Um and so um uh we have a proclamation to read in a few minutes, but but I I didn't tell them the order 8:018 minutes, 1 second we're going to do this, but I'd like to ask Wayne Oakley, who u who is part of our local baseball organization up here, to come and and tell us who's here tonight. 8:158 minutes, 15 seconds Good evening, mayor and council. We got some uh very special guests as mayor said and uh these are people that we are 8:258 minutes, 25 seconds very very proud of. Uh if you don't know, I am the co-director of softball for the 11 Youth Baseball softball uh 8:338 minutes, 33 seconds association. Tonight also Bill Potter is here. He's our director of baseball and Amanda Lester uh is co the other 8:418 minutes, 41 seconds co-director of softball. Uh some of you may have heard that uh Little League World Series is going on right now uh 8:498 minutes, 49 seconds for the softball division. And uh before I get to that, I'm going to go to a 8:568 minutes, 56 seconds younger age division that did not uh have a tournament to go to beyond the state tournament, and that's our 8U uh 9:059 minutes, 5 seconds girls softball team, coach pitch. So, girls, if you would stand up, please. Amen. Uh and the coaches. 9:139 minutes, 13 seconds[applause] 9:219 minutes, 21 seconds So this team right here, this is our eight and under coach pitch division. As I said, uh they won the little league district 2 championship. 9:319 minutes, 31 seconds They went undefeated. And Joey, I believe we've runled everybody in district. Is that correct? Yes. So we uh 9:409 minutes, 40 seconds so that was back in the uh at the end of June uh July 4 I'm sorry uh they went 9:469 minutes, 46 seconds July 11th weekend to Marville and or maybe say that right Merurl uh and they 9:549 minutes, 54 seconds[laughter] 9:559 minutes, 55 seconds they went to the state uh tournament and they also went undefeated at the state tournament and run ruled everybody at 10:0310 minutes, 3 seconds the state tournament as well. So this team is very accomplished in what they uh did this year. They went as far as as 10:1110 minutes, 11 seconds little league has. Uh we are sanctioned with little league and softball and most of and some of baseball as well. But uh 10:1910 minutes, 19 seconds wanted they wanted we wanted to make sure that they got recognition as well. So that's our 8U softball team. 10:2610 minutes, 26 seconds[applause] 10:3310 minutes, 33 seconds Next, the the next one is uh so as all of us who have grown up, especially way back in the day when there was only uh 10:4210 minutes, 42 seconds one day that you had sports on TV, uh Williamsport, Pennsylvania every year holds the uh Little League boys baseball 10:5110 minutes, 51 seconds world series for 12 and under. So, um I don't know how many years ago, but Little League started girls softball as 11:0011 minutes well. And this this season our 12U girls. So if you're with the 12U girls team, please stand. 11:0811 minutes, 8 seconds Stand. Come on. You know they [applause] 11:1611 minutes, 16 seconds[applause] 11:1911 minutes, 19 seconds also also if the coaches would stand with him please. Um this team uh in 11:2611 minutes, 26 seconds district play they lost their first game to uh Smith County. They were losing 11:3311 minutes, 33 seconds their second game to Smith County in late innings and then they came back and from that point on they went undefeated 11:4011 minutes, 40 seconds through district. They went on to state in Clarksville on July 4th weekend. They won the state and they became the first 11:4911 minutes, 49 seconds team ever from Lebanon or Wilson County to make it to the Little League Southeast regional tournament that was 11:5711 minutes, 57 seconds hosted in Warner Robbins, Georgia a couple weeks ago. They played three games down at Warner Robbins, Georgia. 12:0612 minutes, 6 seconds They went one and two. Um but for the first time, they never gave up. And for 12:1312 minutes, 13 seconds the first time for a team to uh go uh to that type of tournament, they were on ESPN Plus. You could watch them on 12:2212 minutes, 22 seconds there. Uh they did a fantastic job. So this is our 12U girls uh all-star state 12:2912 minutes, 29 seconds of Tennessee and District 2 champions and Southeast regional uh uh representative for Lebanon youth 12:3712 minutes, 37 seconds baseball and softball. [applause] 12:4812 minutes, 48 seconds Thank you, Wayne. And um thank you guys for all the work you do, too, putting this putting this league together and making it function. Uh without you guys, this never would have happened either. 12:5612 minutes, 56 seconds So, we appreciate that. Uh we do have a proclamation tonight uh for uh for you guys. And so, um I'm going to step 13:0413 minutes, 4 seconds around the podium. I'm going to ask the the council to come out there, too. And u I'm going ask the the 12 and under players and coaches to come stand here 13:1313 minutes, 13 seconds in front of the front of the deis and and we're going to read a proclamation. 13:4713 minutes, 47 seconds So, so their accomplishments, this is C1 proclamation. 13:5313 minutes, 53 seconds Whereas the 2026 LBSA 112 other Allstars was made up of players from the spring 14:0014 minutes 2026 season. All players went through a trial process and were selected by LBSA to represent our league. Once assembled, 14:0914 minutes, 9 seconds the players had less than two weeks to bond as a team. And whereas the team began their postseason journey in Little 14:1514 minutes, 15 seconds League softball district 2 play on June 23rd, 2026 versus Smith County 14:2214 minutes, 22 seconds Allstars. Le suffered a tough loss for the final score of Smith County 10 115. 14:2814 minutes, 28 seconds And whereas game two versus Smith County is played on June 24th, 2026 where Leon came out on top with a score of 11 to 14:3614 minutes, 36 seconds 10, Smith County 3, the series is now tied 1-1. And whereas the decisive team three was played on June 25th, 126, 14:4414 minutes, 44 seconds Smith County scored early and led three 30-0 after two innings. In the top of 16, 11 was able to score three runs and 14:5214 minutes, 52 seconds took the championship game five to three. Then Brad's money district two landed a team at the Tennessee Little League state tournament held in 15:0015 minutes Clarksville, Tennessee, Rich Park. Other participants included teams from point Morristown Carville National Spring Hill 15:1015 minutes, 10 seconds 11's place alongside Springfield 15:1315 minutes, 13 seconds[laughter] 15:1515 minutes, 15 seconds and whereas on July 426 le game one earned a 16-2 run win in a 15:2315 minutes, 23 seconds third inning. Whereas later that same day 11 faced Marble in state game two leaving no doubt who the best team was 15:3015 minutes, 30 seconds 11 held Marble scoreless with a final score of 20 to by going 2 in full play 11 advanced to 15:3915 minutes, 39 seconds the state championship game whereas the same championship game versus Unicorn took place on July 5th 2026. Both teams 15:4615 minutes, 46 seconds played an even game one other scores through five innings. 11 outscored unifor League 12 under state championship. 