finding process. We're recommending, we're not selecting anything. We're recommending 1:10:571 hour, 10 minutes, 57 seconds four sites or three sites or two sites, whatever. The resolution pass says us to recommend a minimum of three sites. Okay. 1:11:041 hour, 11 minutes, 4 seconds At that point, city council will discuss a minute. There's many more things to discuss on these properties, right? It should start with 20. We started 15 to 22 and now to four. A lot more work to 1:11:121 hour, 11 minutes, 12 seconds be done by the city council before they pick a site, I would believe. But to answer your question, yeah, phone calls, people have been talked to, I was spoken with, some in person, some, you know, by the phone. They said they will talk. 1:11:231 hour, 11 minutes, 23 seconds That's the limit. matrixes that y'all are done. Are those subject to a foyer request or do I need to ask Andy? 1:11:301 hour, 11 minutes, 30 seconds I would think I'd just do the foyer request or you can call Andy, sir. Okay. All right. Thank you. 1:11:341 hour, 11 minutes, 34 seconds Yes, sir. Okay. [applause] 5:00 now. We got to get here short. One 1:11:441 hour, 11 minutes, 44 seconds more. You You'll be the last one tonight. 1:11:491 hour, 11 minutes, 49 seconds What about the last What about the last? 1:11:521 hour, 11 minutes, 52 seconds We will get there. Excuse me. I just want to remind everybody who's been telling you guys how they're praying for you and how wonderful it is. This is a really hard decision. 1:12:021 hour, 12 minutes, 2 seconds Some of you people, I'm sure, have been voting for these things. Just let's just build more houses. More houses. More 1:12:101 hour, 12 minutes, 10 seconds houses. Well, the whole time you knew that this was going on. So to blame it on people that are 15 years gone, that's 1:12:181 hour, 12 minutes, 18 seconds baloney. How long has the mayor been the mayor? Five years. 1:12:231 hour, 12 minutes, 23 seconds We we haven't had any growth in the last five years that that we didn't already have before. And you wonder why you can 1:12:321 hour, 12 minutes, 32 seconds we can fill a room probably could fill it several times over a foyer request for information 1:12:411 hour, 12 minutes, 41 seconds that you should just have on your website. So the citizenry and of course we're not your citizens, we're county 1:12:491 hour, 12 minutes, 49 seconds people. So, you don't really care. But why would you not want to put the information out there? That makes it 1:12:571 hour, 12 minutes, 57 seconds seem like you're doing something you shouldn't be or that that you're going to make that hoop so high that nobody wants to jump over it. 1:13:071 hour, 13 minutes, 7 seconds Do do you understand how that looks? 1:13:101 hour, 13 minutes, 10 seconds We need to move on. We'll talk these four sites. This to get public information is really simple. Going west is very simple. It's not difficult at all. It's not difficult. I'm sorry. We 1:13:181 hour, 13 minutes, 18 seconds We need to move on. Any more comments now? 1:13:201 hour, 13 minutes, 20 seconds I'm sorry, but we called to get the information and they refused to give it to us. Check the website. That's ridiculous. 1:13:271 hour, 13 minutes, 27 seconds Check the website. Real clear procedure to get any information you would like to get. Nobody appears try to hide anything. I'm sorry. All right. Anybody else on? Let's move on to site two. 505 site two. Site two. 1:13:441 hour, 13 minutes, 44 seconds Okay, we're going to conclude this public comment period back to the committee and we're at item eight on our agenda where I have Sorry guys, we 1:13:521 hour, 13 minutes, 52 seconds please ask for site two. I just asked for it. 1:14:011 hour, 14 minutes, 1 seconds ite two. Come on. We just asked for site two. Yes. Come on. Site two, please. 