Our rural setting with its wide open spaces, 1:14:391 hour, 14 minutes, 39 seconds peaceful retreats face the risk of becoming an industrial zone which would drastically alter the character of our community. I have some comments, but if the council if you have any questions um when I'm finished, you know, Steve's here here as well. Can you talk about the operation of the plant, the the functionality of it and 1:34:551 hour, 34 minutes, 55 seconds and sort of how how we got that point? 1:34:591 hour, 34 minutes, 59 seconds Yeah. So, so everybody keeps bringing up different technologies and there are different technologies, but when we boil down what 1:35:061 hour, 35 minutes, 6 seconds happens in a water reclamation facility, we utilize biological processes and we feed those biological processes the 1:35:151 hour, 35 minutes, 15 seconds incoming uh waist stream and we add air to it and that air allows the biology within these 1:35:221 hour, 35 minutes, 22 seconds tanks to break this these constituents down, BOD, ammonia and other things that we have in there. 1:35:291 hour, 35 minutes, 29 seconds There are ways that we can hold more biology in a tank. Um, sorry, I'm trying not to have an echo here. Um, so there 1:35:381 hour, 35 minutes, 38 seconds are ways that we can hold more biology in a tank. Membranes are one way. With a membrane system, you can hold up to about 10,000 what we refer to as mixed 1:35:451 hour, 35 minutes, 45 seconds liquor. That's a measurement on how we tell uh what the solids concentration in a tank is. um with with uh the MBBR 1:35:541 hour, 35 minutes, 54 seconds which has been around since the 1980s, we can hold about 5,000 mix liquor uh down to the type of technology that's at the existing treatment plant now, which 1:36:021 hour, 36 minutes, 2 seconds is about 2500 to 3,000 mix liquor. So, with going with these type of technologies, you can get a smaller 1:36:101 hour, 36 minutes, 10 seconds footprint for the aerobic portion of the treatment plant. Uh with membranes, we can also eliminate things like clarifiers. Uh but all of these things 1:36:181 hour, 36 minutes, 18 seconds have a cost and so our job as the consultants uh for the city of Lebanon is to help look at I feel like two things. Number one is reliability. 1:36:271 hour, 36 minutes, 27 seconds Always reliability because everyone wants this plant to operate continuously 247 365 days a year. And so having 1:36:361 hour, 36 minutes, 36 seconds reliable technology is in my opinion the most important thing because if the treatment plant stops working where's 1:36:431 hour, 36 minutes, 43 seconds this flow going to go? And so we look at reliability and then we look at cost because cost is the second factor that 1:36:511 hour, 36 minutes, 51 seconds we look at because this is rateayer funds. This is the the rateayers of the city of Lebanon on the sewer system that have to pay for these treatment systems. 1:37:001 hour, 37 minutes And when I look at something like a membrane for example, u I've got a quote um in my office right 1:37:071 hour, 37 minutes, 7 seconds now for a membrane system. U for the membrane system to replace the clarifiers, it's about twice the capital 1:37:141 hour, 37 minutes, 14 seconds cost. The membranes also have a lifespan of 8 to 10 years. 1:37:191 hour, 37 minutes, 19 seconds So whereas a clarifier has a motor in the center of it, probably get 40 years out of that motor, 1:37:271 hour, 37 minutes, 27 seconds uh every 10 years we're going to replace membranes. If it already costs twice as much and then every 10 years we're replacing it, there's a significant cost there. So when we sit down with the 1:37:361 hour, 37 minutes, 36 seconds utilities director and the util and the plant uh management staff and we go through this and with the mayor and council, what we do is we lay out these 1:37:441 hour, 37 minutes, 44 seconds different options. What's reliable? What does it cost? what's that end cost going to be on the rateayers? Uh and that's 1:37:521 hour, 37 minutes, 52 seconds how we get to these decisions. We have looked at this technology. I have 14 different cost estimates that involve different combinations 1:38:011 hour, 38 minutes, 1 second of technologies that can be utilized uh to build a treatment facility uh to support the continued growth of the city 1:38:081 hour, 38 minutes, 8 seconds of Lebanon. Uh while that information's not all been shared at the previous meetings talking about land, that is the information that we used to make the 1:38:171 hour, 38 minutes, 17 seconds recommendations for minimum acreage not only for what needs to be built today but to accommodate future expansion and 1:38:251 hour, 38 minutes, 25 seconds create a good buffer so that people don't back directly up to and look into a facility. 