15:5715 minutes, 57 seconds Whereas winning the Tennessee State Championship gave the team automatic birth league softball southeast regional. This marked the first time any 16:0516 minutes, 5 seconds team from 11 league state championship during a birth in the Southeast regional in either baseball or softball. And 16:1316 minutes, 13 seconds whereas the southeast region was played in the Warner Robbins, Georgia at the Warner Robbins League Stadium, other teams included state champions in West 16:2016 minutes, 20 seconds Virginia, South Carolina, Georgia, Florida, Virginia, Alabama, and North Carolina. Lebanon is now known as team 16:2716 minutes, 27 seconds Tennessee. Whereas in the Southeast regional game, Tennessee, team Tennessee faced Virginia on July 17, 2026. Team 16:3516 minutes, 35 seconds Tennessee lost 5 to2, which dropped him into the losing record. Whereas team Tennessee played Alabama in the Southeast regional game two on July 16:4316 minutes, 43 seconds 18th, 2026. In the first elimination game, Tennessee came out with the bats on fire, beating Alabama with a 19 to1 victory. 16:5216 minutes, 52 seconds Whereas the Southeast region game three brought South Carolina as team Tennessee's opponent on July 19, 2026. 16:5916 minutes, 59 seconds In this next game, South Carolina led three to zero after two innings. 17:0317 minutes, 3 seconds Tennessee was able to score one run but is eliminated by South Carolina with the final score of three to 11. 17:0817 minutes, 8 seconds[clears throat] 17:0917 minutes, 9 seconds And whereas the team will forever remember the journey that began behind official championship then the Tennessee state title where they proudly represent 17:1717 minutes, 17 seconds Leman in the state of Tennessee in the world league southeast region. The team never gave up in any game and battled to the very end. The memories that remain 17:2617 minutes, 26 seconds will last each player lifetime along with the pride of being the very first team to represent Leon Tennessee in the full league southeast region. Team Le 17:3417 minutes, 34 seconds Tennessee is thankful for all the support of the city of Le and the citizens. Now therefore, I'm Mayor Rick Bell, mayor of the city of Le Tennessee. 17:4217 minutes, 42 seconds We give out to claim August 4th as LBSA 112U softball 2026 Allstars day. 18:0118 minutes, 1 seconds o, first I'll ask the coaches to introduce yourself. 18:0718 minutes, 7 seconds Okay. Um, I'm Amanda Lester. I was the head coach, Sean Simmons, assistant coach Chad Chrisman, and then we also 18:1418 minutes, 14 seconds have Jonathan Tric that could not make it tonight. Um, I'll introduce the players. Won't say your name just to smile nicely. [laughter] Um, all right. 18:2218 minutes, 22 seconds We have Taylor Fischer, McKenna Shu, Gracie Patton, Ireland Nessie Christianberry, 18:3118 minutes, 31 seconds Aubrey Wright, Blakeley Potter, Henley Simmons, and Promise Maner. And we're missing four players that are playing volleyball tonight. 18:3918 minutes, 39 seconds We have uh Hillary Trice, Kobe Buer, and 18:4618 minutes, 46 seconds let's see, Addy Thearing. And then Kate Fitzpatrick is also not here along with the assistant coach Jonathan T. So thank 18:5318 minutes, 53 seconds you so much for having greatly appreciate it. 18:5618 minutes, 56 seconds Let's uh let's get up [clears throat] here. 19:0619 minutes, 6 seconds All the way. We'll all squeeze behind. There you go. 19:1519 minutes, 15 seconds[laughter] 19:2019 minutes, 20 seconds[clears throat] 19:2919 minutes, 29 seconds All right. Yeah. Come on. 19:5219 minutes, 52 seconds I was in the like in the crack. 20:0220 minutes, 2 seconds All right. 20:1420 minutes, 14 seconds And mayor, if you if you know, you know, I cannot confirm or deny Dixie Land 20:2120 minutes, 21 seconds Delight may have been played in Warner Robbins, Georgia. 20:2620 minutes, 26 seconds[laughter] 20:2720 minutes, 27 seconds On behalf of LBSA, we want to thank the city uh for you guys for everything you provide uh for us. Uh many people don't 20:3720 minutes, 37 seconds understand what this city provides for the youth in our city. uh just go down the road here about 15 miles and you'll 20:4520 minutes, 45 seconds find out the the difference between uh two cities in in this one county here about how they promote and support their 20:5420 minutes, 54 seconds youth sports and we want to thank you and we can't wait to get into the phase two of the new sports park. You know I 21:0221 minutes, 2 seconds had to say it. [laughter] [gasps] We can't wait either Wayne. Um, well, thank you all and I I do want to tell the softball teams and parents and 21:1121 minutes, 11 seconds coach, everybody, you you don't have to stay. You you can you you can leave if you want. Uh, we'll be for a minute. So, if you guys want to go, that's fine. If you want to hang around, that's fine, 21:2021 minutes, 20 seconds too. Uh, but we're going to move on with the rest of the meeting. But, if you guys want to get up, that's fine. Thank you guys. 21:3621 minutes, 36 seconds[laughter] 21:4521 minutes, 45 seconds Yeah, I I I was over that feeling and the people. 21:5221 minutes, 52 seconds Yeah. 21:5721 minutes, 57 seconds Over there. This is not a good exit anymore. 22:0022 minutes I can't get to my car. It was either cause loss or a route. 22:0422 minutes, 4 seconds My patient 22:0922 minutes, 9 seconds[laughter] 22:1022 minutes, 10 seconds either way. Absolutely right. That's right. 22:2222 minutes, 22 seconds All of a sudden a room and throw a cat through the 22:3022 minutes, 30 seconds Okay. Uh now it's time for comm communication from citizens. So if you'd like to speak to to to us tonight, uh now is your time to do that. Uh you'll 22:3822 minutes, 38 seconds step to the podium. We have three minutes to speak and then there's there's a countdown clock to help you keep up with your time there. We ask you to state your name and address uh at the 22:4622 minutes, 46 seconds beginning. And um and also we do ask that um that do not form a line at the podium. Uh when someone is speaking and 22:5322 minutes, 53 seconds sits down, then just step up there at that point. Uh we also ask that uh treat all speakers with respect. no applause, no be booing and and those types of 23:0223 minutes, 2 seconds things. So, if anyone would like to speak to with us tonight, now's your chance. 23:1623 minutes, 16 seconds Um 511 Barton Shore Court. I'd like to talk to you about uh the water treatment plant. 23:2423 minutes, 24 seconds I understand the the uh committee needed to uh provide a 60 acre uh site for you. 23:3523 minutes, 35 seconds It was not it was not really taking into consideration multiple technologies. 23:4323 minutes, 43 seconds uh Mayor Bell and uh we had a conversation and the uh newer 23:5023 minutes, 50 seconds technologies have uh um the ability to to be put on a much more compact site. 23:5823 minutes, 58 seconds There are the documents that I've passed out are um tell you a little bit about 24:0424 minutes, 4 seconds the technologies. I compared um the uh Murphy'sboro as a conventional and then 24:1424 minutes, 14 seconds looked at what we call what's called a a moving bed bofilm reactor or a MBBR. 24:2324 minutes, 23 seconds And the MBBR is a technology that's been around since 2010. 