1:14:091 hour, 14 minutes, 9 seconds My name is Joshua Dan. My wife and I own property off Bria Church Road. We're not in favor of obviously this site. We think it should go to Rockwood. It needs to stay inside the city limits. My 1:14:181 hour, 14 minutes, 18 seconds question is, have y'all looked at what the cost of this thing is going to be? 1:14:211 hour, 14 minutes, 21 seconds My understanding is the current plant's about 5 million gallons a day. You're looking at 20 to 40 million gallons a day. That's a four to eight times in 1:14:291 hour, 14 minutes, 29 seconds size. And we're having the problems we have with this one. Where y'all going to get the money? 1:14:341 hour, 14 minutes, 34 seconds Talk to us about the site. That's not our responsibility. We're not doing the cost. 1:14:371 hour, 14 minutes, 37 seconds I understand that. But at some point to figure out what site you need, you need to look at the cost. That will h that will happen. I assure that'll happen. 1:14:431 hour, 14 minutes, 43 seconds Okay. Okay. Well, my point is is that we bought property in the county because we wanted to get away from development, 1:14:501 hour, 14 minutes, 50 seconds not have a poop plant within walking distance. Okay. Y'all need to put it in Rockwood. That's where it needs to be. The sites in high sore to begin with. 1:14:591 hour, 14 minutes, 59 seconds Flood planes can be mitigated. It's tough. It's not cheap, but it can be done. It's not impossible. Y'all need to put it in Rockwood. This is a city problem. This is not a county problem. 1:15:081 hour, 15 minutes, 8 seconds Nobody in the county wants it. I know we're not throwing dart to be fair to these guys. Throwing dart at them is not the engineers that are up 1:15:171 hour, 15 minutes, 17 seconds here. That's not the throwing the darts at. You need to be going to your county, your board members, Rick Bell. Those are the people you need to be going to. Make 1:15:241 hour, 15 minutes, 24 seconds sure y'all show up when they talk about this at city council meeting because that's where it counts. As far as this site goes, I'm totally against it. I didn't pay all this money for this 1:15:321 hour, 15 minutes, 32 seconds property to have a poop plant less than two miles away. Thank you. 1:15:361 hour, 15 minutes, 36 seconds Thank you. film site too. [applause] I'm here actually to advocate Horn Springs Road because I've been out there 1:15:441 hour, 15 minutes, 44 seconds 40 years. But a dear friend of mine suddenly passed away. She lives on Man Road. She's been to all these meetings. 1:15:521 hour, 15 minutes, 52 seconds We buried her here just last week. 1:15:551 hour, 15 minutes, 55 seconds So I want to speak out for her property same as for the same reasons that Horn Springs should not be considered one as 1:16:021 hour, 16 minutes, 2 seconds county. I back up to David Weekly uh homes right now. It's been hell and I've been working with the city 1:16:101 hour, 16 minutes, 10 seconds planners. Great bunch of people to work with. They see my side of the of the picture. Is there anything getting done? No. You're talking about buffers. None. 1:16:201 hour, 16 minutes, 20 seconds It's supposed to be 30 or 40 feet. Now it's five. This is going to be no better on site two over there. It's countryside. Those are desirable areas. 1:16:291 hour, 16 minutes, 29 seconds Going back to Horn Springs, it was a desirable area just like this area out here, countryside. Like the other gentleman said, this is not I didn't buy 1:16:371 hour, 16 minutes, 37 seconds because I wanted a sewer plant. I was raising quarter horses and now I can't even I can't even hunt on my property anymore. Can't even target practice on 1:16:461 hour, 16 minutes, 46 seconds my property anymore. And this does not meet the criteria of industrial at Man 1:16:521 hour, 16 minutes, 52 seconds Road or Horn Springs Road. keep the city stuff in the city. And also too, new 1:17:001 hour, 17 minutes efficient systems, excuse me, I'm an old retired pipe fitter. New efficient systems can go on a smaller plat on a smaller map. 1:17:081 hour, 17 minutes, 8 seconds A whole lot smaller. 1:17:111 hour, 17 minutes, 11 seconds And I was just noticing the other day Chicago has one of the world's largest ones. They're on 4 and 113 acres. We're 2.4 million people. 1:17:211 hour, 17 minutes, 21 seconds And we've only got what 60? Let's double it. Let's say there's 100 thousand in this in this area, 200,000. We don't need that much space. 