1:38:331 hour, 38 minutes, 33 seconds Um so with with so uh so um so with the operation of plant 1:38:431 hour, 38 minutes, 43 seconds I know there's some some indoor parts of it. So what what is the indoor part? 1:38:471 hour, 38 minutes, 47 seconds Uh so generally in order to mitigate any odor concerns we are going to enclose the headworks. Uh so that's the initial 1:38:551 hour, 38 minutes, 55 seconds location that all flow comes into from the collection system. Uh, and from there we're going to all the anorobic and anoxic basins. Uh, we're going to 1:39:031 hour, 39 minutes, 3 seconds have those covered and we're going to collect that air and we're going to collect all of the air off of any solids processing facilities. Uh, and those are 1:39:121 hour, 39 minutes, 12 seconds the tanks that have generate the most odor concerns. Uh, and so we'll collect that air. We'll run those through combination scrubbers that use 1:39:201 hour, 39 minutes, 20 seconds biological uh with a carbon cap on top of them to to make sure that we mitigate over concerns. 1:39:281 hour, 39 minutes, 28 seconds Um now I have another question too. Um so as as you know there's been a lot of questions about tonight about um you 1:39:381 hour, 39 minutes, 38 seconds know deep dive studies into properties and and things like that. So what what are the next steps? what as 1:39:471 hour, 39 minutes, 47 seconds far as studying properties, how long that takes that process? 1:39:501 hour, 39 minutes, 50 seconds Yes, sir. Uh so right now with the three properties that uh we've been asked to look further into, uh we're waiting uh we're working with the city and waiting 1:39:591 hour, 39 minutes, 59 seconds on getting right of access or right of entry to those properties so that we can do environmental site assessments uh see what kind of material is possibly on a 1:40:071 hour, 40 minutes, 7 seconds site uh if it's in an industrial area especially uh and do geotechnical investigation to see what kind of challenges there are. you know, what's 1:40:151 hour, 40 minutes, 15 seconds the depth to bedrock? Are there any sinkhole concerns or any challenges like that that need to be taken into account that would make it more difficult to 1:40:231 hour, 40 minutes, 23 seconds build a facility or dictate where a facility would be located on a piece of property that would move it closer to a property line that's trying to be avoided? 1:40:321 hour, 40 minutes, 32 seconds How long how long do you estimate that? 1:40:351 hour, 40 minutes, 35 seconds Um, it'll be at least 90 days after we get right of entry. Uh I talked to an environmental firm today that would uh could do the geotechnical uh work and by 1:40:451 hour, 40 minutes, 45 seconds the time we have right of entry it'll take them about 30 days to get mobilized and on site uh a week to do the testing 1:40:521 hour, 40 minutes, 52 seconds and then they'll have to write their report and send it back to us. So right now I wouldn't expect to have that until after the first of the year. So, 1:41:001 hour, 41 minutes anything is presented to council, they'll take for a for a work session to discuss anything going forward because they need all the information they can possibly get. Um, they um 1:42:281 hour, 42 minutes, 28 seconds they they focus on all the issues of or of all aspects of every issue that we vote on up here. Um, and this one 1:42:361 hour, 42 minutes, 36 seconds obviously is a big issue. Um, it's a big issue for us and it's obviously an important issue for you. In fact, um, 1:42:441 hour, 42 minutes, 44 seconds and and I've said this several times publicly, um, and I'll say it again and and his name is mentioned earlier, uh, 1:42:511 hour, 42 minutes, 51 seconds Jeff Baines. He used to be our commissioner of public works. He was over our utility department for 30 years. Um, and he has served as chair of the site selection committee. 1:43:021 hour, 43 minutes, 2 seconds Um, not long after I took office, we sat down and and and he told me that that that 1:43:091 hour, 43 minutes, 9 seconds this was something that that we were we were going to we were going to face. Um, and he said, um, it's the most important 1:43:181 hour, 43 minutes, 18 seconds decision that you will make as as as a city, but it's also going to be the most controversial. 1:43:251 hour, 43 minutes, 25 seconds Um, the important part of it is, and and and several of you have spoken on this, but but I I do want to reiterate this plant we have now was built in 1963. 