24:2924 minutes, 29 seconds It requires a much smaller footprint to do the 20 million gallons per day. um 24:3624 minutes, 36 seconds that you're looking for requires about a 5 acre um building size and that's with 24:4324 minutes, 43 seconds a odor uh um a unit that takes care of the odor. This is a building that's 24:5124 minutes, 51 seconds enclosed an enclosed building and it becomes just like in any other industrial building. So um it's it is 25:0125 minutes, 1 second more expensive. It's between 13 and a half% and 15% more expensive than the 25:0825 minutes, 8 seconds conventional technology. However, my thought is and I've looked into it is 25:1625 minutes, 16 seconds that you can upgrade the existing facilities and not have to buy other property. 25:2625 minutes, 26 seconds Therefore, when you have the the conventional technology price and the new technology price, the MBVR, now you don't have to buy uh a property. 25:3925 minutes, 39 seconds So, it brings this price down and makes it more palatable to do a retrofit on the existing facility. 25:4925 minutes, 49 seconds If you decide to go to a new facility, I think in my opinion, and it's up to 25:5625 minutes, 56 seconds you, the Rockwood uh facility is close by. You've got your infrastructure is 26:0326 minutes, 3 seconds right there, and this is only requires a five acre uh parcel or building. so that 26:1426 minutes, 14 seconds uh you wouldn't have to buy more than just the minimum amount. Your time is up. Thank you. 26:2526 minutes, 25 seconds Anyone else? 26:2826 minutes, 28 seconds Hello, Charles Smith. Um Leon Lane. Um 26:3626 minutes, 36 seconds I'm curious as to when the contracts for all the developments that are going on were signed. There is a reason behind that. Um, 26:4426 minutes, 44 seconds is there a way to find that out? And is there somewhere on the city website that I can access those contracts? I'd like to look at them. 26:5326 minutes, 53 seconds Um, I think there may be a way out of all this expansion, a perfectly legal way, maybe slightly embarrassing. Uh, but we'd have to handle the embarrassment. 27:0427 minutes, 4 seconds Um, one thing I'd like to address is I think it was Joy that told me a couple of years ago that you guys were actually on 27:1227 minutes, 12 seconds contracts that have been signed several years in advance. 27:1627 minutes, 16 seconds Um, like with people who left land to the city to kind of do with what the city wanted to do with, such as the uh land over by Coosair Elementary. 27:2927 minutes, 29 seconds Um, and while that may be the case, I would like to know why. When we know that we're pulling all that additional 27:3727 minutes, 37 seconds traffic on the same amount of roadway, we didn't build any more roadway to handle it. If you're going to quadruple the traffic, why don't we have the common sense to expand the roadway to accommodate that? 27:4927 minutes, 49 seconds Um, another thing, and I think I might have mentioned this the last time, the traffic light, if you're coming from um 27:5827 minutes, 58 seconds from say from the square or up or down by the bowling alley, when you turn onto what is now Hartsville Pike, the left turn light still doesn't work. It hasn't 28:0728 minutes, 7 seconds worked since day one. So, you have to sit there if you're turning left down what is now Pike and just kind of hope like crazy you get a break in the 28:1528 minutes, 15 seconds traffic because the left turn signal doesn't work. And you know, I know that's probably county or state. I don't 28:2328 minutes, 23 seconds care. Please send somebody out there to fix it and figure out where who to send the bill to. We shouldn't be suffering for ineptitude on the state or county's part. That's ridiculous. 28:3328 minutes, 33 seconds Um, [clears throat] I don't have a lot more guys. Let me know if I can help in any way. I don't like coming up here and criticizing. It's not my gig. I've got 28:4028 minutes, 40 seconds better things I'd rather do, but if I can help you in any way, let me know how. Thank you. Thank you. 28:4828 minutes, 48 seconds Anyone else? 28:5328 minutes, 53 seconds Hello, my name's Aiden Pratt of 502 Avenue and I'm here again to talk about the corruption that our city council 29:0029 minutes continues to allow. I see Andy Wright is back. Welcome back from your unpaid suspension. And I hope that was a nice little vacation on your boat. Um, 29:0829 minutes, 8 seconds getting drunk. I hope that was a fun time, Andy. Um, but Mayor Bell, when are we going to see something done? Either it can come out your pocket or your 29:1629 minutes, 16 seconds wives. I don't care. Y'all are millionaires. But we need something done at least $28,000. More importantly, we need something done about Sarah Hast. 29:2629 minutes, 26 seconds We don't even know if she has a disability to need a chair. 29:3129 minutes, 31 seconds We've spoken with HR. Um, she's never filed a report before before this case, so why does she need the chair now? Um, 29:3929 minutes, 39 seconds and the way she spoke to my city council member is appalling. You know, if she spoke to me like that, she would be hit with my car. Um, because I would not be 29:4729 minutes, 47 seconds I would not be dealing with that type of especially if I'm elected to this position. Um, it's appalling. It's outrageous. 29:5429 minutes, 54 seconds So, Mr. Pratt, you just basically said you want to hit somebody with your car. 29:5829 minutes, 58 seconds Um, we're not going we're not going to listen to that. So, your time is up. Uh, no it's not. Yes, it is. You know what mayor? 30:0830 minutes, 8 seconds That's our resign. You are a piece of mayor who does nothing more than talk talk. 30:1630 minutes, 16 seconds[clears throat] 30:1730 minutes, 17 seconds Would anyone else like to speak? 30:2030 minutes, 20 seconds I'm going behave 1610 Ponderosa Trail. I just want to say I'm proud of these kids. These these uh 30:2930 minutes, 29 seconds softball and baseball kids you've got that have been winners. Window flip you off. Do what? 30:3830 minutes, 38 seconds I just want to say that I am proud of all these kids that have been winners from this this city and I think it's something to be proud of and I was glad 30:4630 minutes, 46 seconds to see y'all honor these little girls tonight. And I want to see you honor those little league six and under boys because they went all way the World 30:5430 minutes, 54 seconds Series in place number five. So I want to see them up there next time. And uh I helped them do a little fundraising and 31:0131 minutes, 1 second raising a little money helped helped out. And you know everybody dogs out the developers. But let me tell you they don't mind writing a check to help these kids. I tell you that right now. 31:1131 minutes, 11 seconds And I'm I'm thankful we got got that kind of stuff in in this in this city. 31:1631 minutes, 16 seconds And also I want to say a little bit about this sewer stuff. I was I spoke three times already up here today. Y'all go back and 31:2431 minutes, 24 seconds listen to it. [laughter] But anyway, I I told him I said one of the things I said I said at first I was in favor of Rockwood. But the more I 31:3231 minutes, 32 seconds studied, the more I listened, the more I learned, I don't think that's a place it needs to go. I don't care if it is in the city limits. I don't think that's 31:4031 minutes, 40 seconds the good spot. It's uh not going to give you a lot of stuff down the road for expansion. It's it's in a flood zone. 31:4831 minutes, 48 seconds It's got a gas line running through it and Lord knows what else. And I think we need to look seriously at site seven 31:5631 minutes, 56 seconds because that's where the two lines will come together. One off the coast fair and one off the coming