1:17:311 hour, 17 minutes, 31 seconds There's a lot of a lot of new technology, a lot better systems. The one that he mentioned that was enclosed. All three processes go right through it. 1:17:391 hour, 17 minutes, 39 seconds There's no elimination of odor, whatever. That could be applicable to any of these sites. It still doesn't belong in our county. 1:17:481 hour, 17 minutes, 48 seconds[applause] 1:17:581 hour, 17 minutes, 58 seconds Jessie, I'm on Man Road Balentrace. 1:18:031 hour, 18 minutes, 3 seconds I think if you're going to lose a million dollars because you have to 1:18:091 hour, 18 minutes, 9 seconds get a site established soon. This is what you Everybody keeps saying you're going to lose a million dollars. You're 1:18:171 hour, 18 minutes, 17 seconds going to lose a hell of a lot more money by all of these residents who are going to be displaced and are going to leave 1:18:241 hour, 18 minutes, 24 seconds because they have a sewer plant in their homes. Keep it in industrial area. Please. 1:18:331 hour, 18 minutes, 33 seconds I'm asking mayor, I'm asking everybody keep it where it was 1:18:401 hour, 18 minutes, 40 seconds or it doesn't stink up everybody else's home. I'm begging you. Again, 1:18:571 hour, 18 minutes, 57 seconds I'm Christy Chastain. I reside at 4464 Cles Pike. And uh regarding site two, I 1:19:041 hour, 19 minutes, 4 seconds know it's way down on your list, but considering all the other complaints about the others, I felt like I did need to get up here and make an argument 1:19:111 hour, 19 minutes, 11 seconds against site two. Um, even though it sets out of the way, you do have people, 1:19:181 hour, 19 minutes, 18 seconds the Bellatrace and the other land owners back in there. And I did notice today that you have at Berea Church/Man Road. 1:19:271 hour, 19 minutes, 27 seconds Which one of those narrow roads are you going to use? Which [snorts] one are you going to choose to widen? Uh, where are 1:19:341 hour, 19 minutes, 34 seconds you going to take the three-phase power in, the gas in, the other things that currently aren't there? I know you know this. I know you've looked at the 1:19:431 hour, 19 minutes, 43 seconds matrix. I'm just basically pointing it out again for the record. U 1:19:491 hour, 19 minutes, 49 seconds it is also not anywhere near the urban growth plan. and you're going to have to add 2700 1:19:581 hour, 19 minutes, 58 seconds plus acres of people if they choose to attach to the line, which I don't know if that's on your cost or not, but it 1:20:051 hour, 20 minutes, 5 seconds really should be because the CDA Lebanon I don't think can annex the properties that people choose to attach. 1:20:121 hour, 20 minutes, 12 seconds Um, I'm just here basically to fight for the county people out in this area that is 1:20:201 hour, 20 minutes, 20 seconds very, very rural. I mean, you're talking huge century farms out here. They just started widening, I say widening 1:20:281 hour, 20 minutes, 28 seconds Coosbury today. They're not widening C's fairy. They're giving us an extra foot of shoulder. 1:20:331 hour, 20 minutes, 33 seconds I mean, it's not really widening. It's just a pain in the butt. But, uh, that's all I wanted to say is just get up here 1:20:411 hour, 20 minutes, 41 seconds and say we would appreciate if you just went ahead and wiped site two off and seriously consider site 13 because it is 1:20:481 hour, 20 minutes, 48 seconds the only one that is in the industrial area. Thank you. [applause] 1:21:021 hour, 21 minutes, 2 seconds a little wide down. 1:21:091 hour, 21 minutes, 9 seconds you backing off what Christy just said with regard to the some people I know don't uh capture what she just said. 1:21:161 hour, 21 minutes, 16 seconds Steve Jones might want to cover that again where state law was passed and 2700 acres would of whatever properties 1:21:251 hour, 21 minutes, 25 seconds are there would be allowed to in the nearby area would be allowed to use a sewer plant if it were there. I just wanted to add to that uh all the 1:21:331 hour, 21 minutes, 33 