1:43:391 hour, 43 minutes, 39 seconds Um, and through those years, there have been upgrades to it. There have been, you know, there there has been work done 1:43:461 hour, 43 minutes, 46 seconds on it. There's there's there's no doubt about that. Um, but we're at a point to where 1:43:541 hour, 43 minutes, 54 seconds patching it up no longer works. Um, and and I know most people got to the podium and and said, you know, that you 1:44:021 hour, 44 minutes, 2 seconds understand that that we we need a new facility and and I I appreciate that. 1:44:071 hour, 44 minutes, 7 seconds Um, but you know, I know people have reached out to me about about growth and uh, somebody did send an email, I think, to 1:44:141 hour, 44 minutes, 14 seconds all of us, maybe it was all of us, maybe it's just to me, about leaks in our pipes and and things like that and and and we should focus on those areas 1:44:231 hour, 44 minutes, 23 seconds first. But and I I want to repeat what um Jeremiah Exom, he's our plant manager, he's not here tonight, but he 1:44:301 hour, 44 minutes, 30 seconds said this at a previous meeting um that if we 1:44:381 hour, 44 minutes, 38 seconds if tomorrow we said all building stops, no more buildings in Lebanon, 1:44:451 hour, 44 minutes, 45 seconds and if we went out and fixed every pipe and every leak, which we work on them all the time, but if that was 100% 1:44:551 hour, 44 minutes, 55 seconds we would still need a new plant because it is is basically too old. It is a um 1:45:031 hour, 45 minutes, 3 seconds um it's like any old piece of machinery, anything anybody's business or anything else. It comes a point to where 1:45:111 hour, 45 minutes, 11 seconds you just can't put enough money at it to make it work. At some point you have to you have to create something new and and 1:45:191 hour, 45 minutes, 19 seconds that's where we are. But and I I do want I do want to talk about growth for a minute and I want to brag on the council 1:45:261 hour, 45 minutes, 26 seconds here and and the work that they do. Um 1:45:341 hour, 45 minutes, 34 seconds they they take a really serious view of growth in this city, particularly residential growth. 1:45:441 hour, 45 minutes, 44 seconds Over the past six years, they have voted to place over 30 new regulations on developers. 1:45:541 hour, 45 minutes, 54 seconds Um, those regulations are are designed to make whatever is built here better, but I I can assure you there's a lot of 1:46:021 hour, 46 minutes, 2 seconds people who don't want to build those regulations and they go somewhere else. 1:46:091 hour, 46 minutes, 9 seconds Just about a little over a little less than a year ago, this council voted to tighten up our zoning code. And what's 1:46:171 hour, 46 minutes, 17 seconds important about that is is that every property inside our city has a zone. And every property owner has a right to 1:46:251 hour, 46 minutes, 25 seconds build what that zone allows as long as they follow our regulations. 1:46:301 hour, 46 minutes, 30 seconds And so what was important about Taipat zoning code was we increased our regulations. we increase our guidelines. 1:46:371 hour, 46 minutes, 37 seconds So even though they have the right to build and we can't stop them because they have that legal right, we can tighten up 1:46:461 hour, 46 minutes, 46 seconds there and this council did that. Um a really good way to to control or 1:46:541 hour, 46 minutes, 54 seconds manage growth is through uh looking hard at annexations. And um 1:47:021 hour, 47 minutes, 2 seconds and I understand there was annexation several months ago on Maple Road for for a subdivision. 1:47:081 hour, 47 minutes, 8 seconds Um but but I want to say this council as a whole throughout the city has really taken a 1:47:161 hour, 47 minutes, 16 seconds tight view of annexations especially residential annexations. Um we've created annexation committee which is 1:47:241 hour, 47 minutes, 24 seconds the first step that someone has to go to if they want to request annexation. uh which is a um uh a committee takes that 1:47:311 hour, 47 minutes, 31 seconds very seriously. Um um councelor proud serves on that committee as part of his role in the 1:47:381 hour, 47 minutes, 38 seconds planning commission. Um and that's somebody takes that seriously. There's there's a lot of steps somebody has to go through before they get to the point 1:47:461 hour, 47 minutes, 46 seconds to even get to here. And um a lot of times people don't get here, but if they do, they have the right to be heard and 1:47:541 hour, 