from this end of the world. And it's already got your 32:0532 minutes, 5 seconds park setting and it's already got a treeine buffer. you can't see nothing from the road on that property and that's something to consider and it's 32:1432 minutes, 14 seconds and I know it's I know it's two parcels and one of them already touches it's already in this urban growth boundary and the other one touches it. So what I 32:2332 minutes, 23 seconds what I said earlier was we got to think about the future, the growth going that direction cuz we got a sense of know it's going that way and that'll help run 32:3132 minutes, 31 seconds a sewer line all the way to 109 north if it needs some commercial or whatever over there and you know I'm I believe in bringing this in this commercial development because that's a tax base. 32:4132 minutes, 41 seconds So anyway, I'm I'm in favor of that site over all the rest of them. And I think it'll be less infrastructure uh blasting 32:5032 minutes, 50 seconds and all that rumor and less homes and families affected because there's not that many people around that site where there's some of these others. It's got a lot of subdivision, a lot of homes 32:5832 minutes, 58 seconds around it. So anyway, so I'm trying to behave tonight. See y'all. I ain't fussing at you. 33:0533 minutes, 5 seconds[laughter] 33:0633 minutes, 6 seconds Thank you. Anyone else? 33:1233 minutes, 12 seconds 106 Chapman Drive. Two topics. Race against the clock. We'll see what happens. May bail out on the second topic. 33:1933 minutes, 19 seconds Uh I'm going to read because I'm in a hurry. On uh city public meeting agenda six times the last few months, three times before this body. This is the 33:2833 minutes, 28 seconds first time I publicly comment regarding a proposed resoning of raw rural acreage at the corner of 231 North and Rutled 33:3533 minutes, 35 seconds Lane. No one objected to the applicant buying the 7-in acres for a business somewhat akin to Lester's at the corner of Hartman and Coast Fairy Pike. But the 33:4433 minutes, 44 seconds applicant asked for the zoning of commercial interchange, meaning in the future that even a small trailer, even a 33:5133 minutes, 51 seconds trailer park could go there. Forget the small. Meeting after meeting, the applicant's request was either delayed or unanimously denied by all ail 34:0034 minutes affiliated with city planning. and the applicant was told that he should instead be asking for a C2 PUD by county 34:0734 minutes, 7 seconds planning process and he couldn't even do that. There is much public record minutes regarding the applicant's warp 34:1534 minutes, 15 seconds journey through six public meetings. Yet at the last city council meeting, one of you was so stupid as to stand alone and 34:2434 minutes, 24 seconds vote to reward the attempted perversion of city planning for this site to become commercial interchange. That outrageous conduct was via counselor Tick Bryan. 34:3534 minutes, 35 seconds But he has simultaneously also committed a brilliant deed. As I stated at this mic 34:4234 minutes, 42 seconds on July 7th, hugs to councelor Brian and Carmarmac and I'll add councelor Morehead and their remarks via the 34:5034 minutes, 50 seconds applicable minutes of the last two council meetings are spot on regarding the city not rendering annually $100,000 for the expo center. Councelor Ashley, 34:5934 minutes, 59 seconds here's your suggested discussion and workshop on that topic. Here's where I don't know if I will finish. So, that means I will be back to finish. Over the 35:0835 minutes, 8 seconds past 20 years, I attend many local government meetings, including three the day of the last city council meeting and 35:1535 minutes, 15 seconds two county meetings two days prior and two meetings this very day. I attend the meetings regarding I attended the 35:2235 minutes, 22 seconds meetings regarding the birth pains of the expo center and I have the documentations that reveal an ugly 35:2935 minutes, 29 seconds fact-based story by a subset of county officials to justify an expo center warped economic study was used and 35:3835 minutes, 38 seconds fraudulently so when that was exposed then those few officials sought to make the case without any basis that an expo 35:4635 minutes, 46 seconds center would be profitable and in an effort to try to make the numbers work. 35:5135 minutes, 51 seconds They used a tit fortat ploy to get Mayor Craighead on board for the 100,000 annually. Mayor Craighead was promoting a competing project nearby based on 36:0036 minutes documented fraud and driven by his documented fraud. He secretly signed a contract with a project developer whom 36:0836 minutes, 8 seconds soon went bankrupt. Mayor Craig had needed the county support on that project and obviously sought he might could get it if the city donated a h 100,000 annually to the expo project. 36:2036 minutes, 20 seconds Two more sentences. I will come back at the next council meeting and deliver those two sentences. [laughter] Any else I speak? 36:3536 minutes, 35 seconds Bill Potter, 116 Pennsylvania Avenue, and I represent Lebanon Youth Baseball Softball Association. Like Wayne Wayne 36:4236 minutes, 42 seconds said, these girls were both teams were accomplish um some some great task. We do have two boys teams that won state, 36:5036 minutes, 50 seconds the 6U team, one state and the 12U team one state in Diamond youth baseball. Um they went to Laurel, Mississippi for the 36:5836 minutes, 58 seconds World Series. One team finished fifth and the other team finished third. So, uh, we will recognize them in the next couple city council meetings. Um, next 37:0737 minutes, 7 seconds time we also hosted a 12U, um, diamond youth tournament here in Lebanon, uh, 37:1337 minutes, 13 seconds week of June, July 9th. Uh, 22 teams were here. Uh, over half of them stayed in our hotels and ate at our restaurants 37:2137 minutes, 21 seconds and bought our gas and everything like that. So, economic development hopefully that week was very good. Uh, we had a long night. uh Tennessee um Lebanon 37:3037 minutes, 30 seconds actually won the tournament, state tournament. So that was very successful and I appreciate William Porter and Dusty Jones for everything that that 37:3837 minutes, 38 seconds they did during that time. So thank y'all. 37:4137 minutes, 41 seconds Thank you. Any else like to speak? Come on up. 37:5237 minutes, 52 seconds Uh Jim Dunn 1709 Blair Mountain Drive and 37:5837 minutes, 58 seconds[clears throat] 37:5837 minutes, 58 seconds I really didn't intend on speaking tonight, but we got a problem that that's came up in our neighborhood ever 38:0738 minutes, 7 seconds since uh I moved here. The first night that I was in my house over there, it flooded and I had water in my garage. 38:1838 minutes, 18 seconds Later on in 2010, it it flooded again. 38:2238 minutes, 22 seconds water was three feet deep on my garage doors, which I had to replace both of them. And that's because of the water 38:3138 minutes, 31 seconds running down through our system and not going any further than Coke Drive. 38:3838 minutes, 38 seconds Okay. and talking with u Mayor Crackhead at the time, you know, he seemed kind of sorry that we had to 38:4838 minutes, 48 seconds put up with that, but he said he was having to put, I guess, some kind of uh 38:5538 minutes, 55 seconds bridges out there on Hartman Drive. I noticed there's a few of them out there. 