seconds nightmare zoning issues that would create in the county. I have a county zoning uh code map right here. And in 1:21:411 hour, 21 minutes, 41 seconds closing, I'd like to reiterate that this site number two, comparatively speaking with the sewer 1:21:501 hour, 21 minutes, 50 seconds plant in Murboro that's surrounded by hundreds of open acres as buffer space does not have such buffer space that 1:21:591 hour, 21 minutes, 59 seconds would be owned by the city. Same said for the Rockwood site. Same said for the Oreo Oreo drive site except the Oreo 1:22:061 hour, 22 minutes, 6 seconds drive site would be buffered by the uh free pass by the Dudley family farm. 1:22:171 hour, 22 minutes, 17 seconds This is it now. This is last one. Anybody else want to speak? 1:22:211 hour, 22 minutes, 21 seconds We have to move forward. on the last month. [snorts] 1:22:301 hour, 22 minutes, 30 seconds[laughter] 1:22:311 hour, 22 minutes, 31 seconds I didn't want to take someone else's spot, you know, since this is we're racing the clock for dinner or something. Um, so I've got one question 1:22:401 hour, 22 minutes, 40 seconds on site, too, and that is based on the discussion earlier about public records. 1:22:471 hour, 22 minutes, 47 seconds The chair said that these records are found on the city website. None of these documents are on the city website. The only thing on the city website is an agenda and prior minutes. 1:22:591 hour, 22 minutes, 59 seconds Your main Let me clarify everybody. If you want information, that's not what I see. I I understand. I understand. You make a request on the city website. Okay. That's different when you say it. 1:23:071 hour, 23 minutes, 7 seconds Heard you loud and clear. Okay. 1:23:091 hour, 23 minutes, 9 seconds But to request a public record is going through the TURPA, Tennessee Open Records Act. 1:23:141 hour, 23 minutes, 14 seconds It's a form. It This is not how this should run. This should you these documents get sent out. 1:23:211 hour, 23 minutes, 21 seconds They're public documents to all of you all in advance of this meeting. Just like the planning meetings and other meetings, it takes zero effort 1:23:301 hour, 23 minutes, 30 seconds to send these out. In fact, you should be publishing these. I don't even know what your matrix looks like. 1:23:351 hour, 23 minutes, 35 seconds I guess I can send it I can't even send an email. I got to go on your open records and I don't know what your legal requirement is. It's probably 30 days or 1:23:421 hour, 23 minutes, 42 seconds something to respond well past whenever this uh decision will be made. But it's it's it's unjust to your citizenry to take that stance of hiding behind an 1:23:501 hour, 23 minutes, 50 seconds open records act versus just sharing public information because he who decides what the matrix is gets to determine the outcome. Let's 1:23:591 hour, 23 minutes, 59 seconds be honest with ourselves, right? Anyone can make a matrix. I'm sure you all put a lot of thought into it. I don't know who decided it. I'm not going to judge 1:24:061 hour, 24 minutes, 6 seconds it. But whoever decides what the question is gets to control the outcome. 1:24:121 hour, 24 minutes, 12 seconds So, I ask that you all take seriously the input from some of the people here about some of the modern technologies. I know there's three people that are members of the city council here. 1:24:211 hour, 24 minutes, 21 seconds Frankly, y'all are the ones who matter because you're the ones who are ultimately going to vote. Rest of the people are providing input. 