47 minutes, 54 seconds they have right for a decision to be made. and this council um you know over the past several years 1:48:021 hour, 48 minutes, 2 seconds um it has been rare to have an annexation um for for residential development and I I say that understanding there was one on Maple 1:48:091 hour, 48 minutes, 9 seconds Road. I I do realize that but if you look at the entire picture it has it has been rare. 1:48:151 hour, 48 minutes, 15 seconds So I I just I just want to say that just to you know again brag on the council. Um 1:48:231 hour, 48 minutes, 23 seconds and and also to to to make sure everybody understands that we we take a very close eye on growth. U that's something everyone takes very seriously. 1:48:341 hour, 48 minutes, 34 seconds Um and again I know them people spoke you you understand when you plant new plant because the age but I do want to say that about growth and and make sure 1:48:421 hour, 48 minutes, 42 seconds that that people realize what what the what the council's view and how they how hard they work on that 1:48:501 hour, 48 minutes, 50 seconds but it's also controversial and um you know the controversial aspect of this is 1:48:561 hour, 48 minutes, 56 seconds obviously where will a new facility go and um and I didn't ask Steve this when 1:49:021 hour, 49 minutes, 2 seconds he was standing at the podium But um you know very early on in the process uh you know he mentioned cost and he mentioned 1:49:101 hour, 49 minutes, 10 seconds that you know that's the rateayers that pay that cost that we really have to watch out for that that's part of our due diligence as well that um 1:49:201 hour, 49 minutes, 20 seconds building on the site that we we already have u increases the cost significantly. 1:49:261 hour, 49 minutes, 26 seconds Um, so the process started to to look for look for a site and it's not something 1:49:341 hour, 49 minutes, 34 seconds that started 3 months ago. Uh, it's something that's that's been going on for a while and and you know and people 1:49:401 hour, 49 minutes, 40 seconds ask about other sites. Um um and so this is something we've talked about too. Um I've said publicly, I think other people here have as well. 1:49:511 hour, 49 minutes, 51 seconds The pipeline that goes from our current plant that takes clean cleaned water out to the river uh goes northwest. Uh it 1:50:001 hour, 50 minutes goes um it comes out next to the sportsman's club on Man Road. Um that's where the pipe comes out. 1:50:091 hour, 50 minutes, 9 seconds There's a big sign out there on the on the on the lake that that tells you that. And so when you when when when when 1:50:171 hour, 50 minutes, 17 seconds consultant and staff start analyzing sites, it needs to be close to that pipeline. 1:50:241 hour, 50 minutes, 24 seconds Um and so when when you when when you asked about direction, that's that's that's the direction that that that needs to be looked at. 1:50:341 hour, 50 minutes, 34 seconds Um so when when this process started um it it started like 1:50:421 hour, 50 minutes, 42 seconds for years infrastructure uh projects have have have happened here for for a long time. uh 1:50:491 hour, 50 minutes, 49 seconds the consultants and the staff uh they started to look at sites, look at the map, looking at potential locations and 1:50:571 hour, 50 minutes, 57 seconds studying those locations and really uh digging into, as Steve said, property sizes, um how close to the pipeline and different things like that. 1:51:081 hour, 51 minutes, 8 seconds After they worked on that, um they they brought them to me and we talked about it. Um and so as we looked at different 1:51:171 hour, 51 minutes, 17 seconds locations um one of the things that um that we came down to um to move forward 1:51:251 hour, 51 minutes, 25 seconds and this was you know before anything came to council but we we we decided this would be a good option moving forward was to really focus on um the 1:51:351 hour, 51 minutes, 35 seconds Hartman Drive area. Um, in my mind, I'm not an engineer. Um, I 1:51:431 hour, 51 minutes, 43 seconds thought the current plant's been there 63 years in that area. 1:51:481 hour, 51 minutes, 48 seconds Let's put the plant somewhere in the same area, the new plant. Um, so we looked at sites in that area. Uh 1:51:561 hour, 51 minutes, 56 seconds there were a few that stood out and um and we had a work session and we presented um properties to the work 1:52:031 hour, 52 minutes, 3 seconds session or to the to the city council in that work session. Um two of the properties stood out. One was 1:52:101 hour, 52 minutes, 10 seconds at the um at