39:0039 minutes They're going nowhere and they just there. I guess sometime somebody will use them, but uh we couldn't get a new 39:0839 minutes, 8 seconds bridge because of that. Couldn't get a new bridge underneath Blair Lane and the one underneath Cook Drive was probably 39:1639 minutes, 16 seconds put there back when there was a hog farm there and it wasn't who cares where the water went. But the water we have lately 39:2639 minutes, 26 seconds and Lake Ark's been helping me. He he has caught up there and talked to him a few times up on that hill back there uh on Bethlehem Road. 39:3739 minutes, 37 seconds Now, it's got to the point where it's getting kind of ridiculous because every time they dig all that place up there, 39:4639 minutes, 46 seconds uh all their mud and water and weeds and shrubs and everything they dig up floats right down in our neighborhood. 39:5739 minutes, 57 seconds So then we had to pick all that stuff up and and try to deal with it and it backs up against Cook Drive and uh the 40:0740 minutes, 7 seconds neighbor across the ditch from me. We wanted to or will agree to do our share 40:1540 minutes, 15 seconds to try to get the ditch and the and the bridge done if we possibly can. I don't 40:2240 minutes, 22 seconds I don't know actually what it would [laughter] cost to to to do all that, but as that ditch 40:3140 minutes, 31 seconds coming down to to Cook Drive that that um cylinder or whatever it is there 40:4140 minutes, 41 seconds almost every bridge in this town is bigger than that. I don't know where they got that or bought it or whatever 40:4840 minutes, 48 seconds it was back in those days, but uh it's probably the smallest tube that we got going underneath the D. Your time is up. 40:5840 minutes, 58 seconds Close. But anyway, I looked it all up. 41:0241 minutes, 2 seconds Tick is Your time is up, Mr. Dunn. 41:0441 minutes, 4 seconds Tech only represent me, but he represent the people up there doing all that digging. M Mr. Dunn, your time is up. Huh? Your time is up. 41:1341 minutes, 13 seconds I know. Okay. 41:1541 minutes, 15 seconds[laughter] 41:1741 minutes, 17 seconds I I still get with him. Okay. We'll take care of it. 41:2441 minutes, 24 seconds[laughter] 41:3541 minutes, 35 seconds Hello, my name is John Fubower. My wife and I, Tammy, just a few months ago moved into the area. And uh is is this 41:4441 minutes, 44 seconds the appropriate time to talk about the white vinyl fence? Absolutely. Okay. 41:4841 minutes, 48 seconds Is this your time to talk about anything? 41:5041 minutes, 50 seconds Um first of all, I would like to congratulate the youth that uh managed 41:5741 minutes, 57 seconds to accomplish a great bit great amount of uh pride just for the community. And 42:0542 minutes, 5 seconds I apologize that I don't have anything nasty to say about you all, but I do. 42:0942 minutes, 9 seconds[laughter] 42:1442 minutes, 14 seconds Yeah. [laughter] Give it time. 42:1742 minutes, 17 seconds Yeah. From what I'm saying, I do appreciate the uh support that the city is giving the youth. Um I've got two 42:2642 minutes, 26 seconds granddaughters that in about eight or 10 years will be up here also winning some kind of recognition. Uh the 42:3542 minutes, 35 seconds issue that concerns us is uh the white vinyl fence uh which had been outlawed I 42:4342 minutes, 43 seconds understand back in was it November of last year? Uh h has anything been 42:5042 minutes, 50 seconds resolved on that? Um, I've I've talked with the uh city planner 42:5942 minutes, 59 seconds and and he said that they are no longer issuing permits. We we had bought a permit back in uh the end of 43:0943 minutes, 9 seconds April and want to complete uh the white vinyl fence which is 43:1843 minutes, 18 seconds uh very prevalent in the new subdivision that we live in which um I didn't give 43:2543 minutes, 25 seconds you an address 618 Romford Boulevard but it's a a newer subdivision and we live 43:3243 minutes, 32 seconds in a a duplex and the uh subdivision when they put that in put in 43:4143 minutes, 41 seconds a white vinyl fence on the back to separate the p the patios [clears throat] on the back of 43:4843 minutes, 48 seconds the residences and we just wanted to continue that out and around. Um we we 43:5443 minutes, 54 seconds very strongly would like to put in white vinyl fence. I understand there's some issues in the older part of town that uh 44:0444 minutes, 4 seconds people don't want that white vinyl fence, but we uh are in a new 44:1044 minutes, 10 seconds subdivision. Um I've got photographs of 44:1844 minutes, 18 seconds a lot of the white vinyl fence that has been installed. And uh I I don't think it'd 44:2644 minutes, 26 seconds be out of place for us to be allowed to uh put up the vinyl fence. Um 44:3744 minutes, 37 seconds well, uh has anything been decided or has that been brought up or voted on? 44:4244 minutes, 42 seconds Well, your your time is up, but um let me see if other people are going to speak and then we'll we'll come back to it. Okay. Okay. Thank you. 44:4844 minutes, 48 seconds Thank you. Uh would anyone else like to speak? 44:5444 minutes, 54 seconds Okay. Um, seeing none, um, it is my time to communicate. I have a few announcements, but, um, sir, just let you know that's that's something that, 45:0345 minutes, 3 seconds uh, none of us have heard about. Um, I know you said you've talked to to the city planner. Uh Josh, can you shed any 45:1145 minutes, 11 seconds light on as you said that the code updated in November did include fence material 45:2045 minutes, 20 seconds changes including prohibiting vinyl fences. It's actually on your agenda tonight to uh reverse that among some other changes for fence standards. 45:2745 minutes, 27 seconds That's new business item number one. So uh once you pass that, that'll be rectified. 45:3245 minutes, 32 seconds Oh, okay. So we can discuss that more when we get that on the agenda. But what you just said so that the issue they're discussing if if this passes two 45:4045 minutes, 40 seconds readings, it'll it'll fix their situation. Okay. 45:4645 minutes, 46 seconds All right. Thank you. Um so so let's see how the vote goes tonight and then we we'll we'll talk after the meeting. All 45:5445 minutes, 54 seconds right. Um I do have some a few things to talk about tonight. Um uh last week uh we we 46:0146 minutes, 1 second had a big week. Um we had the um ribbon cutting for the splash pad in Don Fox Park. Uh so u I want to thank T deck uh 46:1046 minutes, 10 seconds for the uh for the grant that they provided for that project. Um that was over $300,000 uh grant that that came 46:1846 minutes, 18 seconds from the state. And I want to thank the council for for uh for supporting that grant and also supporting our matching funds. It was a 50-50 grant uh for that. 46:2846 minutes, 28 seconds Um I want to thank the staff who worked on it. Uh, the splash pad does come under the Jimmy Floyd Center. So, it comes under Alex Major. He worked hard 46:3646 minutes, 36 seconds on it. Um, Jake Puit, who works in Kristen's department, he's the project manager on it. So, I appreciate all the work he did. And people throughout um the city who who worked on that project. 