1:24:261 hour, 24 minutes, 26 seconds And don't presume that the four choices that are in front of you are the sole choices. And just because there's a million dollars of of COVID money that 1:24:351 hour, 24 minutes, 35 seconds might the clock might run out on, don't make bad decisions to chase bad money. So, thank you. 1:24:461 hour, 24 minutes, 46 seconds[applause] 1:24:501 hour, 24 minutes, 50 seconds period over. We're going to go back to our agenda now and talk about our response is our recommendation to the mayor and council. Our agenda I noted there that s got to say the same thing 1:24:591 hour, 24 minutes, 59 seconds tonight. We acknowledge there's a lot more information to be be done. Those scores do not reflect everything that to be determined by a from site right there 1:25:061 hour, 25 minutes, 6 seconds and about a building a plant. We all understand that. But you have to have a process to move forward slow but sure. 1:25:121 hour, 25 minutes, 12 seconds So we all understand up here there's many more factors being considered for the council votes on the site. I'm sure the three up here will tell you the same thing. This is just the first part of the process and government has process. 1:25:221 hour, 25 minutes, 22 seconds It's just one of those processes. So that being said I noted here that you know many additional factors that are going to be involved in this process. So 1:25:301 hour, 25 minutes, 30 seconds that said committee is open for discussion here now and ultimately our response is to recommend something to council. Again, as somebody said, we 1:25:371 hour, 25 minutes, 37 seconds[clears throat] recommend we don't decide anything. We recommend these final three or four sites, then that the work really starts. 1:25:451 hour, 25 minutes, 45 seconds So, committee, it's open for discussion, comments. 1:25:501 hour, 25 minutes, 50 seconds I would just like to say, Jeff, this is been a little eye openening for me. 1:25:561 hour, 25 minutes, 56 seconds I mean, I've been in I've been in public service some in my life and I've been in private side some in my life. I also 1:26:061 hour, 26 minutes, 6 seconds learned that when the mayor calls and asks you to be on a committee, you don't need to answer the phone. 1:26:111 hour, 26 minutes, 11 seconds[laughter] 1:26:151 hour, 26 minutes, 15 seconds You folks are sincere when you say you're praying for us. So, I appreciate that. Um, 1:26:241 hour, 26 minutes, 24 seconds I would say that I think at this point this committee really can send these 1:26:301 hour, 26 minutes, 30 seconds four sites for additional study. I mean, there were this isn't anywhere near close to done because there's a lot of 1:26:381 hour, 26 minutes, 38 seconds questions came up tonight that are good questions that were outside the scope of what this committee had to deal with. 1:26:451 hour, 26 minutes, 45 seconds And it very well may be that none of these four sites turn out to be a good site. That may be the case. It could be 1:26:531 hour, 26 minutes, 53 seconds that. [applause] That's going to be the I think at this point for where this committee is at 1:27:001 hour, 27 minutes today. I think I would make the recommendation that we move these four sites onto the city council for 1:27:101 hour, 27 minutes, 10 seconds additional study and and to and if for some reason those four sites fail, 1:27:191 hour, 27 minutes, 19 seconds then if this committee has to get back together again, I would suggest they pick a new committee and 1:27:251 hour, 27 minutes, 25 seconds[laughter] 1:27:251 hour, 27 minutes, 25 seconds and go from there. So that's my that's that's 1:27:321 hour, 27 minutes, 32 seconds Oh yeah. Yeah. I've heard you loud and clear. So So uh that would be I would make if it 1:27:411 hour, 27 minutes, 41 seconds needs to be in the form of a motion from this committee. I'd make a motion that we move these four sites on to city council for additional study and this 1:27:491 hour, 27 minutes, 49 seconds committee can stay intact if it needs to until such time that that issue has been resolved. 1:27:571 hour, 27 minutes, 57 seconds I hear a second down here volunteer for the next committee 1:28:011 hour, 28 minutes, 1 second[laughter] 1:28:031 hour, 28 minutes, 3 seconds floor. But is there a second? So we have discussion. Can I get a second just for discussion purposes? Somebody want to second motion? I'll second it. 1:28:101 hour, 28 minutes, 10 seconds So I've got a motion to second. Now, let's have discussion about the motion. 