the corner of um um 1:52:161 hour, 52 minutes, 16 seconds of um Hartman Drive and Co Pike. um the owners of that property, they um they 1:52:251 hour, 52 minutes, 25 seconds quickly let us know if they were not willing to sell and so um so we moved on to the next site that was 1:52:341 hour, 52 minutes, 34 seconds discussed and that site was Rockwood. Um again that area the old plants is there 1:52:421 hour, 52 minutes, 42 seconds uh the infrastructure is there the road the pipe is there you know in that area and all those things. So, we went from the site where the people did not want 1:52:481 hour, 52 minutes, 48 seconds to sell and we went to Rockwood. Um, now I'll say this. Um, you know, when 1:52:551 hour, 52 minutes, 55 seconds we're talking about Rockwood, it was 91 Carver Lane. It was Rockwood. 1:53:001 hour, 53 minutes Um, and you know, so why Rockwood? Well, couple things. It's a half mile from the current plant. Um, you know, it is 1:53:081 hour, 53 minutes, 8 seconds industrial. Um the owners I think was said earlier is willing to sell and um 1:53:151 hour, 53 minutes, 15 seconds and we began to start that process. Um and so um at that point um there was a a 1:53:251 hour, 53 minutes, 25 seconds resolution to uh on the city council to to create the site selection committee. 1:53:311 hour, 53 minutes, 31 seconds Um and uh that resolution passed 5 to one. And um I want to say this, 1:53:391 hour, 53 minutes, 39 seconds the night it was it was it was placed on the on the committee um I thought it was a great idea. Um and and I I thought it 1:53:471 hour, 53 minutes, 47 seconds was a great idea for for several reasons. Um um one um the people who were recommended 1:53:561 hour, 53 minutes, 56 seconds to be on the committee were all were all great people. Uh they're engineers on that committee. Uh there were uh there's a member of the of the there's a citizen 1:54:051 hour, 54 minutes, 5 seconds a private citizen on the committee. Uh there were counselors on the committee and um you know this would was this 1:54:141 hour, 54 minutes, 14 seconds would give it new eyes. Um, again, we have been going through the process as as we do with all of our infrastructure 1:54:211 hour, 54 minutes, 21 seconds pro infrastructure projects and and so um you know this one as important as it is as important as you guys have all 1:54:301 hour, 54 minutes, 30 seconds said it is and as important as we know it is um having a committee look at it with with different eyes. um having 1:54:391 hour, 54 minutes, 39 seconds public meetings, hearing from the public. 1:54:421 hour, 54 minutes, 42 seconds Um you know, for the past several months, uh the the committee has heard from a lot of people. Um and and and I 1:54:511 hour, 54 minutes, 51 seconds believe the committee has listened to to to the people and and they they worked hard uh you know to to to do that. Uh there was a matrix system is created. 1:55:011 hour, 55 minutes, 1 second they voted um looked at dozens of sites. 1:55:071 hour, 55 minutes, 7 seconds Um and then the the resolution that was that was introduced, it came down to um 1:55:171 hour, 55 minutes, 17 seconds to where that committee would recommend to the city council at least three sites. Um and and that's what that committee did. 1:55:281 hour, 55 minutes, 28 seconds Um and again, uh the people in the committee worked hard. Um they they did and um and listened to a lot of people. 1:55:371 hour, 55 minutes, 37 seconds Um they they truly listen. I I know I know they did. Um so there's three sites that are 1:55:441 hour, 55 minutes, 44 seconds presented to city council. Um I want to say this um though um about 1:55:551 hour, 55 minutes, 55 seconds the outcome. Um, I don't know what the right word is, uh, whether it's concern or 1:56:041 hour, 56 minutes, 4 seconds or disappointment, but a lot of people have mentioned site 22 1:56:101 hour, 56 minutes, 10 seconds uh, May Road. Um, that site 1:56:181 hour, 56 minutes, 18 seconds was never previously considered as con as as we studied it internally. It never be considered. Um, it was added to the 1:56:271 hour, 56 minutes, 27 seconds list because a neighboring property owner stood at the podium and said it should be considered. Um, I really don't 1:56:361 hour, 56 minutes, 36 seconds think site 22 should have been added to the list. 1:56:421 hour, 56 minutes, 42 seconds Um, I'm going to go back to to to the Rockwood site. Um, 1:56:491 hour, 56 minutes, 49 seconds I also want to say that the the apartment complex that's has the barb bar or has the chain lake fence around 1:56:581 hour, 56 minutes, 58 seconds it, it had never been considered previously either. And personally, I don't think that should been added to 1:57:041 hour, 57 minutes, 4 seconds the list either. Um, I think if Rockwood was ever considered, I just don't think 1:57:121 hour, 57 minutes, 12 seconds that property would need to be added to it. That's that's my personal opinion. 