46:4746 minutes, 47 seconds Um, William Porter and his team, they were part of that as well. 46:5146 minutes, 51 seconds Um, it did replace a um um a facility that was um almost 30 years old. Um and 46:5946 minutes, 59 seconds so um so it's something need to be replaced and we feel like this is great for the future of of Don Fox Park and so I appreciate you guys um supporting that 47:0847 minutes, 8 seconds and we did have the ribbon cutting and it was a great event and u and so it's it's ready to go now and so it's it's out there out there and kids were 47:1647 minutes, 16 seconds playing on it that night. Um, also, uh, we had the ribbon cutting and, uh, for the for the grand opening of the of the 47:2347 minutes, 23 seconds square park and, um, so I thank everybody who came out to that and also thank the city council for supporting 47:3147 minutes, 31 seconds that. Um, and again, all the, uh, the people in the city who worked on it. 47:3747 minutes, 37 seconds Again, Christian's team, Jake worked on that very hard. Uh, Lee was part of that as well. Uh, Tim Stockton was a contractor on it, and I appreciate the work he did. did come in under budget. 47:4847 minutes, 48 seconds Um and so um so that night um we we did have a concert there sweet and three performed. Um I appreciate councelor 47:5547 minutes, 55 seconds Berdine and the and the word she said at the at the uh at the event. I appreciate everybody who came to that and um and I 48:0348 minutes, 3 seconds I think I I know this every time I've I've gone to the square I've seen people sitting at those tables eating eating ice cream or food from another 48:1148 minutes, 11 seconds restaurant or something like that and that's really what it's meant for. So, uh, and and other events as well. So, um, so I appreciate, uh, the council's 48:1948 minutes, 19 seconds support on that and, um, and keep that moving forward. I think that's, um, uh, although the square is historic, it it 48:2648 minutes, 26 seconds has gone through different iterations through the years and I, I think this is a a great project for the future of the square. And then also last week, um, 48:3648 minutes, 36 seconds Sam's Club opened. Uh that's a that's a new investor in the city been we've been looking forward to for a long time. A 48:4348 minutes, 43 seconds day we've been looking forward to um and um you know it's it's been a process and the council um was a big part of that. 48:5248 minutes, 52 seconds Uh approving a public private partnership with infrastructure out there to to make that store happen. Uh without that vote um it would not have 49:0149 minutes, 1 second happened. And although I I I didn't want to say it um at the Sam's Club Cub event, the Target walls are going up 49:0849 minutes, 8 seconds right next door. And so uh so that's that's a great addition too in in that area. And um so I just I just want to thank everyone for that. I want to thank 49:1749 minutes, 17 seconds for the staff. I worked on that and that process started four years ago back in 2022 when Sarah Hast and I first met with Sam's Club about about getting them to 49:2649 minutes, 26 seconds come here. Uh and there were a lot of meetings um with um uh with her and and and with with Sam's Club with the 49:3549 minutes, 35 seconds property owners um and also the other other departments part of that as well. 49:3949 minutes, 39 seconds Um um Christian's department. It actually started when it was Jeff Bane's department. He worked on it. Christian 49:4649 minutes, 46 seconds worked on it. Jake worked on it. Um there's a big crowd out there. They had very successful first day and um and and 49:5649 minutes, 56 seconds uh so I hope um um I hope you guys appreciate what you did when you voted for that. That was really a big deal for 50:0450 minutes, 4 seconds Lebanon. Um there was there was one thing I do want to say though. There was um when I was in the store uh there was 50:1150 minutes, 11 seconds a guy in there who was kind of standing around. he came introduced himself to me and he was actually the contractor who built the building and he was from Texas 50:2050 minutes, 20 seconds and um they went through some changes out there. Uh they built the building then decided to make some changes uh to the interior and um and he just wanted 50:2950 minutes, 29 seconds to tell me about um our engineering staff. He mentioned Jake specifically and said if it if it wasn't for them uh 50:3950 minutes, 39 seconds he's he's not sure he would still be done with it. uh he thinks he'd still be working on one for them, helping him through the process and uh and making 50:4750 minutes, 47 seconds that happen. So, I just want to thank the team for uh for making that happen. 50:5150 minutes, 51 seconds Um so, again, that's that's a lot of thank yous uh to the council, to the staff and many different departments um for being 50:5950 minutes, 59 seconds out there. The the police department uh for the grand opening was a big part of that uh not just outside the building, but inside the building. Um and I think 51:0851 minutes, 8 seconds Sam's going to be a great part of this community. uh they gave away a lot of money that day to different nonprofits and uh they had 11 high school band 51:1551 minutes, 15 seconds playing as well. So um up until this time they've really shown they want to be a part of this community, not just have a store here and I think that's where it's going to be in the future as 51:2451 minutes, 24 seconds well. So uh so thank you guys. That's that's all I have. Councelor Carmarmac. 51:2851 minutes, 28 seconds Um I'm [clears throat] not going to repeat everything you said because I was at all those events as well. Um thank you for everybody that worked on the splash pad when I was first elected. we 51:3651 minutes, 36 seconds had to, you know, redo the pool and had to resurface it and it came time that it has had just been outdated and it was time to replace it with the splash pad 51:4451 minutes, 44 seconds and it was it was nice um that we done the ribbon cutting inside of it. It was it was great. So, thank you to all the staff that done that. Sam's Club of 51:5151 minutes, 51 seconds course was um one of the biggest grand openings that had tons of people. So, I really want to thank all the staff, Rick and Sarah, for getting Sam's here. Um that's going to be great and it it 52:0052 minutes looked great for Target to be going up next to it as well. And I believe that's all I have. Thank you. Okay. Thank you, councelor Ashley. 52:0652 minutes, 6 seconds Yeah, I just had a couple of things about lights. Um, so the light that Mr. 52:1152 minutes, 11 seconds Smith mentioned, do you know which one he's talking about? It seems like I'm getting a lot of inquiries about lights around that area. 52:1952 minutes, 19 seconds The one the new one at um the new Hartsville Pike alignment and the bypass, they haven't widened the road yet. So, there's not a left turn lane for that left turn signal. 52:2852 minutes, 28 seconds But, um, Vulcan, who's Tot's contractor, they should be milling and paving this week. We're trying to get we're really really pushing them to get the bypass 52:3652 minutes, 36 seconds work done before the fair. Um and as soon as that new lane is in, we will activate that turn signal. Okay. 52:4152 minutes, 41 seconds So, it's because there's not a lane for it right now, which creates safety issues. And I'm not sure if I'm understanding this qu question or not, 52:4852 minutes, 48 seconds but I've gotten a lot of inquiries from folks on Forest Avenue asking about 52:5552 minutes, 55 seconds could the light on North Cumberland not change until all the traffic had cleared off east and west for us. And it said 53:0553 minutes, 5 seconds that that would be another barrier for the 18-wheelers. I'm not really sure exactly what that means, but 53:1253 minutes, 12 seconds we'll look at it. It's got it's got detection and timings programmed in there. Um, but we'll take a look at I mean, it sounds like the traffic is 53:1953 minutes, 19 seconds probably backing up on forest and the light is not letting it clear clear. 