1:28:131 hour, 28 minutes, 13 seconds I think it is pretty clear. We have these four sites. There's plenty more work to be done. Nothing's decided tonight. We're only recommending there's 1:28:211 hour, 28 minutes, 21 seconds a lot more work to be done. But again, committee folks here and I know one of the things been talked about several times that from the very first time, we've talked about these other 1:28:291 hour, 28 minutes, 29 seconds alternative methods of treatment. Just understand that was never our responsibility. That may come again when these folks should get the city council. 1:28:371 hour, 28 minutes, 37 seconds This committee was charged to find a safe taker site. those comments you made, we hear them. We respect them, but that was never our charge. So, we know 1:28:451 hour, 28 minutes, 45 seconds the time and place for that. So, I'm sure they'll come up this council work. 1:28:471 hour, 28 minutes, 47 seconds I'm sure they'll be talked about for sure. But to do the process we're looking at now, it needs six jacers. The other process we understand, but 1:28:551 hour, 28 minutes, 55 seconds understand that was our charge. That's what I think we tried to do. 1:28:591 hour, 28 minutes, 59 seconds Comments um just a little discussion. So with the 1:29:061 hour, 29 minutes, 6 seconds with the matrix that we revised based on the information scored on, as you can see, there's three 1:29:141 hour, 29 minutes, 14 seconds sites that are higher than all four. Um, and with the information you see on the screen as regards to site two, which 1:29:221 hour, 29 minutes, 22 seconds we've recently looked at, you can see that there's a excess amount of on-site material 1:29:291 hour, 29 minutes, 29 seconds that is way beyond what what you see on the other three sites. And that's just within the parameters of the site 1:29:371 hour, 29 minutes, 37 seconds itself. You you can see the grading goes to the property lines. You can see there's not a disturbance of buffer 1:29:451 hour, 29 minutes, 45 seconds established. You can see that access is going to be a challenge. And we all know that the offse offsite improvements as 1:29:541 hour, 29 minutes, 54 seconds well as u separation from existing city services causes this site to be a challenge. Because of that, I'd like to 1:30:021 hour, 30 minutes, 2 seconds make a amendment to the motion to remove that site. I'll I'll second that. 1:30:091 hour, 30 minutes, 9 seconds Second that amendment that Jeff I'm all good with it. I'm good with it. 1:30:171 hour, 30 minutes, 17 seconds Who second the motion? 1:30:181 hour, 30 minutes, 18 seconds I did, but I don't think my mic's working. 1:30:211 hour, 30 minutes, 21 seconds Did you accept that amendment to remove site two? 1:30:241 hour, 30 minutes, 24 seconds I didn't I didn't. It would have to be Camille because she second ed the original motion. I will second that. 1:30:291 hour, 30 minutes, 29 seconds So to to remove may I think the current motion it would be two if you'll set the amendment would be we 1:30:361 hour, 30 minutes, 36 seconds recommend the first three sites sites 22 13 and seven that is an amended yeah I'm good 1:30:451 hour, 30 minutes, 45 seconds you accept it yes all right more discussion the motion for now then need is to is to offer the 1:30:531 hour, 30 minutes, 53 seconds first three slides to the mayor and council for further consideration more discussion 1:31:021 hour, 31 minutes, 2 seconds As somebody said earlier, we're making recommendations. It may come back to some of the site may come back later on too, but our response is to recommend three or four sites. 1:31:141 hour, 31 minutes, 14 seconds Any discussion on want discuss on the motion or we we'll be calling for a vote here in a second. Are we ready to vote on the motion? 1:31:231 hour, 31 minutes, 23 seconds All right. I and I vote here supports that we'll send these three sites to the mayor's office for further review with mayor city council 1:31:321 hour, 31 minutes, 32 seconds going to have to are we ready for are ready to vote all in pray with I I any opposed motion carries unanimously 1:31:421 hour, 31 minutes, 42 seconds thank you guys for coming tonight hope we've been to listen to you and we'll go from here thank you 1:31:541 hour, 31 minutes, 54 seconds For