1:57:181 hour, 57 minutes, 18 seconds So So we're here. Uh there's been a lot of hard work done. This council has done a lot of great work through the years on 1:57:261 hour, 57 minutes, 26 seconds all kinds of different issues. Um the committee worked really hard. I just disagree with a couple couple of aspects 1:57:351 hour, 57 minutes, 35 seconds of it and those aspects of it. and and going forward, as Steve just said, it's going to take three months to get 1:57:441 hour, 57 minutes, 44 seconds property studied council work session before there's anything that happens before anything gets on any kind of agenda to be voted on. But I I I do want to say this. 1:57:561 hour, 57 minutes, 56 seconds Ultimately, the council's going to have to vote on something. I think most people in here 1:58:041 hour, 58 minutes, 4 seconds said that a a plant needs to be built. The council's got to fill on something. But but I but I want to say this for me and 1:58:111 hour, 58 minutes, 11 seconds and people I know people sometimes get confused how it operates up here, but uh we have six city councilors. Uh it takes 1:58:191 hour, 58 minutes, 19 seconds four votes to approve anything. Uh if someone's missing um and something is three yeses and two nos, it doesn't 1:58:261 hour, 58 minutes, 26 seconds pass. You have to have four yeses to pass anything. Um, the only time I get to vote is if it's a tie. Um, so if if 1:58:361 hour, 58 minutes, 36 seconds site 22 gets on the agenda and it's a tie, I'm going to vote no. If site 13 1:58:441 hour, 58 minutes, 44 seconds gets on the agenda and the apartment property is is attached to it and it's a three three tie, I'm going to vote no. 1:58:521 hour, 58 minutes, 52 seconds Um, but at some point it's going to be built. Um, and 1:59:011 hour, 59 minutes, 1 second as everybody up here has to make hard decisions and in those instances for those two properties that were never 1:59:091 hour, 59 minutes, 9 seconds considered previously that that's that's my decision. Um, people on Mida Drive when I went in, it's going to be in their backyards and especially Miss Douglas's. 2:00:262 hours, 26 seconds Uh, I've talked to her several times even when the apartment complex was going in and then it stopped and the fence went up. I know there were two others on that committee. Um but after that, we 2:04:462 hours, 4 minutes, 46 seconds have not been told a work session. Um it looks like we're not going to worry about a deadline for the grant. Is that correct? 2:04:552 hours, 4 minutes, 55 seconds That is correct. Um, ultimately we didn't prevail in what we wanted, but I learned 2:09:042 hours, 9 minutes, 4 seconds u the process and learned how to advocate for for u our neighborhood and for people that that uh live in my area 2:09:122 hours, 9 minutes, 12 seconds and became the elected representative for Ward 4. So, you never know uh what coming to these meetings will will turn into. Uh but but I appreciate you all 2:09:212 hours, 9 minutes, 21 seconds being engaged in the process. I think most of those people have been involved in the infrastructure committee. Um, there believe me, I don't think there's any 2:10:012 hours, 10 minutes, 1 second intent on anybody up here uh to hide anything or to not be transparent. Um, everybody wants the city to be able to operate efficiently and for us to, I 2:10:192 hours, 10 minutes, 19 seconds think, to have a new plant, even if we didn't grow, we need to have a better plant than the one we have now, uh, 2:10:262 hours, 10 minutes, 26 seconds clearly. So, uh, we're going to get one and we're going to hopefully put it in a location that that serves the city as a 2:10:332 hours, 10 minutes, 33 seconds whole better. And I just want to say too, the mayor mentioned uh my role on the 2:10:402 hours, 10 minutes, 40 seconds SPN annexation committee. Um, you know, when I got involved with the council, the planning commission seemed like a 2:10:482 hours, 10 minutes, 48 seconds place where, you know, we do enough battle up here on the on the city council, and it seemed like a place where you were dealing with barbed wire and brass knuckles and whatever else on 2:10:562 hours, 10 minutes, 56 seconds the planning commission, and I wasn't really interested in doing that, but uh, you know, the there are a lot of things that come through the planning 2:11:052 hours, 11 minutes, 5 seconds commission um that don't make it to city council. a lot of things that you know when we started the SPN annexation committee 2:11:132 hours, 11 minutes, 13 seconds um that we've been able to effectively kill in the SPN annexation committee. 