53:2753 minutes, 27 seconds We'll look into it. Okay. It's the first I've heard of it. So, we'll check it. That's all I have. Thank you, Council Ba. 53:3353 minutes, 33 seconds Yeah. Um we did have a great week last week and um even I drove my son around today and he said um Lebanon is really 53:4253 minutes, 42 seconds looking good. Well, and it is um you know a lot of the things that the younger generation want. Um we're we're 53:5053 minutes, 50 seconds finally getting and um I'm glad to see that he's proud of of this town and and proud to be back. Um so um it it does 53:5953 minutes, 59 seconds make you feel good um that uh the work is being done and our tax dollars, you know, are going to work and and we get 54:0754 minutes, 7 seconds to see them. Sometimes our dollars go to work on things that we can't see. Um and um that those aren't as fun [laughter] 54:1554 minutes, 15 seconds for sure. Goes the same thing in your home. When you have to do plumbing, you don't get to see it, but it cost you a lot of money. But um uh I also want to 54:2554 minutes, 25 seconds thank the second um Baptist church. Um they asked me a couple weekends ago to help with their back to school giving 54:3354 minutes, 33 seconds backpacks away and I also got to be a judge of some fantastic ribs. And so I'm going to shout out to the associate 54:4154 minutes, 41 seconds pastor there. He his did win number one. And um I don't know is that against the law Andy if they want to bribe me with ribs. 54:5054 minutes, 50 seconds[laughter] 54:5254 minutes, 52 seconds Uh but I I will go I will do it again anytime. But we appreciate the work that that church is doing um to help our 54:5954 minutes, 59 seconds youth. And that's the one thing I do love the most about our community is that we do try to work together and uh 55:0655 minutes, 6 seconds collaborate and try to um take care of of our kids and make this more of a community by doing those things. So that's all I had. 55:1755 minutes, 17 seconds Thank you, Councelor Cra. Mayor, I want to uh want to thank you and the and the staff for u everything that's been done. 55:2555 minutes, 25 seconds It's been not only a great week um in the city of Lebanon, it's been a great week in Ward 4 uh because a lot of those 55:3455 minutes, 34 seconds those projects that we just talked about um have occurred in in Ward 4. We're blessed to sort of parallel the interstate there and a couple of 55:4355 minutes, 43 seconds different exits and uh both at Hartman Drive and at 109. Um there's not only a lot of a lot of infrastructure 55:5155 minutes, 51 seconds improvements that are occurring um in in both of those corridors, there's more sales tax dollars coming in in those 55:5955 minutes, 59 seconds corridors. there's more jobs um coming in in those corridors and uh and there's more people coming to our community and 56:0756 minutes, 7 seconds um you know I was talking with some folks earlier today and you know we do get some folks are unhappy about 56:1456 minutes, 14 seconds different things u from time to time and and there's things that we can always do better uh but u but we are getting a lot 56:2256 minutes, 22 seconds of positive comments as Camille referenced a few minutes ago um I spent a little time with my son as well and he's like Dad, this is a different 56:3156 minutes, 31 seconds place, becoming a different place than I grew up in. And uh hopefully in uh in a lot of ways in in they're more positive 56:3956 minutes, 39 seconds u places for people to to go now and and have a nice dinner with someone, spending time on the square, um you 56:4756 minutes, 47 seconds know, going to u uh to areas of our city and being able to enjoy themselves um in a in a park, new amenities that we have. 56:5656 minutes, 56 seconds And you know, one of the great things that that is uh positive to me about that if we're thinking about the money 57:0457 minutes, 4 seconds that we've spent, um you know, we always have to watch what we're doing and watch our revenue. 57:1057 minutes, 10 seconds And uh you know, while we don't want to count any chickens before they're hatched here, we do have a report that that was furnished to us tonight by 57:1957 minutes, 19 seconds Lindsay, we appreciate what you're doing, Lindsay, for us as well. Uh but you know just using some rough math here you know if we if we bring in roughly 57:2757 minutes, 27 seconds what we brought in this time last year or close to what we brought in um uh in the month of July we will have brought 57:3557 minutes, 35 seconds in more than uh than we've ever brought in uh in the city of 11 it would be over 29 um million as I'm looking at it there in sales tax revenue so alone. 57:4757 minutes, 47 seconds So uh you know while what we've done has has cost money uh there have been investments not only in quality of life 57:5657 minutes, 56 seconds but in again once again infrastructure and uh um and in ways that will bring in 58:0358 minutes, 3 seconds a increased revenue to our community that we can use on other things to help uh not only in today's efforts but uh 58:1158 minutes, 11 seconds things for our children and grandchildren in the future. So really excited about that and appreciate all of the uh council support on those 58:1958 minutes, 19 seconds initiatives that have helped make that happen and and the staff as well. Thank you, Mayor. Thank you, Councelor Brian. 58:2758 minutes, 27 seconds Thank you, Mayor. Um, you know, I've lived here all my life and I don't know how many have lived How many have lived and born 58:3658 minutes, 36 seconds and raised right here in Lebanon, Tennessee? consider you my brothers and sisters. 58:4558 minutes, 45 seconds[laughter] 58:4758 minutes, 47 seconds But I don't know if any of you are as old as I am, but I remember the square when nobody I remember I remember when 58:5558 minutes, 55 seconds the square was very vibrant in the 60s, believe it or not. That's where we went to shop, you know. And then when the 59:0359 minutes, 3 seconds malls came in, they abandoned the square and it it went down considerably for 59:1059 minutes, 10 seconds many years. and the square is now something we can be proud of. I've never seen so much improvement 59:1959 minutes, 19 seconds uh and the events and the uh retail and restaurants and things that are down, 59:2659 minutes, 26 seconds you know, the breweries, you know, that never would have passed in the 60s. 59:3159 minutes, 31 seconds Uh I read an old article uh from a newspaper. I was going [clears throat] through some of my dad's stuff and in 59:3859 minutes, 38 seconds 1955 and this was in the newspaper. Um he wanted to open a restaurant. He was he 59:4659 minutes, 46 seconds was 20 years old. He was going to open a restaurant between Lebanon and Watertown. And they had a write up in the paper about there was a rumor going around that he might be serving beer. 59:5859 minutes, 58 seconds So he was quoted in he was quoted in the paper saying we will not serve beer. 1:00:041 hour, 4 seconds That is a rumor. I don't want to have anything to do with beer or beer drinkers. 