2:11:182 hours, 11 minutes, 18 seconds So, you know, I'm one of these our our city is 42 square miles in a footprint. 2:11:232 hours, 11 minutes, 23 seconds U and and I think generally that's enough. It needs to be something very compelling and there needs to be a 2:11:302 hours, 11 minutes, 30 seconds public benefit to the city of Lebanon to consider expanding it any further than it is. and and and people need to build what they say they're going to build. 2:11:432 hours, 11 minutes, 43 seconds I'm a firm believer in that. It it makes me very upset to find out that a builder has shifted 2:11:502 hours, 11 minutes, 50 seconds gears on us and so uh you know that that makes me angry and I fight it. I fought it and 2:11:582 hours, 11 minutes, 58 seconds I've you know almost to the point of getting the city sued uh because I believe that strongly in it. If if somebody says they're going to build something a certain way, that's that's 2:12:062 hours, 12 minutes, 6 seconds what they promised. They've come to these all these meetings and drug all these folks out here and said that's what they're going to do. And then if they don't do it, um you know, they need 2:12:162 hours, 12 minutes, 16 seconds to be held accountable. And if we can't stop them on that development because of a technicality, then we'll we'll 2:12:222 hours, 12 minutes, 22 seconds remember it the next go round. U but um I just wanted to make those comments and again I appreciate you all being engaged 2:12:292 hours, 12 minutes, 29 seconds in the process. I know it's fatiguing uh and difficult. Again, I've been there on a different issue, but but hang in 2:12:372 hours, 12 minutes, 37 seconds there. It's important that you continue to to stay alert as to what's going on. Thank you, Mayor. There's one topic about the uh uh wastewater treatment facility that 2:12:542 hours, 12 minutes, 54 seconds hadn't been brought up and it's the fact that how much fun it is living next to a 2:13:012 hours, 13 minutes, 1 second wastewater treatment facility cuz I live right next to one. I live 2:13:092 hours, 13 minutes, 9 seconds right down the street from the current one and I live in Weston Heights. 2:13:162 hours, 13 minutes, 16 seconds and I've been living there 22 years next to the current wastewater treatment 2:13:252 hours, 13 minutes, 25 seconds facility. Now, when we first moved there, now and then there were some issues. 2:13:332 hours, 13 minutes, 33 seconds Uh there were some odor issues but like I say I've been there 22 years and over the years they have corrected those 2:13:412 hours, 13 minutes, 41 seconds issues and as much as they could upgraded corrected 2:13:482 hours, 13 minutes, 48 seconds and to this point there hasn't been any noticeable odors. 2:13:562 hours, 13 minutes, 56 seconds I'm talking about I'm talking about for at least 10 years 2:14:052 hours, 14 minutes, 5 seconds now. That may seem funny to some of you, but I have experienced it and I know 2:14:132 hours, 14 minutes, 13 seconds that they have upgraded that plant as much as they possibly can and that's why that's why we need a new one. 2:14:242 hours, 14 minutes, 24 seconds I drive by that plant uh several times a week because I have relatives that live out Hartman Drive on 2:14:332 hours, 14 minutes, 33 seconds the other end. And uh when we first moved there uh my granddaughter who we raised used 2:14:412 hours, 14 minutes, 41 seconds to uh uh call it there's the poop plant. 2:14:482 hours, 14 minutes, 48 seconds But your concerns I can understand that. I can understand if you're concerned about health issues, 2:14:552 hours, 14 minutes, 55 seconds but I'm just saying for somebody and our whole neighborhood would agree that um 2:15:042 hours, 15 minutes, 4 seconds as far as health concerns and odor and things like that, the new facility will be 2:15:142 hours, 15 minutes, 14 seconds upgraded. It'll be a modern facility and there it's not going to be anywhere near 2:15:232 hours, 15 minutes, 23 seconds this current facility is you're talking about facility that was built in 1963. 2:15:322 hours, 15 minutes, 32 seconds And I know that modern facilities are nowhere near the technology that it was in 1963. 2:15:442 hours, 15 minutes, 44 seconds And you'll have to agree with that.