1:00:101 hour, 10 seconds So, that that came right out of the paper. But, we've we've come a long way since then. And I'm proud to be from 1:00:171 hour, 17 seconds Lebanon. And I'm proud of uh I'm proud of you guys. I'm proud of everybody. 1:00:251 hour, 25 seconds Go ahead. Take it away. [laughter] Thank you, Council Morhead. I would like 1:00:331 hour, 33 seconds to welcome these new folks uh to the city of Lebanon. Uh I hope your stay is wonderful. I hope you c make this home and stay here for the rest of your life 1:00:411 hour, 41 seconds and hopefully your kids, grandkids, whatever. I moved here eight years ago and uh got involved with the city, have fallen in love, and and this is my 1:00:501 hour, 50 seconds forever home. Not sure where I'll end up within town, but I'm going to plan on staying town till they bury me. But last week was a big week. The only thing the 1:00:571 hour, 57 seconds mayor did miss was Ascension. St. Thomas also did a groundbreaking right on 109 north of Lebanon Road for a new 1:01:041 hour, 1 minute, 4 seconds emergency facility that'll be uh on the west side of town which I think will be very helpful for that Powder Town. 1:01:111 hour, 1 minute, 11 seconds There's not a lot out there. So, I'm was really excited to participate in that with the mayor that groundbreaking. If you were not at the Sam's Club grand 1:01:191 hour, 1 minute, 19 seconds opening, you were probably the only people not there in town. Uh I literally there was not a single park in place to be had. Uh so if you have not been 1:01:281 hour, 1 minute, 28 seconds there, please go there. It absolutely is a beautiful facility. They've got incredible merchandise. Uh the food looks first rate. I mean uh I think it's 1:01:361 hour, 1 minute, 36 seconds going to be a fantastic addition to the city. Uh the square was another thing that that mayor didn't mention. Uh I think that's going to be a real asset 1:01:431 hour, 1 minute, 43 seconds for downtown. Uh people picking up lunches, going over there, sitting, letting kids run around. So I was very excited about that. and my granddaughter 1:01:511 hour, 1 minute, 51 seconds has already been to the new splash pad at Don Fox Park and now wants to go there every day. So, we're going to have a battle with that. But, and I want to 1:02:001 hour, 2 minutes thank uh all the people who came today, the people that came to our sanitation meeting earlier. Uh there's was a lot of 1:02:081 hour, 2 minutes, 8 seconds conversation back and forth that uh everybody who was on that committee is in a really difficult position, but we're trying to do what's best for the city and that's the best we can do. So, 1:02:161 hour, 2 minutes, 16 seconds when that comes to council, I'm sure there will be people that are not happy, but believe in my heart, uh, the decision that is made by the council is 1:02:251 hour, 2 minutes, 25 seconds what we truly believe is going to be best for the future of the city of Lebanon and the citizens that live in within the city. That's all I have. 1:02:321 hour, 2 minutes, 32 seconds Thank you. Uh, we have one item on old business number 267446, second reading to approve a donation to change lives one day at a time, Inc. by Joy Carmarmac, Ward One Counselor. 1:02:421 hour, 2 minutes, 42 seconds Motion to approve. Motion by councelor Carmarmac second by councelor crow discussion say I. Any opposed? 1:02:511 hour, 2 minutes, 51 seconds No. 1:02:511 hour, 2 minutes, 51 seconds No. [clears throat] Thank you. Now new business order number 267448. 1:02:571 hour, 2 minutes, 57 seconds First reading to amend title 14 to change permitted wall and fence design standards replacing 14504D10 landscaping screening buffering. Request by staff. Motion to approve. 1:03:071 hour, 3 minutes, 7 seconds Second. First by councelor Carmarmac. Second by councelor Morhead. Discussion. 1:03:141 hour, 3 minutes, 14 seconds or Joey Josh. [laughter] Yeah, Josh, come talk about that and 1:03:221 hour, 3 minutes, 22 seconds um why it was put in to the codes the first time and then how we're going to fix this 1:03:291 hour, 3 minutes, 29 seconds date of November, we did put in fence material standards. We didn't really have much of anything prior to that. Uh there was kind of addressed both 1:03:381 hour, 3 minutes, 38 seconds residential and commercial. Uh we didn't really foresee the impacts on a lot of our neighborhoods with with prohibiting vinyl fences in residential settings. We 1:03:471 hour, 3 minutes, 47 seconds have heard from a number of HOAs about that. That's one of the only fence materials that they they permit in their covenants that um rot iron sometimes 1:03:561 hour, 3 minutes, 56 seconds wood are pretty much the only ones that a lot of the neighborhoods allow. So this has been quite limiting to them. So we've heard from a lot of them and uh it wasn't really our intent to impact the 1:04:041 hour, 4 minutes, 4 seconds residential settings. It was more for commercial that we were looking at. Uh so we are making that allowed again in residential um neighborhoods as part of 1:04:111 hour, 4 minutes, 11 seconds this and then also addressing some other um known kind of points of confusion for fences whether uh for setbacks and whether when you're placing them within 1:04:201 hour, 4 minutes, 20 seconds easements how those will function. So we wanted to clean that up as well. 1:04:241 hour, 4 minutes, 24 seconds Okay. So there is a difference though in our codes for um commercial [clears throat] and for residential, right? And this for this specific one it would be yes. 1:04:331 hour, 4 minutes, 33 seconds Yeah. This this specifies uh it would only be allowed for residential uh zoned properties and any properties being used for single family or two family residential uses. 1:04:421 hour, 4 minutes, 42 seconds Okay. Okay. Any further discussion? Favor say I. I. 1:04:491 hour, 4 minutes, 49 seconds Any opposed? Thank you. 267449 first recommend title 14 to change 14303 1:04:561 hour, 4 minutes, 56 seconds residential zoning districts accessory building tables. Request by staff. Motion to approve. 1:05:211 hour, 5 minutes, 21 seconds Councelor Kra second by councelor Carmarmac. Discussion. You talk about that too. You should have stayed up there, Josh. 1:05:291 hour, 5 minutes, 29 seconds Yeah, sorry. I think that's good to explain to the public. 1:05:331 hour, 5 minutes, 33 seconds This goes back to the update in November. Uh, prior to that, we had all of our accessory building standards just in one spot. In the new update, they put 1:05:431 hour, 5 minutes, 43 seconds the different standards into each district individually, and they vary slightly depending on the the district. 1:05:481 hour, 5 minutes, 48 seconds We found that to be quite cumbersome and quite unnecessary in most cases. Uh, so we're now putting them back in one location so our teams don't have to go 1:05:551 hour, 5 minutes, 55 seconds find the standards depending on where the permits being issued as well as addressing some of the concerns with accessory dwelling units. It wasn't 1:06:031 hour, 6 minutes, 3 seconds clear how those were regulated. So we're providing some more clarity there as well. 1:06:091 hour, 6 minutes, 9 seconds Okay. Thank you.
